Group Exercise:
Each group is assigned in a particular area within the premises of the
campus to determine problems and other issues, its causes and possible policies
or solutions that may help to resolve the problems/issues. And the group three
(3) is tasked to M.H. Del Pilar Campus and its offices and facilities.

Description:
After giving instructions on the exercise the team headed to the campus ground
floor and entrance gate. We prefer to visit first the office and interviewed one particular
staff named Ms. Des. Afterwards, we proceeded to Jasmine Bldg., made another
observation and went to the Office of the Director for Administrative Services (Dir.
Lardizabal).

Interview with Ms. Des:

 Problems
- Under staff (Everyone is encourage to perform multi-tasking to fill in the
shortcomings of the office)
- Insufficient internet connection
- Lack of equipment ( e.g. printer)
- Delayed delivery of Purchased request

 Causes
- Improper distribution of staff
- Too much number of staff who used the internet service of the University

Interview with Dir. Lardizabal:

To give you a background there are three facilities which occupied our building
Graduate School, CTHTM and Dormitory. The dormitory was occupied by students in
the 4th and 5th flr., the 6th flr., is for the faculties and employees, half of the 7 th flr., was
the presidential suites and other foreign students which has participated in our
exchange programs. The function room is also located in 7 th floor. Let me mentioned
to you the organizational structure of our university in this matter. There is a Director
assigned in M.H. Del Pilar Campus which is me, there is a Jasmine Hostel manager
under my supervision which manages the hostel, and there is also an Assistant Hostel
Manager. We have chief of building grounds and maintenance and another one is we
have lots of administrative staff with particular work such as; plumbing, carpentry, etc.
We have 22 janitors and 8 security guards, all of them are reporting to me. There is a
Campus Director intended for the managing of Jasmine Hostel Building. However, on
building matters and administrative concerns it our duties and responsibilities. But
when it comes to academic the Dean is the one in charged for that. M.H. del Pilar
building is one of the three campuses of the PUP, Main, the other two (2) is the MDC
Campus comprises of the Engineering and Architecture Building and the College of
communication, another one is the Mabini Campus which is the main campus. PUP is
very good in making the most out of it when it comes to facilities and resources.

 Main Problems of M.H. del Pilar Campus:

- Over dilapidated building


-There is a net provided in near the tricycle lane intended for the fallen debris of
the building.
- Very narrow fire exit
- Narrow stairs
- Old Elevators
-Lack of updated books for the Library
-Not accessible computers, on-line catalog and data base at the library
-Renovation of the Library was donated by Mr. Emilio Lim and Manila Bulletin.
Payment for the other expenses of PUP comes from the tuition fee of the
students and other income of the school.

Causes:
 Lack of Budget for maintenance and repair
-It is based on the MOOE of the government but there is none coming from the
government this year I heard they got from the government but very little.
 Rapid replacement of officials or short term designation and practice of rotations
in the offices (There’s no continuity).

Possible Solutions:
 Strong partnership with Private Institutions
 Linkages to the PUP Alumni (Consolidated Efforts)
 Direct donations
 Add additional years on terms of designation (1 year term of the officials and Vice
President of PUP)
 Qualified Officials to handle the positions, hardworking and there is an
expectation to deliver output
 Tuition fee Increase
 Strong support from the Government

For the purposes of this group activity, school facilities and resources are defined as:

 school buildings and the facilities contained within them;


 school grounds and recreation areas and associated structures; and
 parking areas.
The Following would be the proposed policies, to wit:

Technical Assistance Policy

The university should provide technical assistance to school districts in


developing plans and implementation procedures and processes to effectively and
efficiently plan, design, construct, operate, and maintain the campus and buildings
within their jurisdiction and sphere of responsibility.

Most universities districts have not engaged in the comprehensive planning


processes outlined above. As a result, these would benefit greatly from technical
assistance provided by the staff of the state department of education or outside
consultants (directly under the guidance and supervision of the department) on a wide
variety of subjects, specifically the implementation of the policies recommended above.

Some university are very small and do not have staff with the expertise or
experience to undertake these activities without some outside assistance. The staff may
also be embarking on a project that is new to them and might be able to avoid potential
pitfalls with guidance and assistance from a third party. Even larger university may not
have the proper staffing to undertake some extensive or diverse projects that have not
been accomplished by them in the past.

University building improvements and new construction have a major impact on


education of the students and the school community. Therefore, each school project
should be carefully planned and coordinated in relationship to other school projects and
the larger community. Educational facility master planning should be pro-active, not
reactive. The strong support from the government and strong partnership with the
private institutions must be well prepared for the future and the potential changes that
may impact the condition and utilization of their school buildings. Coordination should
be encouraged between the different local government agencies and the school district
in order to facilitate effective educational facility planning. all groups feature shared
power and shared responsibility, and the trust tha collaboration builds is an important, if
not always intended outcome. All partners must agree on and work to sustain a well-
defined, common vision. Clear objectives and roles for each partner facilitate success

Community use of school facilities and resources can provide a number of benefits
to the school and the community, including:

 the development of positive perceptions about schools and learning;


 the development of cooperation and goodwill in school, community and local
government relationships;
 increased community awareness of school activities;
 the opportunity for schools to improve their curriculum and learning programs
through access to a wider range of resources and talents in the community;
 improved levels of security for the school through out-of-hours use;
 the potential for increased financial returns to the school;
 access for the community to a wider range of facilities and resources; and
 more efficient utilization of the community's large investment in school facilities
and resources.

RECOMMENDATIONS

It is important that the community perceives schools as being community


buildings, and it is more likely that this will occur when schools make as many of their
facilities and resources available as is feasible.

a. Collaborative relationships between schools and the community are to be


encouraged.
b. The utilization of school facilities by community groups and educational providers
is a legitimate and reasonable use of publicly funded facilities, enabling schools to
better meet community expectations.
c. Flexibility of approach is desirable in facilitating agreements between schools
regarding use of facilities and the kinds of consumables and equipment that will be
provided by the university will have preferred customer status when schools are
deciding about use of facilities.
d. Document work and perform assessments and evaluations to provide evidence
of outcomes that will facilitate greater funding opportunities.
