1. General
The work “Consultancy Services for Feasibility Study / Preparation of Detaled Project Report and
providing pre-construction services for upgradation of Newly Declared National Highway, Tharthri-
Kahaljugasar-Kilhotran (70 km, District – Doda, J & K) to Makhan-Chachool (10 km, District-Chamba-
Himachal Pradesh) to 2-Lane with paved shoulder including Feasibility study cum DPR of Tunnel of
approx. length 4 km near Kahaljugasar in the state of Jammu and Kashmir” has been awarded to
Almondz Global Infra Consultant Ltd (AGICL) in JV with Subterra, on 05.10.2018 vide letter no.
NHIDCL/J&K/DPR/Thathri-Chachool/2017-18/2669.
2. Alignment Description
The project road starts at the chainage KM82 of NH244 at Thathri in the Doda district of the state J &
K, ( Easting 574510.81m E Northing 3667756.65m N ) and passes through the villages Donadi Kahara
,Bhatri,Bhatiyas Malikpura, Gandoh, Gawadi, Goel Bhad, Seeru, and Kahal Jugaser From Kahal Jugesar
a tunnel of 4-7 km length is proposed to connect the state of Jammu and Kashmir through the Pir Panjal
Range to Makhan and Chachul area ( 591129.74 E 3644327.94m N) in the Chuhar sub-tehsil in the Tissa
village in Chamba district Himachal Pradesh. The project length awarded as per the TOR is 70 kms in the
state J&K and length of 10 kms in the state of Himachal Pradesh making it a total of 80km. The road
passes through some unstable zones where numerous landslides are known to occur. The terrain has been
described as composed of unstable, fissured rock dipping towards the road side.
The existing road is present only on the J & K side which is a Mountainous/hilly terrain with road widths
ranging from 4m to 11m in certain sections; while at the local Built-up areas, it ranges from 8.5m to 9 m.
The road is predominantly of poor condition with a few stretches that can be described to be of fair
condition. There are landslide zones all along the project highway. Breast walls and retaining walls both
have been constructed but are in poor condition. The shoulders of the road are of poor condition due to
this and the culverts are mostly choked. The DRR return walls are constructed all along the project
highway owing to the balanced cut-fill method adopted for the construction of the road.
The major built up areas are namely Donadi, Malikpura, Kahara, Bhathri, Bhatiyas, Gandoh, Gawadi and
Seeru. The Donadi area comes under the submergence zone due to a Dam proposed at the location. In
built up areas, severe encroachment into the existing road was noted, having 2-3 storey buildings on
either side.
The existing road contains 1 Major bridge, 7 Minor bridges and 114 culverts. The bridges are all single
span steel structures. The culverts are choked at multiple locations due to landslides and possibly due to
the reconstruction of the road.
The Greenfield alignment that lies beyond the existing road leads to the tunnel point in Kahal Jugaser. It
is a steep mountainous terrain. There exists minor habitation in the area, with agricultural land spread out
along the sides of the mountain. The altitude here comes to about 2300 to 2400 m above MSL. The area
is affected by snowfall, mainly through November to January. Connection via tunnel has to be provided
to other side of the mountain range which lies in Himachal Pradesh. The tunnel exits into a Greenfield,
terminating at Makkan/Chachool.
Approach Alignment and road has to be constructed to both sides of the tunnel entry and exit points The
only connecting road to Makkan/Chachool from Himachal Pradesh is an under construction PMGSYroad
that is on hold owing to LA issues. This 3.5m PMGSY road connects to SH 37 but has only been
constructed upto Sanwal which is about 1.5-2.5 km from Makkan.

3. VERIFICATION OF ALIGNMENT
The verification was carried out on foot through existing paths and Greenfield zones. List of
Activities Carried at site

After meeting with the JKPDC officials, it had come to the attention of AGICL that the Donadi
section of the project road (Ch. KM6+300 To KM7+600) comes under the submergence zone
due to a hydroelectric power plant currently being constructed at the location. In order to avoid
the submergence zone, realignment is being proposed. The Realignment is shown in the figure
below.
Level Marking
The Reduced Levels have been marked at the Donadi Location so as to ascertain the clearance
from the pond level of the Dam. The pictures below depict AGICL representatives in the process
of Marking these levels.
Start Point: The Donadi Realignment starts at Chainage KM 6+600 which is on the downstream
side of the Dam.
Des.Ch. 6+600 to Ch. 7+200: Road Level at this location is 1170m above mean sea level. The
Top of dam is at an RL of 1135m. In this stretch the realignment passes through barren land.
Type of strata is soft rock. A PMGSY road of 5-6% gradient exists that leads to the Village of
Sukna. A part of this road may be used in the realignment. The proposed clearance is about 40m
above the Pond Level.
Proposed Bridge at Ch. KM 7+300: A bridge of length 45m & height 12m is proposed just
before a hydro power plant that is present in the location. Deck level of proposed bridge is
1165m which is 30m above top of dam.

CH. 7+700 to CH. 8+200200: In this stretch realignment is passes through barren land, type of rock
is soft rock and meets the existing alignment.
End Point: The Realignment ends at Ch. 8+200 and meets with the existing road.
Other Features: Other features that were observed are given in the table below.
Conclusion: The Realignment was verified and is found to be satisfactory for development and
design of the proposed project road.
The Bypass was proposed to avoid the built-up section of Changa , Soti and Goelbaad which will
be of length of approximate 6.9 km against a length of 8.4 km of the project road section .
The bypass was a valid option as it would have avoided three built up areas, which would greatly
reduce dismantling of structures, land acquisition cost and avoid Re-settlement of the indigenous
population. The Proposed Bypass would have avoided various hairpin bends that lie in the
present project road of the section and will serve as the priority route for external traffic.
Bypass of total length 6900m is proposed from Gowadi village to Golbad village. This bypass is
proposed to bypass three habitation area (520 number of buildings), One substation at sotie
village, three cementaries in Changa & Sotie villages along the existing road.
Start Point: The bypass starts before the village of Gowadi at Ch. 34+440.
From Ch 31+600 to 32+200: Agriculture and Aboriculture land is present within this section.
The cross-slope is gentle.

Ch: KM 32+200 to 32+300: Minor habitation exists on the hill and valley side of proposed bypass in
this stretch. The Habitation area is at safe distance from the proposed ROW of the bypass.

Proposed Minor bridge at KM 32+350: A stream flows across proposed bypass at KM 32+500 of width
greater than 6m .
Ch: KM 32+400 to 32+900: In this stretch bypass passes through agriculture land, and village Neeli.
Ch KM 32+900 to 34+500: An existing PMGSY Road starting from Gowadi going towards Icher and
Chanti Villages . This is a minor landslide zone. As per locals this region is unstable and faces landslides
during rains. From 34+00 to 34+400 there is the Dudhwal village at valley side of Proposed Bypass.
Ch KM 34+600 to 35+200: This stretch of 600m just before Moie village is covered with dense
vegetation (pine trees).
Ch KM 35+200 to 35+300: Gowadi bypass passes through the Moie village. One primary school of Moie
village and Cemetery is at valley side of proposed bypass which is at a safe distance from ROW.

Ch KM 35+300 to 35+700: This stretch passes through agricultural land of Moie village and barren area
Ch KM 35+700 to 36+600: This stretch passes through landslide area; the strata being that of layered
rock. A habitation area (Ghansana village of 5 houses) and agriculture area of Ghansana village is exists
in this stretch.

Proposed Bridge at 36+600: A minor bridge is proposed at this location. One existing foot bridge
already exists at this location.

Ch KM 36+600 to 38+500 : This stretch is protected forest zone covered with dense vegetation. It has a
steep terrain which consists of soft rock. There is no habitation area in this stretch.

End Point 38+500: At this location Gowadi bypass ends and meet the existing road again. The Final
Stretch of the bypass passes through slightly steep terrain.

Conclusion: The Alignment was verified. Certain landslide zones were noted and the final 800m
were found to be slightly steep.
The Realignment has been proposed to start at Km 44+500 till Km 49+000 of the project road in this
section and is proposed to be of approximate length of 2250 m. As the existing road is of very poor
geometry in Tipri village and due to the presence of habitation in the form of ribbon development along
existing road, a realignment has been proposed.
Proposed Bridge @ KM 41+800: One stream flows across proposed realignment at ch.KM 41+800. A
foot bridge exists at this location.

Ch KM 42+000 to 42+100: This 100m stretch of realignment passes through Tipri habitation area.
Approximately 5 to 10 houses lie inside the PROW of the realignment.

Ch. KM 42+100 to 42+500 : This 400m stretch of proposed realignment passes through agricultural area
of Tipri village. Cross slope is lower in this stretch.

Minor bridge has been proposed at this location.

Conclusion: The Tripri Realignment was verified and is found to be satisfactory for development and
design of the proposed project road.
