ABOUT US
THE STATE TRADING CORPORATION OF INDIA LIMITED (STC), incorporated under
the Companies Act, 1956 and having its registered office at Jawahar Vyapar Bhawan,
Tolstoy Marg, New Delhi – 110 001 is a Government of India Enterprise under the
administrative control of Ministry of Commerce & Industry, Department of Commerce.
STC is a premier international trading organization of India with experience of
handling international and domestic business for over five decades and has been
handling import and export of various kinds of products and commodities including
various types of Liquid Bulk Cargo.

STC, Mumbai branch is having an oil installation at 173, P.D’emelo Road (Near fire
station) Carnac Bunder, MUMBAI – 400001. The Facility is having 7 (Seven) MS Tanks
(Mild Steel Tanks) of various sizes, connecting MS pipelines (including the discharge
line and point) and one weighbridge (30 MTs, Mechanical Pit type).

STC hereby invites Tender from reputed companies for dismantling and sale of the
above infrastructure on “AS IS WHERE IS” basis. Bids are invited for 7 (Seven) MS
Tanks (Mild Steel Tanks) of various sizes, connecting MS pipelines (including the
discharge line and point) and one weighbridge (30 MTs, Mechanical Pit type), however
certain items are to be retained.
The items to be retained are marked and numbered at the installation. The list of
these items is as per annexure I. In addition, the administrative building, security
cabin and boundary walls and gates are also to be retained by STC.
Representatives of the bidder are advised to visit the installation to have a clear
understanding of the above infrastructure before participating in the Tender. Any
such visit should be done with prior advance intimation to STC Mumbai office. For
intimation bidders are advised to write a mail to vpk@stc.gov.in and get required
permission.

I. SCOPE OF WORK

II. Eligibility for participants:

1. Companies/Firms/Individuals should be in existence for over 3 years in the

business of Steel Scrap material. Registration certificate should be attached
with the Tender.
2. The firm/company/Individual should have a previous contract/experience of
dealing with a Government Department/Public Sector Undertaking for steel
scrap in past two years (i.e FY 2012-13 or later). The company should furnish
its contract/order documents from Government Department/Public Sector
Undertaking executed in last two years.

III. Submission of bids

Tender in prescribed format complete in all respects (each and every page of the
Tender document must be signed and stamped) accompanied with documentary
proof should be dropped in the box kept at the reception of the STC Mumbai
office on or before 15:00 IST on 05/03/2015 . The STC of India Ltd. shall not be
liable for any delay in submission of the Tender documents due to postal delay or any
other reasons.

1. The Tender document shall be submitted in two parts i.e.

Part-1:- Qualifying/pre requisite bid (as per Annexure – II) along with one
set of STC’S Tender Document duly Signed & stamped on each
page as token of acceptance of all “Terms & Conditions’ mentioned
therein and EMD (in sealed envelope)

Part-2:- Price bid as per Annexure III in separate sealed envelopes super
scribing the respective (Qualification and Price bid) on both the
envelopes.

Both the envelopes should be kept in another envelope super-scribing the

Tender notice number and date.
2. The part-1 pre qualifying bid shall be opened in the presence of the bidder or
their authorized only one representative (if they wish to remain present) in the
office of STC Mumbai on the scheduled date and time (i.e on 05/03/2015 at
15:30 IST).
3. The price Bids of those eligible bidders who qualify only in the pre
qualifying bids shall be opened. The exact date, time and venue of opening of
Price Bids of the eligible bidders will be intimated through Fax/e-
mail/phone/Courier service. The offers should be valid for 30 days from the
date of opening of the Offer.

III. Terms and Conditions

1. The sale shall be on "AS IS WHERE IS" basis.
2. The offers should be made by each bidder for entire facility i.e 7 (Seven) MS
Tanks (Mild Steel Tanks) of various sizes, connecting MS pipelines (including
the discharge line and delivery point) and one weighbridge (30 MTs,
Mechanical Pit type) less the item as per annexure I Administrative

 Building, Security Cabin and Boundary Walls and gates are also not to be
dismantled and are not to be sold by STC.
3. The bidder has to make their own transportation arrangements.
4. Any survey/ consultancy fee required to estimate the weight of the
tanks/pipeline would be borne by bidder.
5. The cost towards dismantling of the tanks/pipelines/weighbridge will be
borne by bidder.
6. The interested party has to submit solvency certificate from their bank to
show their credit worthiness for upto 10 lakhs.
7. The interested party should not have been blacklisted/ banned for
participation in Tender/EOI by Govt. of India or by any Govt. undertaking.
The party has to submit an UNDERTAKING to this effect along with
quotation.
8. As a part of technical bid, participant has to give an undertaking that they
would complete the job maximum within 30 days after issuance of the work
order.
9. Price to be quoted in Annexure III
10. Bid must remain valid for a period of 30 days from the date of closing of
TENDER i.e bid should be valid till 17:30 hrs on 06/04/2015. The bidder
shall not be entitled during the said period of validity to revoke or cancel the
bid or vary the bid submitted or any terms thereof. In case of bidder
revoking or cancelling the bid or varying any terms in regard thereof, the
EMD deposited by the bidder along with the bid shall be forfeited by STC.
11. Bid should be accompanied with an EMD of Rs. 20,00,000/- ( Rupees
Twenty Lakhs only) through Demand Draft / Banker’s cheque in favor of
“The State Trading Corporation of India Ltd.” In case the TENDER is not
awarded the EMD so submitted by unsuccessful Bidders will be returned by
STC within a fortnight from the date of award of the TENDER. EMD
deposited with STC will not be entitled for any interest.
12. The offer complete in all respects along with EMD in sealed envelope
addressed to Branch Manager, The S.T.C. of India Limited, B-1-201,
MARATHON NEXTGEN INNOVA, OPP PENINSULA COR. PARK, LOWER
PAREL (W) MUMBAI-400013 should be dropped in the Tender box kept
at the above address latest by 15:00 hrs on 05/03/2015. Offers should
be submitted as per price bid format provided at Annexure-III.
The following may also be compiled with:
A. Each page of TENDER document must be signed by the bidder, as a
token of their acceptance of the terms and conditions of this
TENDER and must be submitted in Part-1 of Bid.
B. Offer(s) incomplete, deficient or conditional of any nature, received
late and/or not accompanied with valid EMD shall not be accepted.
C. STC has the right to accept or reject the offer without assigning
any reason whatsoever.
STC reserves the right to forfeit the EMD of successful bidder, in case the
successful bidder fails to fulfill any term(s) and condition(s) of the tender.

13. EMD amount of successful bidder will be refunded only after the entire
infrastructure is dismantled and entire metal scrap is lifted by the bidder
and there are no dues against the bidder in respect of this particular
TENDER.

 14. Once the bid is submitted, it will be deemed that the bidder has satisfied
himself/herself with the terms and conditions of the TENDER and will abide
by the same.
15. The successful bidder will be required to make payment by Bank Draft/Pay
Order/through RTGS for full sale value (as quoted in the price bid) plus
applicable sales tax, local levies, cesses, etc if any, to STC within 7 days of
issuance of work order. In case of failure to make full payment in advance
within stipulated time, the EMD will be forfeited and Order shall be
cancelled.
16. The permission to commence the work will be given to successful bidder
only after receipt of full 100 % payment (as quoted in the price bid) plus
applicable sales tax in advance in addition to EMD.
17. The successful bidder will be required to make full payment (as quoted
in the price bid), dismantle the tanks and lift the entire metal scrap
within 30 days (including Saturdays, Sundays and public holiday) after
the date of issuance of Work Order.
18. If the successful bidder fails to complete the job within time frame period of
30 days from the issuance of work order, the EMD amount along with the
deposited advance amount (as per the price bid) will be forfeited by STC and
STC will take custody of the remaining materials at the end of 30 days.
19. The applicant shall keep STC indemnified at all times against any
claim/liabilities/proceedings etc from any third party or otherwise arising
out/or in connection with TENDER.
20. STC reserves the right to accept or reject in full or in part any or all Tenders
at its absolute discretion without assigning any reason whatsoever.
21. STC do not bind themselves to accept the highest or any Tender or to give
any reasons for their decision.
22. Sales tax or any other taxes and duties on materials in respect of the tender
shall be payable by the successful bidder and STC will not entertain any
claim whatsoever in this respect.
23. The applicant hereto agrees that the courts and tribunals at Mumbai shall
have exclusive jurisdiction to settle any or all disputes which may arise out
of or in connection with this TENDER. All disputes arising out of this
TENDER shall be decided in accordance with the laws of India.
Any CORRIGENDUM/ REJOINDER/ADDENDUM will be published on the STC’s
website.

Disclaimer: The issue of this document does not in any way commit or otherwise
obliges STC to proceed with all or any part of an TENDER process. The TENDER
Request is not the subject of any process contract or any contractual obligations
between STC and any third party. STC may, at its absolute discretion, reserve the
right to shortlist, accept, disqualify, elect to abandon, reject any part or whole of the
process without giving prior notice to the prospective party. STC reserves the right to
cancel the TENDER in totality without assigning any reason at any point to time.
