C. JOB DESCRIPTION

Licensing Officer V
 Acts as Chief of the Regulations, Licensing and Enforcement Division.
 Provides general administrative and managerial supervision of the division.
 Oversees the implementation of policies and strategies related to health standards and
regulations.
 Manages the performance of staff in all health standards regulation activities.
 Acts as Chairperson of Certificate of Need Committee.
 Acts as Chairperson of Health Facility Evaluation and Review Committee.
 Acts as Chairperson of the Fact Finding Investigation Committee for health facilities.
 Provides technical assistance to stakeholders regarding mandates, updates or amendments on
implementing rules and regulations.
 Provides medical advice and prescriptions to DOH-NCRO personnel seeking consultation.
 Performs other related functions as may be assigned by the Regional Director.

Medical Officer IV
 Officer in charge in the absence of the Division Chief.
 Acts as Vice Chairperson/member of the Fact Finding Investigation Committee for health facilities.
 Acts as team leader in the conduct of inspection, monitoring, and surveillance of hospitals and
other health facilities.
 Review/evaluates application requirements for initial and renewal of hospitals and other health
facilities within NCR and recommends processing of LTO.
 Supervises and ensures the proper processing of licenses to operate/accreditation of hospitals and
other health facilities.
 Initiates the planning of schedules and conduct of ocular visits to hospitals and other health
facilities.
 Provides technical assistance to stakeholders regarding mandates, updates or amendments on
implementing rules and regulations.
 Provides medical advice and prescriptions to DOH-NCRO personnel seeking consultation.
 Performs other functions as may be assigned.

Medical Officer III


 Officer in charge in the absence of the Medical Officer IV.

 Prepares inspection, monitoring and surveillance reports and makes appropriate
recommendations.
 Supervises processing of application for registration of health facilities and formulation of license to
operate/accreditation certificates.
 Assists in the planning of schedules and conduct of ocular visits to hospitals and other health
facilities.
 Supervises the preparation of performance reports for the division.
 Provides technical assistance to stakeholders regarding mandates, updates or amendments on
implementing rules and regulations.
 Participates as member/resource person in the investigation of health facilities with complaints.
 Responds to queries and communications related to licensing through verbal or written form.
 Performs other related functions as may be assigned.

 Makes periodic inspection, monitoring and surveillance of hospitals and other health facilities, as
member of the inspection team.
 Examines documents for completeness of requirements, to be submitted for registration/licensure
of hospitals and other health facilities.
 Processes application for registration of health facilities and generates the license to
operate/accreditation certificates.
 Assists in the planning of schedules and conduct of ocular visits to hospitals and other health
facilities.
 Provides technical assistance to stakeholders regarding mandates, updates or amendments on
implementing rules and regulations.
 Participates as member/resource person in the investigation of health facilities with complaints.
 Prepares and keeps records/files of various health facilities.
 Prepares and generates performance reports for the division.
 Responds to queries and communications related to licensing through verbal or written form.
 Performs other related functions as may be assigned.
Administrative Assistant III
 Answers routine communication/correspondence.
 Prepares clerical reports.
 Prepares/drafts office communications, reports, and correspondence as directed by the Division
Head.
 Arranges travel documents and reimbursement of expenses for the Division Head.
 Handles appointments, maintain schedule and tracks public functions of the Division Head.
 Takes dictation and transcribes shorthand notes during meetings and related activities.
 Handles telephone calls, fax messages, and official emails and routes messages/documents to
appropriate/authorized personnel.
 Maintains records of incoming and outgoing communications, confidential files and documents.
 Assists guests and attends to their concerns.
 Performs other related functions as may be assigned.

Medical Technologist II
 Assist in inspection and monitoring of clinical laboratories, water testing laboratories and blood
collection units.
 Receive application for License to Operate (LTO) a clinical laboratory, water testing laboratory and
blood collection unit.
 Assist in validation of drug testing kits
 Receives incoming calls and documents
 Assist in encoding and updating of clinical laboratories, water testing laboratory and blood
collection unit masterlist
 Release outgoing documents
 Log/ encode in database inspected and monitored clinical laboratories
 Log evaluated and proof read compliance and LTO of clinical laboratories, water testing
laboratories and blood collection unit

EDPMS Helpdesk
 Monitoring of compliance to Electronic Drug Price Monitoring System (EDPMS)
 Provides technical assistance to EDPMS stakeholders
 Conducts training related to EDPMS
 Provides assistance in validating drug testing kits (IDTOMIS)
 Provides assistance in receiving compliance (Hospital Pharmacy and Laboratory)
 Other Functions: Answers frequently asked questions (FAQ) thru phone calls, assist and out of
documents

Administrative Assistant II
 Answers routine communication/correspondence.

 Conducts validation and uploading of drug testing kits
 Conducts approval of schedule of validation for drug testing kits of drug testing centers
 Releases/Receives and records in-coming and out-going documents
 Release LTO of various Health Facilities
 Attend training/consultations related to the division
 Scans hospital and clinical lab records
 Performs clerical works
 Performs other functions as directed by the division chief
 Assist in the conduct of trainings as directed by the division chief
