INTRODUCTION
Sec. 3. Declaration of Basic Policy - It is the policy of the state to established and maintain a complete,
adequate, and integrated system of education relevant to the goals of national development. Toward this end, the
government shall ensure, within the context of a free and democratic system, maximum contribution of the
educational system to the attainment of the following national development goals:
1. To achieve and maintain an accelerating rate of economic development and social progress;
2. To ensure the maximum participation of all people in the attainment an enjoyment of the benefits of such
growth; and
3. To achieve and strengthen national unity and consciousness and preserve develop and promote desirable
cultural, moral, and spiritual values in a changing world.
1. Provide for a broad general education that will assist each individuals in the peculiar ecology of his own
society, to (a) attain his potentials a s a human being (b) enhance the range and quality of individual and
group participation in the basic functons od society; and (c) acquire the essential educational foundation of
his development into a productive and versatile citizen;
2. Train the nation’s manpower in the middle level skills for national development
3. Develop the profession that will provide leadership for the nation in the advacement of knowledge for
improving the quality of human life; and
4. Respond effectively to changing needs and conditions of the nation through a system of educational
planning and evaluation.1
Furthermore, the educational system shall reach out to educationally deprived communities, in order to give
meaningful reality to their membership in the national society, to enrich their civic participation in the
community and national life, and to unify all filipinos into a free and just nation.
According to FAPSA, this may promote “wrong values” to students and be “problematic” in the
system of education here in the Philippines. FAPSA President Eleazardo Kasilag warned with
regards to the effect of the policy when it becomes a law, we quote “Our lawmakers should
consider the situation in our country. Homework helps to sustain the flow of lessons (and)
banning it for non-academic reasons such as bonding
The Teachers Dignity Coalition (TDC) National Chairperson Benjo Basas said, “Our Teachers
are trained educators, (so) we know the value of homework” He also added that “Homework is
not intended to make life dificult for our students” and that homework is also about discipline,
responsibility, and for continuous learning.
The bill also seeks to prohibit students from taking textbooks home in order to “lighten the
physical burden of schoolchildren,” who, Escudero said, often have to carry heavy bags due to
schoolwork that has to be done beyond the school. This will apply to Kinder to Grade 6
students.
The title of this paper does not totally argue that, if there is no homework then there is no
productivity. The researcher stand is that, productivity for personal, social, spiritual and
economic growth is not learned inside the four corners of the room, it s acquired through
hardships, determination and effort that requires time. The time a student stays in school does
not determine that the learning has also a limit. It is not like our lifetime will be spend in school,
but school prepares us to be ready in life. The question of homework being a hindrance for the
students social life is a matter of lifestyle. Lifestyle, how a person balance his daily matters, and
school works and personal life is one on the line.
FOR A CONTINUOUS LEARNING
Is there any standard where we can determine that a person is knowledgeable enough to know
everything? I remember a phrase from a book I have read when I was young that, “what we
don’t know is much greater than what we know”. we don’t tend to know everything, someone
may be so intelligent but the person definitely don’t know everything. That is one of the reason
why life is a continuous learning.2
