SYSTEM
(A CASE STUDY OF ZAMFARA STATE PILGRIMS WELFARE
BOARD)

UNDER THE SUPERVISION OF DR. SAMAILA MUSA

OCTOBER, 2019.

1
INTRODUCTION

According to Islamic teaching pilgrimage (Hajj) is one of the five fundamental principles
pillar of Islam. It is a form of physical or external worship in Islam. Pilgrimage means the
journey to sacred place, undertaken to gain divine aid or as an act of thanksgiving or
worship that involves visit (pilgrimage) to the divine house of Allah, at least once in a
person’s lifetime for whom- so- ever Allah has given the means. Therefore, Pilgrimage
gives opportunity to all Muslim from all groups, organization and government from all over
the world to meet annually in a great congress. The time and value of this congress has
been set by Almighty Allah. Pilgrimage is an obligatory act of worship; it is performed in
order to comply with the Islamic injunction to set out for Makah. In Qur’an (Surah 3:97)
pilgrimage to the sacred house is a duty to Allah by “him” who is able, to make the journey.
Pilgrimage is a compulsory ordinance on every Muslims whose wealth has reached to do
so. This is applicable only to those who possess the means physically, spiritually and
economically. During the hajj, Male pilgrims are required to dress only in the thrum (a
garment consisting of two sheets of white armless cloth, with the top draped over the
torso and bottom secured by a white Sashi, plus a pair of sandals). While women are
simply required to maintain their Hijab (normal modest) dress, which does not cover the
hand or face. Upon arrival in Makkah the pilgrim now known as Al-hajj performs a series
of ritual acts, symbolic of the lives of Ibrahim (Abraham) and his wife Hajara (Hagar). The
acts also symbolize the solidarity for Muslims worldwide. The lesser hajj meaning (Al-Hajj
Al-Akbar) begins on the eight (8th) day of the lunar month of Dhu Al-Hajjah.

STATEMENT OF THE PROBLEMS

Design of online pilgrim’s registration system requires accurate document of pilgrims.

The following are the problems identified in the existing system:-

1- Time factor: A reasonable amount of time is being wasted in manual system of

pilgrim’s management administration.
2- Poor administration of pilgrims while on hajj.
3- Inconsistency in keeping records of prospective pilgrims
4- In-accurate information on the number of pilgrims: some-times the actual number
of female or male participants may not be accurate.
5- Few human resources to manage large number of pilgrims
6- Insufficient resources for the management of participant’s information.

2
OBJECTIVE OF THE STUDY

i. To have an organized mode of payment for the pilgrims

ii. To provide a new information management system for the case study
organization.
iii. To offer a proper records keeping system for the intending pilgrims.
iv. To support the proper management of the pilgrims large population by the pilgrims
welfare boards.

SIGNIFICANCE OF THE STUDY

i. The propose system will provide an efficient and automated version of pilgrims
information system.
ii. To help the organization in overcoming the problem insufficient resources for
the management of pilgrims
iii. The proposed system will help to prevent inconsistency and improve data-
integrity.

SCOPE OF THE STUDY

The scope of this project work is to provide an efficient and automated version of Hajj
information management and administration that is more reliable and accurate.

LIMITATION OF THE STUDY

This project work will be limited to the intending pilgrims and the pilgrim’s information and
other information related to the subject matter. With the particular reference to the
Zamfara state pilgrims welfare agency Furthermore, time constraint and financial
problems coupled with the attitudes of some respondents in provided information and
lack of access to some documents have been referred to as secret and confidential are
parts of the limitation of the study.

LITERATURE REVIEW

According to Kareen A. (2000, 2002). Islamic a short history Pilgrim like prayer is worship,

indeed the two are often mentioned together in the Holy Qur’an Pilgrimis said to purify the

heart of the pilgrimage visiting the holy land and to obey the call of Almighty Allah.

Almighty Allah says in the Holy Qur’an,“Pilgrims a duty for man and woman who can

afford or have the means to, but if any faith, God stands not in need of any of his creature.”

The institution of pilgrimage seeks to break the terrible vicious cycles of accumulation

which lead to further desires for even more accumulation. Added to the spiritual purity it

inscribes in to the heart of pilgrims. Pilgrimage is the fifth pillar of Islam which is seen by

different scholars as the main, though not the only means of worship of Allah but also

brings unity among people. Meanwhile, almost all the books of Sunnah talk about the

pilgrimage and it’s important to Muslims Ummah. Few of such books include Sahih

Bukhairi, Muslim, Abu Dawud, Mallik, Tirmidhi, Almasau and Ibn Majah.Scholars such as

Abu Yusuf,

Al-imam Wardi and Abu Ibn. Taymiya have also discussed pilgrimage extensively.

According to Mohamed M.N. (1996). Hajj to umrah: from A to Z Amana, The importance

of pilgrims as next to Zakat on the list of the five pillars of Islam. Some of the scholars

discussed about pilgrimage and emphasizing its qualities with respect to journey. There

must not be quarreling, abusing, backbiting and infringing on the right of others, if one

does not act according to the basic teaching of the real purpose of Hajj.It would be waste

of time and money. It is necessary to be careful about the fundamental principles of

pilgrimage.

4
REASONS FOR COMPUTERIZATION

i. To aid decision making during computerization

ii. To control the processing activities in the organization.

iii. To reduce the high cost of materials used by the management of the organization.

iv. To keep data safely and for easy retrieval.

v. To improve speed of work, to reduce inaccuracy and improve flexibility.

vi. To improve record keeping system.

RESEARCH METHODOLOGY
The research design: is the process of testing an idea of a system, and finding a solution

to a practical problem that has been identified, and to draw how something is to be

constructed or designed. It describes the setting within which the research would be

conducted. Therefore, research design is a technique used to investigate facts about an

existing system. Methodology is an integrated collection of various methods, tools and

notations.

i. Interview

ii. Observation

iii. Documentation

DATA COLLECTION

DATA COLLECTION: is one of the major processes in system analysis, while studying

the existing system to design a new system with a view to solving the problems

encountered in the former system. The process of data collection involves getting the

5
original data that is relevant to the process of converting the data from one form to

another.

The method of data collection used for this study includes the following:-

i. Document consultation

ii. Interview method

iii. Observation method

1. Documentation method: some of the past pilgrim records and reports were

consulted for secondary data. Other books were also consulted in the library where

some vital information was obtained for the study.

2. Interview method: a personal (sometime face to face) interaction in which the

interviewer asks another person (interviewee) questions that are responded to

orally. The management staff was interviewed based on the various methods in

use for handling the pilgrim’s records.

3. Observation method: was also used to obtain first-hand information on the pilgrims

and the processes they pass through for documentation.

FINDINGS

It is very important that the Zamfara state pilgrims welfare board should know the

level of pilgrim from the state. This will help the reliability and efficiency of this

project corrects that weakness that is found in the existing system method.

The achievement recorded by this design can be summarized as follow.

1. The design prompt and accurate pilgrims record to the pilgrims welfare board.

6
2. It provides users with an organized approach and accesses to database which

supports some data encryption.

3. With the design record keeping within the pilgrims welfare board by means of

an online access, this will be made possible by the method of data storage, which

support DBMS (Database Management System).

RE-STATEMENT OF THE PROBLEM

1- Time factor: A reasonable amount of time is being wasted in manual system of

pilgrim’s management administration.
2- Poor administration of pilgrims while on hajj.
3- Inconsistency in keeping records of prospective pilgrims
4- In-accurate information on the number of pilgrims: some-times the actual number
of female or male participants may not be accurate.
5- Few human resources to manage large number of pilgrims
6- Insufficient resources for the management of participant’s information.

OVERVIEW OF THE EXISTING SYSTEM REGISTRATION

The pilgrims registration operation is normally carried out at the

same time throughout the country at various Pilgrims Welfare Boards. Below is the
process of registration that is currently in use:-

i. All prospective pilgrims appear at the Welfare Boards for their payment and
screening operation. Each of them must have a file, every process of
registration or preparation is documented either by tangible object or digital
data carried out by the management information system.
ii. Some pilgrims normally pay their fees through banks while some pay to the
board directly. The payment can be partly or whole.
iii. After the payment exercise is completed, the board will decide when
vaccination exercise will take place.

7
iv. And after the vaccination operation, the board will inform the prospective
pilgrims when the operation of airlifting from Nigerian to Saudi Arabia will start.
v. Before airlifting of pilgrims to Jiddah, training is normally organized for
prospective pilgrims at the hajj comp. the training is about the exercise to be
performed by the pilgrims. After the orientation, passport and outside
necessary other materials will be distributed.
vi. Data collected from the intending pilgrims are compiled to make different
reports which will be handled by the boards official both at home and in Saudi
Arabia during the pilgrimage.

CONCLUSION

This project work computerized the pilgrim’s registration and management of information
for Zamfara State Pilgrimage Welfare Board. The existing manual system performed very
poor in the management of information as revealed by the study conducted. The new
system developed is more efficient and effective, especially inelectronic data capturing,
storage, security, and easy retrieval.

RECOMMENDATION

Considering the efficiency and effectiveness of the new system developed, the
management of the board should as a matter of urgency:-

1- Changeover the old system to the newly developed system

2- Provide necessary infrastructures in term of office, electrical connections and so
on for the smooth implementation of the system
3- Also, for other researcher who may be interested in this study in the future, there
is need to review the system design to provide for online payment module.
