project of expanding one of the branches of William Health partners group of hospitals in the GTA

area due to exponential growth of population day by day.

SCOPE
This project report consists of identifying the project deliverables and its importance. It also

included the fact that why it is so essential to track down the deliverables for the success of a

project. Further, this report contains the list of the stakeholders indulged in the project work with

their importance, and it is also having an explanation about the roles of each stakeholder in the

project.

BACKGROUND
William health partners group of hospitals are running five sites to provide health care facilities

in Canada. However, due to increasing population in GTA, the organization decided to expand

the Brampton hospital branch to overcome the shortage of medical facilities in the area.

ORGANIZATION
First, a general description about who are stakeholders and their importance are discussed in

project management. Then listing, categorization of the stakeholders and roles are mentioned for
each of the stakeholder involved in the project team. Later the significant deliverables are

discussed with the importance that is why it is necessary to track the deliverables for the success

of the organization.
DISCUSSION OF FINDINGS

Who are the stakeholders and why identifying them is essential in project management?

A stakeholder is an individual or a group of people or organization who may affect the project or

be affected by the project. They are the people who are actively involved in the gain or loss of the

project. The key stakeholder’s interest can be the reason to make or break the success of a project

because even if all the deliverables of the project are met and all the objectives are achieved related

to the project, but the key stakeholders are not happy with the outcomes, the project is

automatically a failure. So, it is imperative for a project manager to conduct a stakeholder analysis

to keep each stakeholder’s expectations and needs in consideration as early as possible to achieve

the success of the project.

In this project, the main project sponsors are the Canada government and Ontario ministry of health.

They are the ones who considered the expansion of the hospital facilities to provide proper health

facilities to the growing population in GTA. Further, the board of directors of William Health

Partners Group of Hospitals is key sponsors to sponsor the project financially and give project

scope to the project manager to work on. They have the final say on the scope decisions that what

should be included when where and how.

Other major stakeholders are the end-user of the project who are going to use the product and

services of the project. Those stakeholders are doctors, medical staff, patients and non- medical

staff. The project outcomes must need to satisfy their needs and requirements because they are the
one who is going to work and use the results of the project. There are other related stakeholders

related to this project whose roles and importance are mentioned below in the report.

ROLES OF STAKEHOLDERS:

Different stakeholders have different parts and importance in the project. It is very crucial to

understand what the project needs from each stakeholder and at what time. Not only this but also

it is a matter of concern to know what a stakeholder expects or requires and what is the level of

interest of the stakeholder from the project. In this project the roles of the stakeholders are

discussed below:1

 Canada government and Ontario ministry of health:

They are one of the primary key stakeholders in this project. They considered the need for the

expansion of the hospital after realizing the exponential growth in GTA. Canada government is

responsible for providing land for the development of this project, and Ontario ministry of health
plays a vital role to offer external experts on any severe illness of any patient and appointing

eligible and well-trained group of medical staff to provide best services to the people of GTA.

 Board of directors of William Health Partners Group of Hospitals:

BODs are the one who is going to provide financial help to the project. They are the actual sponsor

of this project. These higher-level people are responsible for taking care of the project scope that

should be included in the project, what should be the budget of the project, what is the time

constraint to complete this project and facilities involved in the project to give best experience and

comfort level to the patients and their visitors. They are the one who is going to sign off the project

charter and provide it with approval.

 Government organizations and NGO’s supporting community based specialized program:

Some of the government and NGO’s are linked to this hospital to support and help people through

some special programs by providing them financial help. Some of the minor communities going

through health issues are provided with every kind of help possible by these organizations. They

also try to cover special childcare services to the needy in the hospital so they external stakeholders

but with the expansion of the hospital branch, they also need to increase the coverage of the

facilities to serve more people coming in the hospital.

 Private third-party payers (volunteer donors):

There are the people who are connected to the hospital indirectly and are external stakeholders

because they are the one helping a lot of people not just financially but also donating them different
stuff patients might need like food, clothes or any other kind of basic need of necessity. They are

volunteer donors for the patients.

 Local Patients and non-local patients referred by non-local physicians:

Patients are the internal significant stakeholders of the project, and they are the one who is going

to use all the facilities provided by this project. They are the end-user of the project.

 Doctors, new medical staff, and external expertise for some specific operations:

Their role is to provide excellent services and best health care facilities to all the patients that are

going to be connected to the hospital after completion of this project. Ontario health department is

hiring the best practitioners for the hospital as well as concern some experts for specific, rare and

acute diseases.

 The construction company working on the project:

They are the one hired by the project manager to work on the construction of the building of the

hospital. Their role is to follow the instructions described by the project manager and the team to

provide the best comfort level to the users by considering the architectural design of the building.

 Companies and associations providing health equipment:

Their role is to provide all the health equipment and technology in the new building for the use of

the doctors and the care of the patients.

 Companies and association providing upholstery and beds:

For delivering best comfort level to the visitors as well as to the patients the infrastructure needs

to be fine and nice. Their role is to provide best infrastructure comfort as per the instructions of

the project manager.

 Policymaker and welfare agencies:

All the patients need to have a policy or insurance coverage to support their medical. The

policymakers and welfare agencies need to increase their capacity to support the increased number

of patients.

 Project manager and project team:

Project manager and the team plays a vital role to make sure that the project completes on time,

on budget and in scope and with the proper required quality. The project manager needs to ensure

that the project outcome not only makes sponsors happy but also patients experience best services.

 General public affected by the construction of the building:

These are the people who are indirectly affected by the construction of the project. Since

construction needs to do, so the builders might block the road, and this could lead to some traffic

issues to the general public. Stakeholders are the one that can be affected by the project in a positive

or a negative way, and in this case, the general public of that area is negatively affected by this

project.

 External stakeholders like traffic police, media, and weather forecast team:
In this project, police are required to maintain discipline and traffic of the area during construction.

Weather forecast team will help to make predictions about the weather so that the team works

according to keep track of the time and finish the project on time. The team to judge the Media’s

role is to make people aware of changing their routes instead of using that way for travel and media

is also responsible for making people aware about the changes and expansion of the building.

Media will help to let know general public about the facilities included in this project.

 Labor unions and non-professional staff:

This project also needs to have some non- medical professional stuff to serve people and patients

like receptionists, sweepers, cleaners, canteen staff. So, they are also internal stakeholders of the

project as they are directly using the resources of the hospital to serve patients and the visitors

DELIVERABLES:
A deliverable is a unique outcome or a verifiable product, result that is necessary to produce to

complete a project. To get the deliverables properly if we get to know about the major milestones

of a project. Major milestones are the key deliverables of work breakdown structure (WBS), and

once the major milestones of a project are completed it led to completion of the whole project.

milestones are already described and defined in the starting of the project, so that project team has

an idea about the project success path to follow.

The major deliverables in this project are:

 Signing off the approved charter by the BODs

 Sign off and hand over the project on time

 Sign off and hand over the project within budget

 Complete the project according to the scope defined

 Contact and get extra support from the government organization and NGO’s for an

increased number of patients before the expansion is done

 Build the building according to the architectural structure

 Install medical equipment

 Install comfortable upholstery and patient beds

 Ready insurance policy plan for new patients

 Police assurance to manage the peak hour traffic disruption

 Weather forecast report accuracy

 Hire medical professional staff to minimize the downtime

 Hire non-professional staff

For a project, it is necessary to track down the deliverables to make that all the due dates for the

major milestone are covered and this helps the project manager to make sure that the project is

going on the right track and it will be completed on time and with success. If we measure the track

of the deliverables, we get to know about the fact that we are achieving the project objective and

they are not getting completed on time, and project manager gets an idea of either using a fall back

plan or check if the project needs to have check on out if scope things.
CONCLUSIONS
This week’s case study was covering the VLO’s like major project goals, deliverables,

performance criteria and resource requirements as defined by the stakeholders of the project
