DECLARATION OF ASEAN CONCORD II


(BALI CONCORD II)

Ø At the 9th ASEAN Summit in Bali, Indonesia on 07


October 2003, Declaration of ASEAN Concord II (Bali
Concord II) was adopted by ASEAN Member States

Ø ASEAN is committed to deepen and broaden its


internal economic integration and linkages, with the
participation of the private sector

ASEAN ECONOMIC COMMUNITY

Ø End-goal of ASEAN Economic Integration as outlined


in the ASEAN Vision 2020 is the realization of ASEAN
Economic Community.
Ø 2020 accelerated to 2015
Ø  Cebu Declaration on the Acceleration of the
Establishment of an ASEAN Community by 2015

ASEAN ECONOMIC COMMUNITY

Ø Characterized by a single market and production base,


with free flow of goods, services, investment and
labor, and free flow of capital
Ø  I n v o l v e s , a m o n g o t h e r s , h u m a n r e s o u r c e s
development and capacity building, development of
electronic transaction through e-ASEAN, integrating
industries across the region to promote regional
outsourcing, and enhancing private sector
involvement.

FRAMEWORK AGREEMENT

As a first step towards the realization of the ASEAN


Economic Community, the Leaders have signed the
ASEAN Framework Agreement for the Integration of
11 Priority Sectors on 30 November 2004 in Vientiane,
Lao PDR.

FRAMEWORK AGREEMENT

Ø Objective – to identify measures to be implemented,


with clear timelines, in respect of the 11 priority
sectors for integration.
Ø To identify common and specific measures for each
priority sector, an individual integration protocol for
each priority sector has been developed called “ASEAN
Sectoral Integration Protocol”
