CHP 1. INTRODUCTION
1.1 DESCRIPTION OF TOPIC
1.1.1 CENTRE
The term centre refers to professional body which helps to train a person. It helps a person to learn
and excel in a particular field. The process of bringing a person to an agreed standard of proficiency
by practice and instruction is done by a centre. It is an activity specific place thus aiming to maintain
and promote excellence of a particular field. It can either be a part of group of departments or an
autonomous body without any university affiliation.
1.1.2 DIFFERENTLY ABLED PEOPLE
People with physical and mental conditions possessing a unique set of abilities are known as
differently abled people. It results from the interaction between persons with impairments
and environmental barriers that hinders their full and effective participation in society on an equal
basis with others. Persons with differently abled conditions include those who have long-term
physical, mental, intellectual or sensory impairments which in interaction with various barriers
may hinder their full and effective participation in society on an equal basis with others.
Environmental factors include availability of assistive devices, family and community support,
supportive services and policies and attitudes of different people. Personal factors include health
conditions (diseases, disorders and injuries). Thus differently abled condition is conceptualized as,
not solely a problem that resides in the individual, but as a health experience that occurs in a
context. Thus itis an umbrella term, covering impairments, activity limitations, and participation
restrictions.
Differently abled people are categorized broadly under these medical conditions as follows:
(i) Vision Impairment
-Vision impairment refers to people who are blind or who have partial vision.
(ii) Intellectual Disability
- intellectual disability may cause significant limitations in the skills needed to live and work in
the community, including difficulties with communication, self-care, social skills, safety and
self-direction.
(iii) Leprosy-Cured
-Any person who has been cured of leprosy but is suffering from - loss of sensation in hands or
feet as well as loss of sensation and paresis in the eye
(iv) Hearing Impairment
-Hearing impairments can range from mild to profound.
(v) Loco motor disability
-Disability of the bones, joint or muscles leading to substantial restriction of the movement of the
limbs or a usual form of cerebral palsy.
(vi) Autism Spectrum Disorder
Autism spectrum disorder (ASD) is the name for a group of developmental disorders including a
wide range of symptoms, skills, and levels of disability,

(vii) Mental Illness


- Mental illness is a general term for a group of illnesses that affect the mind or brain.

Each of the above disabilities has been further defined under separate sub section.
Oftentimes, differently abled people see what we can't, hear what we can't and think what
we can't. This makes their ability different - not inferior, not superior - just different. These people
have sharp senses, more willpower and determination than the ordinary people. All they require is
some love and support from the society and they being accepted in the society as a normal being.
1.1.3 CENTRE FOR DIFFERENTLY ABLED PEOPLE
A centre for differently abled people is a place to encourage and empower them by training
them with the ultimate objective of making them self-reliant and economically independent. It
makes them aware of their rights and policies issued for their welfare so that they can be
benefitted by them.
The centre plays functions like-

 Gaining knowledge about the functional status to identify their needs since two
individuals with the same impairment may face different types of difficulties in
undertaking certain activities, and so have different needs that require different kinds of
interventions.
 Addressing the physical, mental and financial barriers they face to unlock their potentials.
 Improving scope and coverage of existing mechanisms thus supporting their sustainable
development goals.
 Helping them to flourish and rejoice live by providing personal development training
courses.
 Providing health and fitness programme for them.
 Training them in various activities and providing employment in those fields.
 Clarifying and qualifying how all categories of rights apply to persons with disabilities
and identifies areas where adaptations have to be made for persons with disabilities to
effectively exercise their rights and areas where their rights have been violated, and where
protection of rights must be reinforced.
1.2 JUSTIFICATION:
Even in the 21st century people who are diagnosed with some medical condition are termed by the
society as” disabled”. thus not giving them the status they deserve. Millions of people with
disabilities thus are denied access to health, rehabilitation, support, education and employment—
and never get the chance to shine. Thus the need for a centre for differently abled people has never
been greater and is increasing at a rapid pace due to the increasing population. Despite this need
differently abled centre is underdeveloped in most of the world thus access to quality differently
abled centre is underdeveloped in most of the world thus access to quality differently abled centre
is very rare.
India is the second most populated country in the world. In India out of the 121 Cr population,
2.68 Cr persons are ‘especially abled’ which is 2.21% of the total population. Since it gets difficult
to cope up with the society most of them are not qualified thus remaining unemployed.

According to the census conducted in 2011, around 45% of the differently abled population is
illiterate. The especially abled people have a hard time in matching with the societal norms thus
lacking behind. Many of them drop off schooling due to the bulling by their classmates and failure
in succeeding in the competition in day to day life, thus remaining illiterate.

According to the census conducted in 2011, around 46% of the differently abled population of
young generation is unemployed, thus adding to the financial crisis of their family and poverty of
our country. Thus a centre for them would prove to be a boon for them and eventually for the
society.

According to the census conducted in 2011, people with vision impairment, hearing impairment
and loco moto disability is more than other medical conditions. Thus, the centre trains people
diagnosed with these three conditions.

In India there are only 65 government institutions for differently abled people.
Various NGOs provide training to a specific category of differently abled people and provide
limited service. There is no such centre yet to provide physical fitness training, personality
development training, Coaching for particular job and employment opportunities all together.
Thus there is a urgent need for a centre to centralize all the scattered activities at a single
destination.

In India among all the states The State of Uttar Pradesh has the highest population of differently
abled people ie 15.5%.
Uttar Pradesh is home for the highest number of disabled. Children (0-6 years).
Among the disabled workers, the highest number of workers are from Uttar Pradesh (14.84%).
The lowest Literacy rate among disabled persons is in Uttar Pradesh (38.75%).
There are only 6 training institutions catering to people of all categories of differently abled
people.

Thus Uttar Pradesh being the state with maximum number of especially abled population, Author
has proposed the design to be implemented in Uttar Pradesh.

1.3 AIM
The aim is to design a centre where fusion between a space, physical surroundings and user’s
needs are created in an integrated design solution.
An architecture ensuring the users well-being and contributing to the training process with the aim
to increase confidence to increase the quality of life and provide employment.

1.4 OBJECTIVES

 To understand the various aspects related to the daily activities of differently abled people.

 To study the mental, physical and emotional behaviour of those people on their weak points
and catering to it.

 To contribute to understand how architecture plays a major role in impacting life of


especially abled people.

 To infer relationship between the blocks in a spatial arrangement in order to make them
habitable for especially abled people.

 To study the model centres (case study)

 To choose an appropriate site assessable and feasible in all respect.

 To plan and design a centre for differently abled people by identifying loopholes in the
existing structures from case study and the problems faced by people in those places thus,
finding solution to them.

1.5 SCOPE
A centre which will cater a huge crowd of differently abled population by training them and
providing employment. Many people will be benefited by this project.
It will be an inspiration for the society and other states thus leading to development of similar
projects at other places.

1.6 LIMITATIONS
The relationship of architecture and human perception is limited to people who spend a majority
of their time in the given frame of environment.
The centre is limited to people diagnosed from vision impairment, hearing impairment and loco-
moto disability.

Description

 Two-year training course imparts theory and practical knowledge that helps the trainees
become skilled workers and adapt to industrial environment, during the training they are given
intensive practice on lathe, shaping, milling and drilling machines, besides power and hand
presses. They are also taught to operate plastic moulding machines, and handle assembly jobs.
The Polytechnic accepts bulk orders from industrial set-ups, to provide the trainees such
hands-on experience under factory conditions.

 Giving access to activities by letting them touch, taste, hold hands over or under with
Routinize daily activities.

 The Library of the Talking Book Centre houses more than 5,134 titles – in English as well as
seven Indian languages – which are available for circulation and is a part of training
techniques.
