GREENFIELD, MASSACHUSETTS
Memorandum
To: City Council
Pursuant to the authority provided to the Mayor in Article 3, Section 3-7 of the Town of
Greenfield Charter approved by the voters of Greenfield June 11, 2002 and effective July 1,
2003, I, William Martin, Mayor, hereby take no action on Order FY20-014.
I do so to prevent continued divisiveness within the City of Greenfield. For the record, while I
am taking no action, this Resolution does not have approval of the Executive for the following
reasons:
1. The resolution was voted by four (4) elected and two (2) appointed councilors; they do
not represent the thoughts or command of the 11,000 voters or 17,500 residents of the
City of Greenfield;
2. This Resolution establishes no new resident protections beyond existing law;
3. This Resolution perpetuates the trending theory that adult family supervision is not
required for underage residents entering abortion facilities;
4. This Resolution supports the removal of the requirement for late-term, 2nd and 3rd
trimester, abortions to be performed in hospitals;
5. The Council discussion on the Resolution stimulated great citizen participation, most
notably, in opposition of the City Council to adopt;
6. This local action for Council votes appears to provide “cover” for and an avalanche of
support for Legislative leaders to vote positively for S.1209;
7. This Resolution fails not only to legally protect the unborn, but also to protect lives
through a degradation of medical standards and practice;
8. This resolution is antithetical to the Hippocratic Oath to do no harm.
