However, essence of all the related Office Orders is included in this Circular, in case of any doubt regarding interpretation of the Rules, the related latest Office Order may be referred to and for further interpretation decision of Managing Director will be final. SCOPE AND APPLICABILITY These Rules shall apply to all regular employees and long term (6 years) contractual employees on regular pay scales (0.0. No. PP/1326/2011 dated 17.10.2011), who have completed at least one year of continuous service in the corporation including those on deputation from Governments/ Public Sector Undertakings, who are permanently absorbed/ re-appointed in the corporation (in their case, the condition of one year in the corporation will not apply). The deputationists from other Govt. Deptt/PSUs, who are eligible for LTC, will be eligible for LTC in DMRC also. Exclusion: These rules also do not apply to casual employees, whether on daily or monthly rates of wages or to those retired personnel engaged on Re: employment short term contract basis, DEFINITION Competent Authority means Managing Director or any other officer as stipulated under the Schedule of Powers. Family means an employee's spouse, children (below the age of 25 years or tl they get married or employed, whichever is earlier) and widow mother of the employee only, who is residing with him/ her and wholly dependent upon the employee (0.0. No. PP/1212/2011 dated 04.03.2011 & PP/1224/2011 dated 29.03.2011) el 3.3 34 42 (Note: ()) If both husband and wife are employed in the corporation, only one of them will be entitled to avail of the concessions under these rules including for his! her family, the other spouse being treated as dependent. (0.0. No. PP/699/2007 dated 05.12.2007). {ii) If the employee's spouse is employed in any Govt, Department! PSU, he/ she will ave to exercise the one time Bption to avail the facility either from spouse's organization or from DMRC. This option may be altered on reasonable grounds only.(Note No. DMRC/O&M/Misc.- 272009 dated 03.06.09) For availing LTC facility in DMRC, an employee will have to certify that his wife/ husband for whom LTC is claimed by him/her is not availing the LTC facility from any other organization wholly or partly financed by Central/ State Govt. ‘autonomous! local body ete. and submit a LTC surrender/Cessation certificate, issued by the organization in which his or her spouse is employed. “Home Town” means the place, declared as such by the employee at ‘the time of joining the corporation or at the time of his absorplion and accepted by the competent authority, as the place where the employee himself was or his near relations are still residing or where the employee owned immovable property (Note. The dectaration of hometown once made (an Annexure — 1) shall ordinarily be final, However, the Managing Director or a Functional Director may at his discretion authorize a change in the declaration once during the entire course of service of the employee in the corporation). NATURE AND EXTENT OF LEAVE TRAVEL CONCESSION. The primary condition for the admissibility of LTC under these rules is that it can be availed of only when the employee proceeds on leave. The scale of LTC entitlement will be as follows: (a) Home Town LTC: Once in a block of two calendar years for the journey by ‘the direct/ shortest route from his headquarters to his hometown and back. (6) All India LTC: Once in @ block of four years for the journey from his headquarters to any other place in India and back, in licu of a journey by the direct/ shortest route to home town and back, oe § 424 42.2. Thus, the DMRC employee whose headquarter! place of posting and home town are one, are not eligible for home town LTC. 10 Fespect of DMRC employees whose headquarters and hometown are Gifferent, they are eligible for home town LTC inrespective the distance involved. {tis further clarified that the cities / towns which are outside the Delhi and fall jh other states of NCR will not be treated as Delhi Headquarters for the purpose of LTC. (0.0.No, PP/1533/2012 dated 06.12.2012) (9 Home Town LTC can be availed either in the first or second sub-block of 2 years in the block of 4 years. (a) Railway deputationists, who ate in CDA scales, gelting reduced Passes! PTs from Railway organization due to longer deputation in DMRC, are jilowed re-imbursement of one set of journey to their Hometown and back, in Saco of non-executives and anywhere in India to Executives, for every year of Geputation beyond 3 years, as per their eligibility in Railways. Those Railway deputationists, who opted for IDA scales are not entitled to this facility. (©.0.NNo. PP/142/2002 dated.04.06.2002, PP/S87/2006 dated 28.12.2008 and PP/609/2007 dated 26.07.2007) (h) Deputationists from other Govt. Deptt/ PSUs, who are eligible for LTC, wil be governed by the Block ‘Year of their parent department. They will be Feimbursed LTC as per their eligibility in DMRC and will have no relevance of eligibility in their parent department. “The block year of an employee for the purpose of LTC will count from the year of his appointment. For travel to hometown, the block of two years will mean the calendar years viz. 1997-98, 1999-2000, 2000- 2001 and so on and for travel fo any other place, the black of 4 years will be 1997-2000, 2001- 2004 and! so on. a. SPECIAL PROVISIONS TO VISIT N-E REGIONS The following relaxations are given to avail LTC faciity to visit North-East Regions:- |. The executive will be entited to travel by Air from their place of posting or nearest Airport to a city in the N.E.R. or to the nearest Airport. Non-executive employees will be entitled to travel by air to a city in the N.E.R. from Guwahati or Kolkata only and will be eligible for rail fare up-to Kolkata / Guwahati, ii, All journey will be performed by Economy Class of Air India only, except where higher class is entitled: iv. Employees areasllowed the conversion oL.one Home town LTC for destinations in N.E.R. The employees who have already availed Home Town LTC, may opt their All India LTC (other than home town) into two Hometown LTCs and will be eligible for converting one Home town LTC for destination in NER v. DMRG employees. whose hometown is the place of posting itself, are not eligible for conversion of one block of Hometown LTC for this purpose. vi. These provisions are up-to 30.04.2014, (0.0.No.PP/757/2008 dated 26.05.2008, PP/1089/2010 dated 28.04.2010 & PP/1469/2012 dated 06.06.2012) b. SPECIAL PROVISIONS FOR TRAVEL BY AIR TO VISIT J&K i. All Executives and employees of DMRC will be allowed to avail LTC to visit J&K against conversion of one block of their home town LTC or All India LTC. (office order No.DMRC/PERS/14/2012 dated 22/10/12). Executives entitled to travel by air in higher class can avail this LTC in their entitled class, ili, The air travel can be performed in economy class fram Delhi and Amritsar to any place in J&K by any airline subject to their entitlement being limited to LTC- 80 fares of Air India. Journey from their place of posting (for outstation staff of DMRC) up-to Delhi! Amritsar will have to be undertaken as per their entitlement only. The condition that air tickets can be purchased either directly from the Airlines (booking countershvebsites) or through authorized agents only viz M/S Balmer Lawrie and Co. Ltd or M/S Ashok Travels and Tours Ltd/IRCTC (to the extent IRCTC is authorized as per DOP&T's OM No. 31! }011/6/2002-Estt (A) dated 02/12/09) would necessarily apply. iv. This scheme shall be in operation till 17.06.2014 only. (0.0. No. PP/1121/2010 dated 14.07.2010) 4 432 433 43.4 43.5 ‘SNe. (©.0\No. PP/567/2006 dated 28.12.2008, PPIS74/2007 dated 6.01.2007 & PP/609/2007 dated 26.03.2007). For journeys undertaken between places partly connected / not connected by Rall, reimbursement for such journey will be at the rate admissible subject to the condition that the maximum amount shall not exceed the amount had the journey been performed by entitled class indicated above. The reimbursement will be made subject to certifcation by the employee concerned to the effect that the journey has been performed against the claim presented. For the journey performed by air or in other than his entitled class, one will be eligible for re-imbursement of LTC as per the eligibility in Rajdhani Express or eligible class for employees not eligible for Rajdhani. Those employees who use own cars/taxi for availing LTC, are eligible for re- imbursement subject to the limit of the fare by the entitled mode of transport or ‘amount spent on such journey whichever is less, on certification by the employee concemed to the effect that journey has actually been performed against the LTC claim presented. ‘The re-imbursement of fare for the journey undertaken by sea for the places not connected by train shall be as per the scale shown at Annexure-1. In special circumstances, if an employee Is required to travel by any other airline, other than Air India, the case can be considered sparingly with the approval of the Director concemed only.(0.0. No. PP/967/2009 dated 04,08.2009). 4.3.1. For travel from residence to airport/ railway station/ Bus Stand, both for outward and inward journey, the employee may claim reimbursement of actual expenses incurred by entitled mode of journey as on official duty, while, availing LTC for Home Town. In case of LTC availed for a place, other than Home Town, in a block of 4 years, Incidental Charges at the following rates will be admissible:- Incidental Charges 7 72 | and above- middle or second class, 2 Supervisors in pay | First/A’ Cabin Class. If there be two classes only on scale Rs.13500- the steamer, the lower class 25820 to Rs.18500-} 36600 3 Emplayees in pay | second/'B'Cabin Class if there be twortiasses only the scale Rs.10170- lower class. 18500 if there be three classes, the If there be four classes the third class. 4 Employees in pay | Bunk Class ‘The lowest class seale below Rs.10170-18500 CARRY FORWARD OF LTC The LTC, not availed in any particular block of two years may be carried forward to and availed of before the expiry of the first year of the succeeding block years, as the case may be. Any further extension shall be granted by MD on merit of the case. TRAVEL IN GROUP The LTC may be availed of by an employee and his family by undertaking the travels in separate groups but the outward journey of the last such group should commence before the expiry of six months from the date of commencement of the outward journey of the first group and the return journey of the last group must also be completed within six months from the date of commencement of its outward journey. RESTRICTED CONCESSION ‘The above LTC will be restricted to one-way journey only when - a dependent ward gets employment or a dependent daughter gets married after completion of the outward journey or remains at the outstation for studies , etc. ‘When the family having completed the outward journey does not intend to 1 \¢ 73 74 75 TA 72 8 at 82 83 9. complete the return journey The employee's newly married wife or a wife, who has been living away from the employee, travels to the headquarters station only on the return journey ‘A dependent son! daughter travels_o headquarters station from another place, where he has been studying or living with his relatives ‘A child completes the fare-paying age oply at the time of travel on-the return journey ‘child adopted by the employee while on a visit to another station travels to the headquarters ‘When the employee and his family travel to hometown on his proceeding on LPR or terminal leave or within two months of retirement, provided the LTC is otherwise admissible COMBINATION OF LTC WITH TRANSFER OR TOUR When an employee on a LTC visit to another station is transferred, he may avail of LTC from old headquarters to the place of visit and the facilities of transfer traveling allowance from that place to the new headquarters. When an employee on tour at station ‘A’ is permitted to proceed on LTC to place 'B' he may avail of LTC from station ‘A’ to station ‘B' and from station ‘B’ to headquarters. When an employee who has proceeded on LTC to place ‘A’ is required to proceed on tour to place 'B' and retum to headquarters from ‘B’, he may avail of LTC from headquarters to ‘A’ and TA on tour from ‘A’ to ‘B’ and 'B' to headquarters. LTC TO VISIT HOME TOWN OUTSIDE INDIA LTC is restricted for visits to places in India only. If, however, the home town of an employee is located outside the country, the LTC wil be limited to journeys to and from the Airportirallway station nearest to the home town {port of embarkation in India. 10. 10.4 10.2 10.3 10.4 10.5 "1. 12, LTC ADVANCE ‘An employee proposing to avail of LTC may draw an advance limited to 90% of the estimated final claim. The LTC Advance will be processed 60 days in advance of the date of outward journey. For this purpose, he shall submit an application in the form placed at Anngxure4|, through the competent authority. ‘The Personnel Branch will process the case in accordance with the rules. Advance for both the outward and retum journeys will be admissible only if the retum journey is to be completed within 90 days. The advance shall be retuned in full by the employee forthwith if the outward journey is not commenced within 60 days of the drawl of the advance. The LTC Advance are to be settled immediately on completion of journey and on joining duty (within 30 days), failing which simple interest @10% per annum will be charged till the unspent money is deposited back for entire period , i.e. from the date of drawal. (0.0. No.PP/1249/2011 dated 13.06.11) LTC is being given as per the entitlement and LTC advance shall be booked 25 ‘an expenditure on submission of bills. Therefore, the requirement of surety bonds, for LTC advance stands deleted. PROCEDURE FOR CLAIM OF LTC ‘The claims for LTC shall be preferred in the form placed at Annexure 1! within cone month of the completion of the return journey. It shall be accompanied by proof of the journeys having been performed. The competent authority on being satisfied with the correctness of the claim will endorse it to the Personnel Department for verification and transmission to the Accounts Department for payment, INTERPRETATIONS) RELAXATIONS! DELETION/ MODIFICATION In case of any doubt or dispute regarding interpretation of these Rules, the decision of Managing Director shall be final. He may also have the power to relax, delete, modify, revise etc. to any of the items of the provisions of the these rules, found necessary in future, for reasons to be recorded in writing.
