Subject: Re: Tobacco compliance survey - Pakistan (updates from 16-17 April 2019)

Dear Clem,

Thank you very much for useful inputs, we will send you the corrected manual as per your suggestions
will be send to you by tomorrow. However,I have imparted training in Peshawar today alongwith Ms.
Madiha (Statistical Officer) and IT team. During training certain queries were raised which need
clarification.

The points are as below:

1. It is informed by the enumerators that in rural areas certain promotions are given
which are not written but people knew about it (for example people know that if
four empty cigarette packs are given to shopkeeper he will give half or full new
cigarette pack to the person, so what should be done in this case. So whether it
should be reported or not. – let’s stick to answering the question: ‘Do you see
any price discounts, gifts with purchase, or special or limited time offers for any
tobacco products?’. If there are no advertisements seen, then that is a No. Don’t
forget to add this in the field manual.
2. In Pakistan especially in rural areas people sit together in certain common areas
usually known as Hujra, Bhaitak or otaq which are enclosed area and people sit
together and smoke Churse in cigrattes and also smoke huqqa and sheesha,
whether it should be included in the other category or not and what is sub
category. – Please add in other venues.
3. Similarly in rural areas the bus stops or the rickshaw and Qinchi stations are not
enclosed areas and open air and lot of people do smoking while waiting for
transport therefore it should be clarified whether we should cover these stops or
not otherwise it is feared that we will not able to cover compliance of smoking
compliance in rural areas. – for consistency, only cover the enclosed waiting
stations.
4. It is also informed my enumerators that lot of smoking is done in enclosed barber
shops, Gyms, game clubs , so whether it should be covered under other category
or not. – yes, it should be covered. These should be under private offices/indoor
workplaces. Please see again the definition. It really covers a lot of different
types of private offices/indoor workplaces.
5. Further lot of smoking is also done inside the boundary of shrines, mouselums
etc. which is usual area of smoking for the people here, whether it should be
included or not and under which category. – are these owned by the
government? If yes and if it is enclosed, you may add this under government
offices.
6. Further regarding other media survey excluding Bill boards who will be
responsible, PBS core team at headquarters or the PBS teams at respective
local offices. We have not received any lists so far and also not aware of
methodology of doing that. Need clarification regarding that. – it can be managed
by the PBS core team at headquarters. Shahzad has kindly offered and is
currently looking at the list of the top 20 TV channels, radio stations, newspapers
and magazines and he may give you the list soon. Otherwise, if you have other
means to get this (inter government or if you know a reputable source that
releases this), you may also do so.
7. In Pakistan there are Post graduate Colleges awarding also master degree so
either include in the university or not. It is better to explain what is meant by
university. – this is under university. See inclusion criteria as it states post-
secondary educational institutions, so post graduate colleges offering master
degrees are covered under this.

IT related problems:-
Some places in Pakistan there is no internet available then it will be impossible to add
venue(POI) so what should be done in this case. –as discussed last week, we
proposed to do this manually (pen and paper) at the time of observations. But this has
to be clearly reported to the field supervisor for documentation. Data entry in the app,
however, should be done in the nearest place where internet connection is available.
After data entry, all the survey IDs as shown in the app should also be reported to the
field supervisor. These survey IDs should be submitted by field supervisor to PBS HQ
team and should be entered in the data correction template (as attached) for correction
of the PSU name.

For your other question:

In continuation of last email, it is requested to include category other or rickshaw or


quinchi in the venue public transport as rickshaw ruin quinchi is commonly used in our
areas especially the quinchi in rural areas. – yes, we can add these. We may not be
able to show this yet in the app today, but we will request the app developer to add this
the soonest.

An early reply in this regard is highly appreciated so that we can send clarification for the training
sessions tomorrow.
