AN ORDINANCE INSTITUTIONALIZING THE VOLUNTARY

BARANGAY IDENTIFICATION CARD OTHERWISE KNOWN AS THE
PULO ID SYSTEM

WHEREAS, Under the 1991 Local government Code the barangay as the
basic political unit, serves as the primary unit of the government policies, plans,
programs, projects, and activities in the community, and as a forum wherein the
collective views of the people may be expressed, crystalized and considered, and a
venue where disputes may be amicably settled.

WHEREAS, the general welfare clause states that every local government
unit shall within their respective territorial jurisdictions, ensure and support, among
other things, the preservation and enrichment of culture, promote health and safety,
enhance the right of people to a balanced ecology, encourage and support the
development of appropriate and self-reliant scientific and technological capabilities,
improve public morals, enhance full employment among residents, maintain peace
and order, and preserve the comfort and convenience of their inhabitants.

WHEREAS, after thorough consultation with the residents of the barangay,

one of the major concerns is the lack of valid identification cards among the
members of the community. It is worthy to note that the residents of the barangay
deemed it necessary and imperative to have an I.D which could be used in their
everyday transactions and dealings with people and offices, public or private.

WHEREAS, the proliferation of crimes nowadays has been considered one

of the factors why an identification card is necessary in order to prevent abuses and
discrimination in the verification or apprehensions of suspicious persons especially
during night time.

NOW, THEREFORE, be it ORDAINED as it is hereby ORDAINED by the Pulo

Barangay Council, City of Valenzuela, in session assembled that:

SECTION 1. SHORT TITLE – This ordinance shall be known as the

“PULO I.D SYSTEM”
SECTION 2. SCOPE – This ordinance shall apply within the territorial
jurisdiction of Barangay Pulo.
SECTION 3. QUALIFICATIONS – An individual who shall voluntarily
avail of the barangay system must be a citizen of the Philippines; he/she must be at
least 18 yrs. of age; and a resident of Barangay Pulo for at least 1 year immediately
preceding the date of application.
SECTION 4. APPLICATION – Any person who has the qualifications as
above-stated may apply to the office of the Punong Barangay for the issuance of
Pulo Identification Card (I.D) by personally submitting the application form
accompanied with any valid proofs of his/her identification and residency.

1. For resident without any Identification Card (I.D), at least any of the
following:
a. Birth Certificate
b. Baptismal Certificate
c. Scholastic records
d. NBI or Police Clearance

An additional requirement of submitting an AFFIDAVIT OF TWO

DISINTERESTED PERSONS shall be required, which shall attest as to identity and
residency of the applicant. The attesting individuals must be a resident of the
Barangay and shall present a valid identification card indicating Barangay Pulo as
their place of residence.

2. For resident with an existing Identification Card (I.D) at least any of the
following;

a. Driver’s license
b. Social Security System (SSS) ID or Unified Multi-Purpose Identification
(UMID)
c. Government Service Insurance System (GSIS) ID
d. Philippine Passport
e. Senior Citizen ID
f. School ID
g. Professional Regulation Commission ID
h. NBI or Police Clearance
i. Company ID

In case wherein the applicant’s valid Identification Card (I.D) indicates a different
barangay as its place of residency, the additional requirement of submitting an
AFFIDAVIT OF TWO DISINTERESTED PERSONS shall apply attesting the
identity and residency of the applicant. The said individual must be a resident of the
Barangay and shall present a valid identification card indicating Barangay Pulo as
his/her place of residence.

In all cases, an applicant must secure a certificate of residency from the

barangay.

SECTION 5. DUTIES OF THE BARANGAY – It shall be the duty of the

barangay to accept the application form submitted to it by qualified applicant which
shall at all times be accompanied with proof of his/her identity and residency; To
conduct interview of the applicants and to assess and evaluate their respective proofs
of identity and residency, and thereafter shall be approved by the Punong Barangay
or any of its authorize representative.

SECTION 6. INDIGENT RESIDENTS; FREE OF CHARGE. – The Pulo

Identification Card shall be free of charge to all qualified indigent residents of
barangay.

To all others, an amount of Seventy-Five Pesos (PhP 75.00) shall be paid for
the issuance of the barangay identification card.

SECTION 7. VALID IDENTIFICATION CARD (I.D). – By virtue of

powers vested upon the Sangguniang Barangay, all identification cards issued under
this PULO I.D SYSTEM ORDINANCE shall be considered a VALID
IDENTIFICATION CARD (I.D) within the territorial jurisdiction of Barangay Pulo.

SECTION 8. REPEALING CLAUSE. – All barangay ordinances,

resolutions, rules, and regulations or parts thereof inconsistent with any provisions
of this ordinance are hereby repealed or modified accordingly.

SECTION 9. SEPARABILITY. – If for any reason or reasons, any part or

provision of this ordinance shall be held to be unconstitutional or invalid, other parts
or provisions thereof which are not affected thereby shall constitute to be in full force
and effect.

SECTION 10. EFFECTIVITY. – This ordinance shall take effect

immediately after ten 10 days from the date a copy is posted in a bulletin board at
the entrance of the barangay hall and in at least two (2) other conspicuous places in
the local government unit.
