INTRODUCING THE PREMIERED

SYSTEM OF GOVERNMENT FOR


THE BETTER TODAY AND
GREATER TOMORROW OF
NIGERIA.
Fellow Nigerians,
We cannot but appreciate the Almighty God for helping us to celebrate the 59 th
Independence Day anniversary of our great country – Nigeria. May God Almighty
grant us the grace to witness more of it in Jesus name (Amen)
There is no better time to come up with a new system of government and arrangement
more than now when we are celebrating the Independence Day anniversary of our
great nation, even though there is nothing to show for it. Thus we are ceasing this
avenue to introduce the premiered system of government and its provisions for
consideration.
Nigeria is passing through an uncommon difficult period. Everybody is tired of the
deplorable state of the nation vis-a-vis the increasing rate of:
1. Crimes and criminality – armed banditry, kidnapping, one chance, yahoo-
yahoo, yahoo plus, oil and pipeline vandalizing, etc.
2. Insincerity, lawlessness and indiscipline
3. Insecurity of life and property
4. Bribery and Corruption.
5. Unemployment, poverty and neglect, hunger and starvation
6. Inflation, economic recession, depression and repression
7. Poor medical care and checkup, diseases and sicknesses.
8. Political violence, strike, defection, inter-party alliance, apostasy, breach of
trust and oath of office, lack of submission to the rule of law , constitution,
party guidelines, and constituted authority.
9. Ethnic clashes, disputes and tribal conflicts.
10. Falling standard of education, research and development;
11. Irregular supply of electricity and water.
12. Non-regular payment of workers salary and allowances.
13. Collapse of banks and allied financial institutions, industries, corporate
organizations, Nigeria money and capital market itself.
14. Rising cost of living; building materials, electricity bills, hospital bills, school
fees, staple foods, fuel, kerosene, gas, diesel, house rent, land and house
ownership etc.
GOOD SETTING AGAINST BAD SETTING:
Reading through the books of history of Nigeria, the regional system of government
and its provisions is considered a pure formidable system of government that ought
to be kept and preserved. It is sweet to preserve it, and pure to keep and maintain it
in view of the rate of development that greeted our great country in the 1950s and
1960s. The regional system of government was formulated, structured or arranged
with integrity, purity, sincerity of purpose and genuineness of heart.
In the same vein the former twelve (12) states and two hundred and ninety nine (299)
local government councils (1967-1976) and its arrangements. Indeed, it was part of
the offerings and sacrifice by the military government to build one united indivisible
nation, which attracted national interest and joy of all Nigerians during and after the
dreaded Nigeria civil war. The arrangement is sweet to preserve and pure to keep and
maintain for generations yet unborn. These characteristics (among others) are the
beauties of regional government and its provisions, and the former twelve (12) states
and two hundred and ninety nine (299) local government councils (1967-1976) in
Nigeria.
Secondly, if any nation would be great, there must be search for a systemic and lasting
structure that will keep / hold / bind the citizens together, such that will;
i. Foster deeper love and effective communication
ii. Aid economic growth, political stability, growth, maturity and maturation,
iii. Commit into the hand of the younger generations now and thereafter.
Thirdly, if any nation’s policy, law and system of government, administration and
justice delivery would be effective, efficient and productive as well, there must be
search for a pure constitution, honest, upright, reliable, and faithful and God
fearing men and women of integrity who will stand the gap.
The last four years of president Mohammadu Buhari is worthy of mention. Then
the president gave us assurance of change in his campaign. For those of us who
followed the trends of things however knew there were no spectacular change ever.
Again, in his second term campaign, he came with another theme: TAKING
NIGERIA TO THE NEXT LEVEL without given us the blueprints.
Nigerians and indeed all our political leaders should better appreciate the fact that
true love is not in mere definition, but in demonstration of it. How our founding
fathers formulated a formidable structure, law and policy to keep us together and
move the economy forward in the early decades of our national independence or
before, shows love and selfless service in action. Testimonies abound to show the
endless records of achievement, success, progress and blessings that greeted our great
country because there was formidable setting, policy and law by the government and
political party. This is a big issue today.
GOOD SETTINGS UPROOT BAD GOVERNANCEAND LEADERSHIP
Good setting uproots bad governance and leadership. It also uproot bribery and
corruption, insincerity, lawlessness and indiscipline, insecurity of life and property,
inflation, economic depression, political instability, etc. Over years, Nigerian
government are used to foreign loans/ debts in order to cope with the deplorable state
of the nation. To the rest of the world, Nigeria appears to have it all together, but in
truth, our chaotic condition of living and the inability to cope without seeking for
foreign loans or debts has plunged us into a vicious cycle of defeat, crisis, economic
depression, inflation, poverty, collapse of banks and other allied financial institutions,
corporate organizations, Nigeria currency and capital market. The nation has tried
several means to get out of it but to no avail.
These ceaseless source for foreign loans, investors, and one single treasury account
policy of this present administration would only earn the country a few bouts of relief
or recovery that would last for a short period. The regional system of government and
its provisions and the former twelve (12) states and two hundred and ninety nine
(299) local government councils (1967-1976) and its arrangements are some of the
good settings of our heroes past which are faithfully formulated.
Nigerians would benefit a lot if we return to meaningful specifics. The old regional
system of government and its provisions, and the former twelve (12) states and two
hundred and ninety nine (299) local government councils (1967-1976) and its
arrangements will help Nigeria to, (i) remain focus (ii) give us rest of mind (iii) to
uproot bribery and corruption, insincerity, lawlessness and indiscipline, insecurity of
life and property, unemployment, hunger and starvation, poverty and neglect, etc.
Similarly, a two strong, stable, purposive, unifying and non-antagonistic national
political party system (preferably the People’s Democratic Party (PDP) and the ruling
party. The All Progressive Congress (APC)) will enable our great country Nigeria to
ride triumphantly above every negative circumstances and experiences of ours.
Political violence, defection, interparty alliance lack of submission to rule of law,
constitution, party guidelines, and constituted authority, breach of trust and oath of
office, apostasy, fear, worry, panic, anxiety, bankrupt, regret, death that characterize
election, and electioneering campaigns and voting would be averted.
UNIVERSAL NEED FOR THE PREMIERED SYSTEM OF
GOVERNMENT.
These include:
I. BREAKING BARRIERS
The Premiered System of government and its provisions are meant to break
barriers such that hinder the rate of our corporate existing, economic growth
and political stability.
II. SECURING OUR FUTURE, CHILDREN AND CHILDREN’S CHILDREN AND
NIGERIA NATION
The premiered system of government and its provisions are meant to secure
our future and the future of our children, children’s children and Nigeria
nation.
III. THE PLAGUE OF CORRUPTION, ETHNICITY, SECTIONALISM,
SEGREGATION, RELIGIOUS SENTIMENT AND BIGOTRY
The premiered system of government and its provisions are meant to
remove the plague of corruption, ethnicity, sectionalism, segregation,
religious sentiment, favoritism, godfatherism, etc. from our body politics
and national lives. Corruption, ethnicity, tribal prejudice, sectionalism,
discrimination, segregation, religious sentiment has become a plague in
Nigeria society.
IV. GIVING, CARING, SHARING AND DARING FOR ONE ANOTHER
The Premiered system of government and its provisions are meant to revive
the spirit of giving, caring, sharing, hospitality and charity.
V. SELFISHNESS AND SELF CENTREDNESS OR GREED
The premiered system of government and its provisions are meant to
remove every iota of selfish and self-centeredness or greed from our society
and system, so that we can be of help to every citizen of Nigeria that comes
our way.
VI. THE PUBLIC SERVICE’S COMPOSITION
The premiered system of government and its provisions are meant to restore
accountability and transparency, orderliness and discipline, equity, justice
and truth to public service.
VII. SECURITY OF LIFE AND PROPERTY
The premiered system of government and its provisions are meant to see
how accident, disaster, untimely death, tragedy, crimes and criminalities,
insecurity of life and property, armed robbery, kidnapping, yahoo-yahoo,
yahoo-plus, embezzlements, looting, lavish and reckless spending of
government money etc. can cease or reduce to its barest minimum.
VIII. FAMILY BONDS/TIES
The premiered system of government and its provisions are meant to
prevent or guide against the rate at which marriages are collapsing as a
result of untold hardship, pain and suffering and crisis, internal wrangling,
stress, strife etc.

IX. EDUCATION, RESEARCH AND DEVELOPMENT


The premiered system of government and its provisions is meant to promote
and encourage education, health, research, training and development.
X. POLITICAL STABILITY, GROWTH, MATURITY AND MATURATION
The premiered system of government and its provisions are aimed at
sanitizing our political institutions, to let national interest and love for one
another and Nigeria nation grow stronger most especially among political
class.
XI. CONSISTENT ECONOMIC GROWTH AND RAPID INDUSTRIAL
DEVELOPMENT
The premiered system of government and its provisions are meant to
revitalize loyalty and total allegiance to the Federal Republic of Nigeria to
prevent fraud, extortion, cheating, duping, and stealing, reckless and lavish
spending of government money.

SIGNIFICANT STEPS
1. A re-actualization of the old Regional systems of government whereby each
region is given the constitutional power to control the wealth of the nation
in its domain, to provide numerous valuable advantages for its citizens
(including security of life and property) in the overall development and
progress of the country.
2. A re-actualization of the old Regional police, and provincial police
inclusive, thus having Central, Regional and Provincial police as separate
entity, command and commission and controlled differently by the three
organs of government.
3. A re-actualization, re-integration and incorporation of the former twelve
(12) states, and two hundred and ninety nine (299) local government
councils (1967-1976) and its arrangements into the Regional system of
government, hence, The Twelve (12) United commonwealth Regions of
Nigeria nation and Two hundred and Ninety Nine (299) Provinces nation,
as arranged (1967-1976).
4. In the old Regional government we had the title:
(i) The Prime Minister and President ran concurrently, but in the
Premiered system of government it is the Premier (not Prime
Minister or President) of Nigeria.
(ii) The Governor-General (not Governor) of (e.g.) East Central Region
or Benue – Plateau Region of Nigeria.
(iii) The General Administrator (not chairman) as title for the provincial
leaders.
(iv) The Central/Regional Commissioners (not Ministers) as title for
Central/Regional portfolios.
5. Politically, a fusion of all the registered political parties (Ninety one (91) of
them into two strong, stable, purposive, unifying and non-antagonistic
national political parties. Currently, in the country, we seem to have both
nationally and internationally recognized two strong, stable and unifying
national political parties namely: The People’s Democratic Party (PDP) of
Nigeria, and the ruling party-The All Progressive Congress (APC) of
Nigeria or Independent candidate.
6. Introducing Universal Electoral College (UEC) and Commonwealth
Election to elect the Premier and his vice and the Commonwealth General
Election to elect other eligible candidates (e.g Governor – General , Senator
etc.).
7. Introducing Two-Point-Two safety agenda to put an end to ethnic or
personal interest, selfish ambition, greed, cultural difference, political
disharmony and madness for political power and position without creativity
by the politicians. Just like in American political history whereby one state
produces the nation’s president three (3) consecutive times, thus suggest
that one region (Lagos region) in particular to produce the nation’s Premier
three (3) consecutive times.
8. Other significant steps and features include a commonwealth life and living
as enumerated;
i. The Commonwealth Republic of Nigeria nation
ii. The Commonwealth Peoples Senate of Nigeria.
iii. The House of Commonwealth People of Nigeria (not
Representatives)
iv. The constitution of the Commonwealth Peoples Republic of
Nigeria.
v. New Commonwealth Acts of Parliament.
vi. Abolition of the office of the first lady.
vii. Commonwealth Rule, Justice delivery and public administration.
viii. A converterlative economy
Conclusion
This strategy becomes the overall approach, method or way of describing how we
can build a systemic, lasting or formidable structure such that will keep, hold or bind
us together, unite us, foster deeper love and effective communication, promote
economic growth, industrial revolution, political stability, growth, maturity and
maturation, and such that we can handover to our younger ones now and later.
The journey to our land of destiny fulfilment has just commenced and it is only you
and I that have gotten the compass and wheel. Let us secure our future and the future
of our children, children’s children, and our great nation-Nigeria. To abate any habit,
policy, or setting, forces and powers that destroys our corporate existing, economy,
political stability and growth, seeking to destroy our glorious destiny and the glorious
destiny of our children and Nigeria nation. Join the race.
