II. Rationale
Located within the Pacific Ring of Fire and with the typhoon belt slashing across its central and northern domains, the Philippines is geographically and historically prone to natural
calamities. Because of urbanization, gaps in social classes and uninhibited industrialization, natural disasters are no longer just an environmental issue. It should not be seen as natural,
inevitable and unmanageable. It is also a development issue and is caused by social contexts and problems specific to countries and regions. A country’s development status is a factor to
climate change. The ability of state and non-state institutions to monitor these sectors and to implement mitigation initiatives depend on their organization, stability and influence.
Recognizing the need to broaden its perspective concerning disasters, the Philippines shifted its framework from risk-response oriented to community resilience, preparedness and
mitigation.
In the Philippines, The Climate Change Act of 2009 and Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010 are concrete policies that respond to climate change.
The latter outlines the organization and the operation of the National Disaster Risk Reduction and Management Council and its counterparts in the regional, municipal, city and barangay levels. It
also coordinates existing agencies and institutions to ensure resilience of communities to disasters would be considered in creating policies and implementing plans. While it is true that disasters
happen without warning, UNSIDR and AFPPD in their report in 2010 maintain that disasters are preventable and risk can be eliminated through concerted, collaborative and strategic efforts.
Ensuring emergency preparedness, prevention and disaster resiliency are not only the sole obligation of the state. As a vital component of a larger society, the role of educational
institutions to facilitate preparedness and manage emergency situations and disaster in order to reduce its impacts and risks schools is vital and must be considered as an important agenda and
responsibility of school community and stakeholders. Therefore, it is essential to build the awareness and culture of risk reduction and resiliency in schools. This is clearly outlined in the goals of
Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters namely:
Goal # 3- Use knowledge, innovation and education to build a culture of safety and resilience at all level.
Goal # 5- Strengthen disaster preparedness for effective response at all levels.
Aware to the challenge towards disaster risk reduction and management, and its contribution to support the collaborative efforts of the government and non-government institutions, De La
Salle Philippines expressed its mission and commitment by creating the De La Salle Philippines- Lasallian Justice and Peace Commission’s Disaster Risk Reduction Management Program
(DLSP-LJPC DRRM). To concretize this commitment, De La Salle Santiago Zobel School, as a member of the network of Lasallian Schools, organizes its own school-based disaster risk
reduction and management committee.
The commitments of De La Salle Santiago Zobel (DLSZ) anchored in the DLSP-LJPC DRRM are encapsulated into six things, namely:
1. Know the existing international and local standards and policies related to DRRM such as the Hyogo Framework for Action, the Climate Change Act, and the Philippine Disaster

3. Develop materials to be utilized to raise the awareness and consciousness of the De La Salle Santiago Zobel community and the vulnerable partner communities in disasters;
4. Collaborate with various organizations, communities, and government institutions working on DRRM;
The role of De La Salle Zobel School in Disaster Risk Reduction Program does not exist in the school alone. As a member of a larger society, it serves its purpose by extending its
services to the following:

V. Objectives:
Inspired by the desire to contribute to the improvement and upgrade the quality of managing disaster, De La Salle Santiago Zobel School hopes to achieve the following general
objectives:
1. Provide capacity building programs for DLSZ, its immediate surrounding community, De La Salle Philippine, and partner communities vulnerable to disasters.
2. Prepare an institutionalized DRRM program for DLSZ and standardize processes, procedures related to disaster prevention, preparedness, response and recovery.

a. Mobilize empowered youth to respond during disaster, educate fellow youth and community partner and advocacy efforts.
b. Form effective and efficient committees, platforms, policies and guidelines and develop partnership with internal and external linkages.
c. Educate different groups to identify, assess and adapt monitoring systems to cope with disaster events.
e. Unify standards, measures and process in addressing disaster based on safety and security standards as mandated by local and international laws.
f. Commit to continuous creation of vigilant and knowledgeable committees and collaboration with different stakeholders.
The Implementation of DLSZ Disaster Risk Reduction and Management program will be headed by the Social Action Office in collaboration with the Lasallian Formation and Mission
Department, Administrative Services Department and Campus Services Office. These groups will organize the DLSZ DRRM also known as Emergency Response Council. The members of the
council will come from the different sectors of the school community to ensure that specific functions and responsibilities will be carried out based on the skills/knowledge/expertise needed.
DLSZ as a basic education school will use “education” as its main strategy. The council will focus on educating the students, its employees and stakeholders, the children, youth and families
in the communities to capacitate them with essential knowledge, skills and practices related to DRRM. DLSZ believes that educating people most especially the young, will help them to become
aware of their situation and realize their capacities and capabilities to respond to whatever emergency/calamity/disaster that may come their way. Once they are aware of their potentials and
capacities, then they become empowered and rich resource to disaster prevention, preparedness and resiliency.
