The truck continued down the street and struck parked vehicle, The truck's occupants fled on foot. Later that morning the owner ofthe vehicle reported it as being. stolen. Our investigation determined the stolen vehicle complaint to be a false report. ‘On 10/04/2019, 54 year old Joseph Vincent Black, of 17747 US Rt 11 Watertown, NY, ‘was arrested and processed at the Metro Jefferson Public Safety Building in relation to the incident. Mr. Black was charged with Falsely Reporting an Incident in the Third Degree, two ‘counts of Leaving the Scene of a Property Damage Accident, and two counts of Moving from Lane Unsafely He was issued an appearance ticket to appear in Watertown City Court on 10/09/2018. ‘The Watertown Cty Fire Department responded to extinguish the fire.
