Definitionof Teacher
refers to all persons engaged in teachingat the elementary and secondary levels,whether on a full-time or part-
time basis,including guidance counselors, school
librarians, industrial arts or vocationalteachers and all other persons performingsupervisory and/or administrativefunctions in all schools in the aforesai

2. Teachers'Examinationa.)

Scope ofExamination
The examination shall consist of writtentests, the scope of which shall bedetermined by the Board, taking intoconsideration the teaching plan of the
schools legally constituted in thePhilippines.The examinations for theelementary and secondaryschool teachers shall beseparate. The examination forteacher
s in the elementarylevel shall consist of two (2) parts, namely: professionaleducation and generaleducation. The examinationfor teachers in the secon

QualificationRequirementsfor Examinees
No applicant shall be admitted to takethe examination unless, on the date offiling of the application, he shall havecomplied with the followingrequiremen
ts: (a) Except those who have been engaged in teaching as hereindefined for at least five years in schoolsin the Philippines not organizedexclusively for nat
ionals of a foreigncountry at the time of the effectivity ofthis Decree, the applicant must be acitizen of the Philippines; (b) That he isof good moral charact
er; (c) That he isfree from any physical and/or mentaldefect which will incapacitate him torender efficient service; and (d) That he possesses the follo
wing minimumeducational qualifications: 1) Forteachers in the kindergarten andelementary grades, Bachelor's degree inElementary Education (B.
S.E.Ed.) or itsequivalent; 2) For teachers of thesecondary schools, Bachelor's degree inEducation or its equivalent with a majorand minor, or a Bachelo
r's degree in Artsor Sciences with at least eighteen units in professional education; and 3) Forteachers of secondary vocational andtwo-
year technical courses, Bachelor's No applicant shall beadmitted to take theexamination unless, on thedate of filing of theapplication, he shall haveco
mplied with the followingrequirements: (a) A citizen ofthe Philippines or an alienwhose country has reciprocitywith the Philippines in the practice o
f the teaching profession; (b) At leasteighteen (18) years of age; (c)In good health and of goodreputation with high moralvalues; (d) Has not beenconvicte
d by final judgment by a court for an offenseinvolving moral turpitude; (e)A graduate of a school,college or universityrecognized by thegovernment and po
ssesses theminimum educationalqualifications, as follows: (1)For teachers in preschool, a bachelor's degree in earlychildhood education(BECE
D) or its equivalent;In PD 1006 ElementaryEducation, a teacher whoholds a Bachelor's degree inElementary Education(B.S.E.Ed.) or its equivalentcan t

Rating
Obtained a general average of at least 70 per cent in all subjects, with no rating below 50 per cent in any subject.The rating was not inscribedin thi
s act.In PD 1006, in order that acandidate may be deemed tohave successfully passed theexaminations, he must haveobtained a general average ofat least 70 p
er cent in allsubjects, with no rating below50 per cent in any subject. Butin RA 7836, the rating was notinscribed in the act.

3. National Board forTeachers
