TERMS

OF REFERENCE

Data Collection Consultancy: Citywide survey of Baseline WASH conditions at
government schools in Addis Ababa, Ethiopia.

March 2019 – May 2019

BACKGROUND

Splash International is a US-based non-profit organization registered and licensed in
Ethiopia as a foreign charity by the EFDRE Charities and Societies Agency since 2013
with registration NO. 3038. Splash works with Addis Ababa Education Bureau and
signatories to ensure there is clean, safe water, clean hands and clean toilets for
school children. We envision 100% coverage in government schools in Addis and
serve as a model of scale up for other WASH actors in the country.

OVERVIEW

Splash is seeking an independent firm to collect data at public schools in Addis Ababa
as part of a grant-funded research project. Splash will coordinate with the Addis
Ababa Education Bureau to secure permission for data collection, as well as to
confirm the complete list of schools where survey is to take place (approximately 450
schools). Splash will provide the survey questions including operational definitions,
as well as the requirements for raw data format and the data tables to be used for
analysis.

The selected firm will be responsible for: 1) collaborating with Splash to finalize and
pilot the survey questions; 2) building, testing, and managing the survey collection
tools, including translation and reverse translation (if necessary); 3) recruiting,
training and supervising data collectors; 4) conducting data collection at all locations;
5) compiling and cleaning all data; 6) conducting exploratory and confirmatory data
analysis; and 7) submitting a written report of findings to Splash.

The purpose of the data collection is as follows.

Primary data collection objectives:
1. School information including location and address, campus affiliation, school
administration and divisions, current enrollment, and key contact details
2. Information about water source and locations, electricity and sewer
connections and costs
3. Information about existing WASH infrastructure including water filters,
drinking/handwashing stations, and sanitation facilities

4. Water quality tests from a minimum of 50 schools to be tested for chemical,
physical and bacteriological parameters. Interested agencies must include this
cost in financial quote and should also state in their technical proposal
whether they have experience working with water quality labs and how they
plan to execute this section of the assignment.



SCOPE OF WORK

The selected firm will be responsible for the following:

§ Collaborating with Splash to finalize survey design (Will require collaboration to
ensure questions meet local needs and context)
§ Building, testing, and managing survey tool(s), including translation and reverse
translation as needed
§ Recruiting, training, and supervising enumerators
§ Administering survey to approximately 450 schools
§ Completing water quality testing of samples from a minimum of 50 schools
§ Compiling and cleaning all survey data
§ Conducting exploratory and confirmatory data analysis and submitting written
report of findings (in English language) to Splash
§ Submitting clean, complete, original data set (in English language) to Splash in
.xlsx (preferred) or .csv format
§ The firm must manage the entire survey process, including supervision of
enumerators and trouble-shooting any problems that arise


KEY DELIVERABLES

§ Produce final survey questions including question type, permitted entries,
controlling questions and all other quality assurance mechanisms desired (in
collaboration with Splash)
§ Create survey tool (using whatever format or application that suits the firm, but
must meet all survey design requirements including controlling questions,
required fields, required format, etc.)
§ Pilot survey tool and train enumerators according to Splash-provided
operational definitions
§ Administer approximately 450 school surveys
§ Complete water quality tests at a minimum of 50 schools
§ Submit clean, complete, compiled raw data to Splash in agreed-upon format,
including data shaped for analysis (if required depending on survey tool)

§ Submit written report of data analysis including exploratory data analysis
findings and confirmatory data analysis of agreed-upon data tabulations to
Splash


TIMELINE

• This project will run from March 2019 through May 2019
• The data and analysis report are due to Splash May 31, 2019


SKILLS, ATTRIBUTES, AND EXPERIENCE

§ The firm or consultant should be well experienced in conducting qualitative and
quantitative data collections and have experience managing similar surveys
§ Experience with international development/NGO clients required
§ Experience in the health, education, or WASH sectors preferred
§ The firm or consultant must hire/deploy experienced and professional
enumerators and be responsible for the quality of their work
§ The firm or consultant must have experience conducting school-based surveys
§ Have appropriate human resources for building survey tools, administering data
collection, quality control of data, data entry and management


SUBMISSION

§ Interested agencies are requested to carefully review this ToR and send in their
final proposals (technical and financial) by March 04, 2019 to andrea@splash.org
and amare@splash.org in the format specified below.


PROPOSAL TO BE SUBMITTED

Proposing agencies/institutions/consultants will have to submit a detailed proposal
completed as instructed. The proposal has two distinct sections, Technical proposal
and Financial proposal.

EVALUATION OF PROPOSALS

Proposals will be assessed separately for its technical and financial content. The
proposers understanding of the TOR on the stated assignment, capability and
experience of the team, previous experience of similar nature will form key criteria
for the assessment of technical proposals submitted. Financial proposal will only be
considered if the technical proposal meets the assessment criteria mentioned above.


It is expected that proposers could have to travel to the Splash Ethiopia Office in Addis
Ababa to present their submissions, should that be requested and agency/firms will
bear their expenditure related with this travel. Proposers are also to note that the
request from Splash Ethiopia Office to present their submission will not automatically
guarantee award of the assignment.

PROPOSAL TEMPLATE

The interested agency/consultant(s) should submit their proposal in the template
mentioned below. Any deviations on the same will have to be reasoned out, absence
of which will result in disqualification of the proposal.

The agency/ consultant(s) should note that the entire technical proposal document
should be limited to 18 pages (maximum). Font should be Cambria, font size 11 with
single line spacing.

FINANCIAL PROPOSAL (Separate Section)

The financial proposal must include all relevant cost information (in ETB) necessary to
complete scope of work described above and be in .xlsx format. Please note the
request to include the cost basis for water quality tests.


The agency selected for the assignment will be solely at the discretion of
Splash factoring in the assignment objectives and will not be open for
review.
