Chapter I

REVISED TRANSPORT OPERATION POLICIES AND GUIDELINES

1.0. INTRODUCTION: The operations of Iloilo Airport Transport need to be revised due to the
introduction of additional facilities, infrastructures and procedures for the smooth and
orderly operations. Thus CAAP Iloilo Airport Management integrates the New Iloilo Airport
Operating Instruction No.5 and the provisions provided in the Concession Permit/Contract
into an integrated Policies and security procedures to be adopted in the new Transport
Policies and Guidelines in Iloilo International Airport.

2.0 OBJECTIVES: These operational policies and provisions in the Concession


Permit/Contract is to establish standard security procedures for all transport
groups/associations and other airport user to follow when operating inside the Iloilo
International Airport. To have an orderly, smooth operations of transport services within
CAAP control area. By;

2.1 Directing the flow of vehicular traffic and prevent traffic congestion in front of
the Passenger Terminal Building (PTB).

2.2 Assigning of parking area, pick up areas, loading and unloading areas vehicles for all
vehicles operating at the airport.

2.3 Establishing the queuing of transport vehicles inside paid parking area.

2.4 Strict compliance of CAAP policies and security procedures.

2.5 Consistency in the issuance of slips to passengers of Metered taxi, Coupon Taxi,
PUVs
and Tourist vans.

2.6 Deterring congestion and scattered parking inside the Vehicles Parking Area.

2.7 Implementation of the guidewlines set by CAAP with reference to provisions stated in
Item 7, of the Concession Permit, and Item No.3.2 and 3.4 of the Contract of lease
for Concessions.

3.0 PROCEDURES:

3.1 METERED TAXI:

3.1.1 The policy of “NO CAAP STICKERS – NO PICK-UP, NO QUEING” shall be


imposed on all taxis. The taxi queuing inside paid parking areas shall be
placed under direct regulation and control of CAAP and queuing shall be on a
‘’FIRST COME- FIRST SERVE BASIS ‘’.
3.1.2 The taxi slip bearing the name, plate number, name of concerned agencies,
contact numbers and other relevant information will be issued (to taxi
passenger) by CAAP.

3.2 PUV, COUPON TAXI, AND TOURIST VANS:

3.2.1 PUVs, Coupon and Tourist Vans Must have proper body marking of their
corresponding mode of operation and shall at all times park their vehicles in
their respective leased areas.

3.2.2 All van drivers/personnel and staff of each transport groups must park their
vehicles at parking spaces of their respective operators.

3.2.3 Vehicle/s in excess of parking space/s of the operators leased (concession


area/s at the operators inside parking area shall park at their garage outside
of the airport premises.

3.2.4 PUVs shall queue at the designated queuing area,

3.2.5 Coupon Taxi shall load at the designated loading area and shall not be
allowed to carry passenger from outside to the airport as per approved
certificate of public Conveyance (CPC) .

3.2.6 Tourist Vans shall be allowed only to load/ pick their Pre- Booked passenger.

3.3 MULTI – CABS

3.3.1 Multi with a legitimate franchise to operate shall and unload their passenger at
the designated loading and unloading area.

3.3.2 They should display their LTFRB approved Fare Matrix and not park
anywhere inside the airport compound.

3.4 PRIVATE VEHICLES

3.4.1 All private vehicles shall pick up and drop their passengers at designated area
in front of Passengers Terminal Building (PTB).

3.4.2 They may also opt to load and unload in the parking spaces inside of Vehicles
Parking Area (VPA).

3.4.3 Strictly “No Parking and Waiting” is permitted in front Passengers Terminal
Building. No vehicle is permitted to park anywhere along the airport road.

3.5 GOVERNMENT VEHICLES

3.5.1 Government Parking shall only be available to authorized government


vehicles.

3.5.2 Non-Government vehicles without valid Car Pass/Sticker issue by the office
of the Airport Manager shall not be allowed to park therein.

3.6 VIP VEHICLES

3.6.1 VIP Parking area shall be always CLOSED. It shall only be opened for parking
upon proper coordination with the office of the Manager at least a day prior to
the intended use.

3.7 TRICYCLE/MOTORCYCLES

3.7.1 Tricycle shall not be permitted to ferry passenger in or out of the airport.
Employees who have their own motorcycles shall be allowed in the airport
and shall park the same at designated parking area inside the VPA and CTB
area.

3.8 CARGO TRUCKS and DELIVERY TRUCKS

3.8.1 Only Cargo and delivery trucks with CAAP Sticker/airport clearance and
official transaction/s shall be allowed to park at CTB area.

3.9 EMPLOYEES/CONCESSIONAIRES SERVICE VEHICLES


3.9.1 Employees or concessionaire’s service vehicles shall be parked at their
respective working areas parking spaces if the same is provided.

3.9.2 Personnel working at the PTB shall park their vehicles at the CTB area or the
paid parking area opposite of the PTB as the case maybe.

3.9.3 Mini rotunda near the service entrance area of the PTB may also de use as
drop off and loading area only of airport employees and concessionaires.

3.9.4 No parking at all times in this area is strictly enjoined.

CHAPTER 2

DUTIES OF TRANSPORT GROUP LEASING SPACES AT ILOILO INTERNATIONAL AIRPORT

5.0 OPERATORS

5.1 Only duly registered taxi units of legitimate taxi operators, with certificate of
public Convenience (CPC), bearing the CAAP stickers shall be allowed to fall in
line/queue in the designated queuing area for taxi.

5.2 Only those legitimate transport concessionaires vehicle such as PUV, UV or GT with
proper body markings as required by LTFRB, shall queue at PUV loading area.

5.3 COUPON & TOURIST (with body markings) vans, loading shall be at the designated
parking area.

5.4 Operators shall direct their drivers to park their vehicles in designated parking areas.
Drivers found in violation shall be penalized in accordance with the provision stated
in the concession Permit/Contract.

5.5 Operator shall not allow their marketing staff to transact business outside their
transport operation. Violator shall be penalized in accordance set forth on the
Concession Permit/Contract.

5.6 Continues violation may ground for the revocation of contract of concessions.

6.0 DRIVERS

6.1 Drivers of all transport services must wear the prescribed uniform by the LTFRB,
with valid Driver’s License and Company ID.

6.2 Drivers are not allowed to queue and pick up passengers when they are under the
influence of liquor, wearing short pants, and untidy.

6.3 Drivers shall obey traffic rules, maintain cleanliness of the leased premises, must be
courteous and observe “NO SMOKING” inside the airport premises.

6.4 Drivers while waiting for their turn shall stay at assigned waiting area for transport
drivers and are not allowed to make loud noise, sit down on any sidewalks of the
vehicles parking area.

6.5 Gambling, drinking of intoxicating liquor and playing loud sound is strictly
prohibited.

7.0 BOOKING STAFF (posted at the tables inside transport terminal bldg.)

7.1 Only Two (2) Transport personnel are allowed in every transport table and must
always observe neatness and cleanliness.

7.2 Wearing proper uniform daily, with valid company ID, RAAB and On Duty Pass is
strictly enjoined.

7.3 Must be honest and courteous and avoid loitering just anywhere inside the airport
premises.

7.4 Transport or company name will be posted atop transport table. (Uniformed sgnange
will be prescribed by CAAP)

8.0 DISPATCHER
8.1 Shall be in proper uniform/attire with RAAB and company ID. (Short pants and
slippers not allowed).

8.2 Dispatchers shall post at their designated loading area.

8.3 The dispatcher task is to assist (not to market) the marketed passenger from the
booking staff and lead to their respective vehicle unit.

8.6 Dispatchers are prohibited from holding or displaying placards bearing transport
names thus avoiding multiple booking and marketing transaction.

ILOILO AIRPORT TRANSPORT VIOLATIONS AND DICIPLINARY ACTIONS

9.0 DICIPLINARY ACTIONS:

9.1 Item Number 7 of the Temporary Permit for Concession states;

“THE PERMITTEE, ITS EMPLOYEE, AND AGENTS SHALL BE BOUND TO


ABIDE AND FOLLOW SECURITY PROCEDURES BEING IMPLEMENTED
WITHIN THE AIRPORT. IN CASE OF NON – COMPLIANCE OR VIOLATION
THEREOF, CAAP MAY DENY ENTRY OR BAN THE PERMITTEE, ITS
EMPLOYEES, OR AGENTS FOR A CERTAIN PERIOD OR PERMANENTLY AS
THE CASE MAYBE”.

9.2 Item Number 3.2 of the Contract of Lease for Concession states,

“THE LESSEE SHALL COMPLY ALL APPLICABLE LAWS, ORDINANCE, AND


REGULATIONS OF THE NATIONAL OR LOCAL GOVERNMENT AS WELL AS
THE LESSOR, AND SHALL NOT USED THE LEASED PREMISES FOR ANY
UNLAWFUL, IMPROPER, IMMORAL, OR OFFENSIVE PURPOSE, OR FOR ANY
OTHER ACT IN CONTRAVENTION OF LAW, ORDINANCE, ADMINISTRATIVE
ORDER, RULES OR REGULATIONS, POLICIES AND GUIDELINES OF THE
LESSOR”.

9.3 Item Number 3.4 Contract of Lease for the Concession,

“THE LESSEE, ITS EMPLOYEES, VISITORS AGENTS AND THOSE DOING


BUSINESS WITH IT SHALL BE BOUND TO ABIDE BY AND FOLLOW SECURITY
PROCEDURES BEING IMPLEMENTED WITHIN THE AIRPORT. IN CASES OF
EMERGENCY SITUATIONS, NON – COMPLIANCE OR VIOLATION OF SAFETY
AND SECURITY PROTOCOLS, THE LESSOR THROUGH ITS OWN CIVIL
SECURITY AND INTELLIGENCE SERVICE (CSIS) , THE PNP ASG AND/OR
OTHER PRIVATE SECURITY PERSONNEL, MAY DENY ENTRY OR BAN THE
LESSEE,ITS EMPLOYEES AND AGENTS FROM ENTERING THE AIRPORT
PREMISES FOR A CERTAIN PERIOD OF TIME OR PERMANENTLY AS THE
CASE MAYBE”.

10.0 IMPLEMENTING GUIDELINES:

10.1 First Offense - Warning and promise not to violate any provision, and
confiscation of RAAB,

10.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1stviolation)

10.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

10.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP.

11.0 VIOLATIONS

11.1 Fighting – any form of aggressive and forceful conflict between persons, either
physical or verbal exchange that caused disturbance and disruptions of the peaceful
and orderly operation of Iloilo Airport, as well as, harm and/or injuries to person/s,
property/ies of Iloilo Airport.

A. Physical

11.1.1 PERMANENTLY BAN, surrender RAAB to CAAP.

B. Verbal

11.1.2 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.1.3 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.1.4 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11.1.5 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP


( if done within a year of first violation)

11.2 Alarms and Scandal– commission of any acts causing disturbance or scandal
within the facility especially during flight operations.

11.2.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.2.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.2.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11.2.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP.

11.3 Uniform Violations – any incidence of not wearing designated company uniforms for
the day as prescribed in the uniforms rules submitted to CAAP to be worn by
transport table clerks, dispatchers, drivers (tucked-in) and other personnel of Iloilo
Airport Concession.

11.3.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.3.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.3.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11.3.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP.


( if done within a year of first violation)

11.4 Non- Wearing of RAAB – act of not wearing or displaying properly of RAAB as
prescribed in the ASP within the airport premises and during work/business hours.

11.4.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.4.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.4.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11.4.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP.


(if done within a year of first violation)

11.5 Violation on Rail Restrictions by Dispatcher/Driver – any act done during aircraft
arrival operations by transport van or taxi dispatchers and/or driver of encroaching
and transacting passengers beyond the rails established by CAAP for taxi and van
transport.

. 11.5.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.5.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.5.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11, 5, 4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP


( if done within a year of first violation)

11.6 Transport Clerks Leaving the Transport Tables – any act by Transport Table
clerks of leaving their tables causing obstructions to arriving passengers;

11.6.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.6.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.6.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11, 6, 4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP


( if done within a year of first violation)

11.7 Abandonment of Vehicle at Van/Taxi Loading Areas- any act by taxi or van driver
in leaving their units in their designated loading areas to transact passengers within
the facility during flight operations.

11.7.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.7.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.7.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11, 7, 4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP


( if done within a year of first violation)

11.8 Parking outside Leased area – Parking by Operator, Taxi and Van drivers who
parked their public transport vehicles outside of their leased spaces inside the
vehicles parking area.

11.8.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.8.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.8.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11. 8.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP.


( if done within a year of first violation)

11.9 Commissioning/ Illegal Brokering – transport personnel transacting business
outside his/her mother company.

11.9.1 First Offense - Warning and promise not to violate any provision,
` And confiscation of RAAB,

11.9.2 Second Offense - Ban to enter airport premises for one week (7 days) and
confiscation of RAAB (if done within a year of 1st violation)

11.9.3 Third Offense - Ban to enter the airport for one month, (30days) and
confiscation of RAAB ( if done within a year of first violation)

11. 9.4 Fourth Offense - PERMANENTLY BAN, surrender RAAB to CAAP


(if done within a year of first violation)

11.10 Banned Person Rendering Duty – Banned Transport operator and/or personnel
who
are still engaging in transport transaction inside the airport premises.

11.10.1 PERMANENTLY BAN (in the case of Transport Personnel)

11.10.2 Recommendation for cancellation of Concession (In the case of Operator)

11.10. Vandalism – Any intentional acts to destroy, damage, spoil or render un-operational
anything owned by CAAP, Iloilo Airport.

11.11.1 PERMANENTLY BAN (in the case of Transport Personnel),

11.11.2 Recommendation for cancellation of Concession (In the case of Operator).

11.10. Commission of a Crime under RPC – commission of any act considered as crime
enumerated in the RPC and committed within Iloilo Airport premises.

11.10.1 PERMANENTLY BAN (in the case of Transport Personnel)

11.10.2 Recommendation for cancellation of Concession (In the case of Operator)

Any other analogous acts done under the influence of liquor and/or drugs shall be dealt with
termination from employment and such other penalties just and equitable under the
circumstances.

12.0 IMPLEMENTING OFFICE

12.1 Implementation of the above mentioned policies and guidelines shall be


spearheaded by, CAAP – CSIS assisted by the PNP AVSEU 6 and contracted
security guards as authorized by the office of the Airport Manager, CAAP Iloilo
Airport.

13.0 PENALTY

20.1 Disciplinary actions specified in the Transport Operation Policies and Guidelines and
other existing laws shall apply in this policies and guidelines.

14.0 REPEALING CLAUSE

Previous memoranda, instructions and issuances issued by this office in


Conflict herewith is hereby rescinded.

15.0 EFFECTIVITY

This policies and guidelines shall take effect ________________
