Revisions

Table R1 shows the overall revisions to quarterly growth rates of

the main productivity variables for the whole economy,
manufacturing and services.

Revisions to labour force survey, gross value added and wages

and salaries figures, which feature in the compilation of key
productivity variables have been taken on.

Revisions have also been made to the industry level estimates

following a review of the employee job estimate methodology
and then benchmarking to revised 2007 and 2008 Annual
Business Inquiry datasets. In addition, updated seasonal
adjustment models for RU- based jobs and hours have been
implemented.

All indexed series have been updated to base year 2006=100.

These figures are consistent with the quarterly National Accounts
Statistical Bulletin as published on 12 July 2010 and the National
Accounts Blue Book dataset.

Background Notes

1. This Statistical Bulletin gives details of output per worker, output per job, output per hour and unit
wage costs for the whole economy of the United Kingdom. More detail can be found on the
National Statistics web site at: www.statistics.gov.uk/productivity
The figures in this release are consistent with the latest Quarterly National Accounts dataset,
released on 12 July 2010.

2. This Statistical Bulletin includes experimental market sector productivity estimates, which will
facilitate a comparison of the economic activity in the market sector and the whole economy.
Details on the methodology can be found at: http://www.statistics.gov.uk/cci/article.asp?id=1742

Please note, in order to be consistent with whole economy productivity measures, four key
methodological changes have been made to the market sector output per hour worked series
since the publication of that article. LFS microdata in calendar format are now used for the entire
series. Market sector hours worked estimates are constrained to the LFS hours worked series
after seasonal adjustment. The series has also undergone a seasonal adjustment review. These
changes have caused revisions. For more information on the revisions to the market sector
output per hour worked series please refer to the briefing note:
http://www.statistics.gov.uk/downloads/experimental/Market_sector_hours_worked_revisions.pdf

3. Index numbers are referenced to 2006=100, are classified to the 2003 revision to the Standard
Industrial Classification (SIC) and are seasonally adjusted.

4. Throughout the Statistical Bulletin productivity refers to output per worker unless otherwise
stated. Growth refers to the change between a quarter and the same quarter a year ago while
quarterly growth refers to the change between a quarter and the previous quarter.

5. Whole economy unit wage costs indices are calculated as the ratio of total wages and salaries
per worker and GVA per worker.

6. Manufacturing unit wage costs indices are calculated as the ratio of manufacturing index of
average earnings and manufacturing output per filled job. There are currently no unit wage costs
figures for the service sector.

7. The measure of output growth used is the short-term output measure GVA at basic prices. In
productivity measures, consistency between the output numerator and the labour input
denominator is sought. The measure of workers used is Labour Force Survey (LFS) workers. The
measure of jobs used is called RU - based jobs (Reporting Unit – based jobs) and it apportions
the LFS employee jobs total to industries using employer sources and then adds the LFS self-
employed jobs for each industry. An index for this series is published in Table 6. The productivity
hours index is derived by multiplying the RU - based jobs series at industry level by the average
actual hours worked for the industry, derived from the LFS. Results are scaled to ensure the
whole economy productivity hours equal the appropriate LFS hours total.
Statistical Bulletin: Productivity Q1 2010 | Page 8
899

8. An index of manufacturing RU - based jobs is published in the Statistical Bulletin. An explanation

of the compilation of manufacturing RU - based jobs is available on the National Statistics
website. Details can be found at: http://www.statistics.gov.uk/cci/article.asp?ID=935

Next quarter’s Statistical Bulletin

9. Annual regional productivity estimates will be updated in the next Statistical Bulletin to include
revisions to employee job estimates.

Revisions

10. This Bulletin contains an analysis of past revisions to productivity growth estimates. ONS will
progressively introduce similar analyses into all of its key economic statistics releases. Details
can be found at: http://www.statistics.gov.uk/cci/article.asp?ID=793

11. The table below compares first published estimate with the equivalent figures three years later.
The calculations used for the table repeat this process, stepping through the first estimate
published between September 2002 and June 2007 and comparing it with the estimate three
years later for the same quarter. A spreadsheet showing how the averages are calculated is
available on the National Statistics website at:
