Minutes of Bid Clarification Meeting # 01

A bid clarification meeting was conducted between Kwan Sing (Bidder), Royal HaskoningDHV (RH) and
the Project Management Team (PMT) to discuss and review the bid of Kwan Sing for Geotechnical
Investigation Works for Cavite Reclamation Project. Items discussed are as follows:

1. The Bidder responded to queries of RH as follows:


Q1.1 Please confirm how many platforms and rigs will be deployed in the reclamation site.

A1.1 One (1) platform to conduct CPT and 2 rigs to conduct drilling will be deployed by the
Bidder for the reclamation site.

Q1.2 Please provide detailed information of the laboratory to engage outside Philippines to
carry out some test, including location, capability and quality.
Please also indicate the local laboratory to be engaged.

A1.2 Bidder will submit on May 18 a list of their nominated laboratory companies outside the
Philippines and locally based. The list shall also specify what type of tests each of the
laboratories will conduct.

Q1.3 Please confirm the price of permeability and mineralogy test.

A1.3 Bidder confirmed that the price of permeability and mineralogy tests is correct. Bidder
advised that they included in their bid a cost for one time visit to the laboratory outside
the Philippines by a representative from the Client, Designer and the Contractor.
Q1.4 Please confirm the availability of equipment and crew of Cavite, if this will not be
affected by your other existing project?

A1.4 Bidder confirmed the availability of equipment and crew for the Reclamation Project.
They can mobilize the equipment upon the award of contract for a week as to their
provided schedule
.
Q1.5 Is there any possibility to add more resources to meet the schedule requirement?

A 1.5 Yes, Bidder confirmed they can provide up to a total of six (6) pontoons if necessary.
Bidder informed that the limiting factor for this work are the laboratory testing.

2. Bidder confirmed receiving all the twelve (12) Bid Addendums issued.

3. The Project Management Team reminded that the Bidder/Contractor shall pay the Owner as
liquidated damages, and not by way of penalty, an amount equal to 0.1% of the total Contract Price
for each calendar day of delay until the Work is completed and shall be limited to maximum of 10%
of the total Contract Price.

4. The Project Management Team reminded the Contractor that number of tests and drilling may be
subject to change considering the geotechnical conditions on site. Payment will be done based on
actual work carried out using the unit price provided by the bidder.
