CHAPTER 1
Introduction
Mayor Francisco “Isko” Domagoso, the newly elected mayor of Manila, has taken
over the media as soon as he started office. Known for his transparency through social
media, and achievable plans to bring back the beauty of manila. He was born October
24, 1974, “Isko” grew up in the slums of Tondo, Manila, along Mabuhay Street, near the
long coastal road. His father, Joaquin was a stevedore, while his mother, Rosario took
care of the needs of the family. “At 10 years old, I already realized that we are poor”
Francisco told the current affairs program Pipol in 2012. Life for him was not easy, and
his father didn't always have a job, meaning, the young “Isko” needed to hustle.
Therefore, he went on to become a garbage collector. There was a time when Manila
Mayor Mel Lopez had a clean and green campaign in the city and “Isko”, being a real
trash collector, was teased by his classmates. “Mayor! Mayor!” they would call him.
Back then, in his mind, he would go beyond high school. Where he wanted to become a
seaman. Eventually, he dreamed he would be the captain of a ship. Unfortunately, none
of it was achieved by the young “Isko”. However, in January of 1993, Moreno was at a
neighbor’s wake when a talent manager and producer, Wowie Roxas, gave him an
opportunity to be in front of a camera. His first acting gig was for the RPN 9 teen drama
anthology, Young Love, Sweet Love (1987 -1993). In that episode, the amateur “Isko”
had one job: ring the doorbell. Eventually, he was asked to audition for being the host of
the popular variety show. He was accepted; thus, he became famous which led him to a
successful career. But, possessing in his nature to always be on the lookout for self-
improvement, he stepped out of the show biz world to take a different route. That route
was politics. He first participated in politics by running for councilor in 1998, and he won
that election at the age of 23 years old. He served as the councilor of Manila for three
terms. While he was the councilor, he went back to school, he wanted to learn, and he
wanted to fight back and prove his detractors wrong. He headed to UP and took one of
the institution’s special programs on legislation. He also enrolled in leadership and
governance courses at the John F. Kennedy School of Government in Harvard
University, and at the said Business School of the University of Oxford. With this kind of
education in his arsenal, “Isko” went on to become Manila’s Vice Mayor for three
consecutive terms. He ran for senator in the 2016 National Elections but, unfortunately,
he lost. Francisco “Isko” then ran for the position of the Manila mayor. On 13th of May
2019, he won the mayoralty of Manila, over former mayor and running mate, Joseph
"Erap" Estrada. He was then officially proclaimed winner by the City Board of
Canvassers the following day, May 14. Mayor Francisco Domagoso’s projects and
platforms were to generally bring the former beauty of Manila or, if attainable, bring it to
even greater heights to achieve his goal of a new Manila (Bagong Maynila). His main
agenda revolved around the problems that was preventing him to achieve such goals,
therefore he started at the streets of Manila. Mayor Francisco prioritized on reclaiming
the streets because he believed that if he controlled the streets there would be less
problems like drugs, extortion and many more. He immediately implemented the
clearing operation as soon as he began his term. The clearing operations are his main
agenda which are still being implemented.
Clearing Operations
The objective of implementing the clearing operation was to generally reclaim the
road and be of use for all Manileños. From its name, its primary aim is to clear the road
of trash, illegal vendors and other factors that might cause traffic and hinder the publics
use of the road. Through its implementation, it is noticeable that streets along Divisoria,
Quiapo and many more are cleaner, convenient, cause less traffic and are more
manageable. Which gives point to another advantage of the clearing operation which is
law management. From countless news and reports, it is a fact that extortion exist in the
streets of manila. Fortunately, with the clearing operation, people were given proper
notice on how vendors should not pay any collector who ask for rentals because only
the City Hall had such powers, which was personally relayed by the Mayor to a number
of street vendors. Additionally, many extortionists or so called “organizers” and a
number of corrupt officials were caught and given proper punishment. Lastly, with the
clearing operation currently being implemented, people can say that it was able to boost
morale and be a good basis to other leaders of certain areas which includes the current
Secretary of the Interior and Local Government, Eduardo Año, who eyed the formula of
the Mayor on clearing the streets of Manila.

Manila Francisco Mayor Isko Moreno Domagoso ordered the demolition of vendors’
stalls during the clearing operations in Lagusnilad underpass near Manila City Hall
Monday.
Workers from the Manila City Hall were seen evicting vendors and removing stalls from
the underpass that connects the city hall and Intramuros.
A revocation order from the Manila City Hall showed that Lagusnilad Underpass
vendors do not have a permit and do not pay taxes to city hall.
“It was found out that you have violated the Special Permit condition no. 3 which states
that all stallholders shall secure necessary Mayor’s permit and pay the corresponding
fees and taxes,” the order showed.
The vendors also failed to present any proof of payment of electricity and other utilities,
it added.
The revoked permit was issued for the period 1 January to 31 December for this year.
Manila Mayor Isko Moreno launched massive cleanup operations in his first month on
the job, organizing informal hawkers that used to crowd the streets and public places
and ordering a more efficient garbage collection system, among other efforts.
While a few raised concerns on what would happen to vendors who were driven away
from their spots, Filipinos on social media —and ambassadors—were generally
welcoming of the move.
So far, he was able to successfully clear up the busiest streets and roads in Manila
which were once packed with street vendors.

Hailing from the slums of Tondo, Moreno called his hometown “dugyot” or “filthy,”
warranting a the city-wide makeover.
“i’ll move heaven and earth to clean up the city. Dugyot kami. Papaliguan ko lang
naman. I want to show that I can walk the talk,” he said in a televised interview.
Removing extortionists
Moreno also claimed that what he actually sought to stop is the illegal business of so-
called “organizers,” that is to extort money from street vendors in the form of rent.
The actor-turned-politician even presented to the media last week two alleged collectors
of payoffs.
“I am not anti-vendor. You can tag me as anti-organizers, who are no different from
criminals who extort the poor,” Moreno said.
“It’s difficult to accept real talk. It pains the ears. We’re just trying to put things in order.
You can tag me the way you want to, but the truth cannot be denied,” he added.
Moreno also conducted the cleaning on Manila’s heritage areas as part of his goals to
revive them.
He lamented that one of these historical sites, the Andres Bonifacio Shrine across the
Manila City Hall, became a public toilet.
“That is the office of the mayor, the seat of power of the City of Manila. Tapos eto, amoy
tae rito. Nagkalat,” Moreno previously said.
Facebook page Ibong Adorno raised the matter on the hundreds of informal vendors of
Divisoria affected by the cleanup.
“The clearing operations of vendors in Divisoria and other parts of Metro Manila
sidewalks raise concerns on the welfare of these urban dwellers,” the page said on July
5.
“How were they integrated in the formal decision-making body? How were they
consulted in methods applied that should enable them as citizens to thrive in a city
mired in crisis?” It added.
Meanwhile, a customer of a popular bookstore at Lagusnilad which stall also got evicted
aired his criticism for the lack of a plan on the part of the vendors.
“The question is, where will these stalls and vendors be relocated? If working-class folk
are not allowed to make a living on the last scraps of land that have not yet been
cannibalized by gentrification, then where is their place? Whose city is it anyway?”
Facebook user Karl Castro said.
Moreno was only able to provide suggestions when reporters asked him about it.
“If you want to organize as vendors, you organize among yourselves based on the
policy of the city. What is that? Bigyan ng madadaanan ang tao. Panatilihing malinis
ang inyong mga panindahan. Huwag niyong ookupahan ang lugar na hindi
pinapayagan. Ganun lang,” he said in an interview.
In another speech, Moreno said that the merchants could have a renting system for
their stalls.
'Sino ang tunay na para sa mahirap?' Isko hits critics of clean-up drive

MANILA - Manila Mayor Francisco "Isko Moreno" Domagoso slammed critics of his
campaign to clean up the streets of Manila as his office organized a string of clearing
operations against illegal vendors in the city.
This comes after some questioned the fate of vendors, whose livelihoods are perceived
hit by the clearing operations done in some parts of the city such as Divisoria.
While Moreno believed that everyone was "entitled to their opinion," he said leaving the
roads at status quo would benefit organizers - who he accused of offering P5 million a
day to keep the vendors on the streets.
"Basta ako, kung gusto natin 'yung totoo lang ha, gusto natin tulungan 'yung mga
mahihirap, kayong mga pulitiko, tigilan niyong tumanggap ng pera sa mga vendor,"
Moreno told reporters Thursday.
Moreno's predecessor and former running-mate Joseph Ejercito Estrada had also
slammed Isko's policy of ridding illegal vendors, saying such would be "at the expense
of the poor people."
But for Moreno, enabling the presence of vendors on the area benefited politicians for
the past few decades instead of vendors.
"Go to Recto, mas lumakas ang kita at benta ng mga vendor kasi nagkaroon ng public
utility access at ang foot traffic dumagsa," he added.
"Sino ngayon ang tunay na para sa mahirap? Yung pinayayaman mo yung organizer?"
Moreno, whose rags-to-riches story propelled him to Manila's top post, wanted city
businesses to prioritize Manileños in hiring new workers to improve peace and order in
the city.
Manila Mayor Isko Moreno shrugged off the death threats he has been receiving since
he assumed his new post almost two weeks ago.
KAMI learned that according to a close associate of the new mayor, Moreno gained
threats for clearing the Manila City.
“Occupational hazards 'yan. Kasama sa trabaho 'yan. Dasal-dasal lang. Nyangga-
nyangga lang. May awa ang Diyos,” Moreno said.
As reported by the Manila Bulletin (author Erma Edera), third district Councilor Manuel
“Letlet” Zarcal shared that Moreno “simply brushed aside” the threats he has been
getting.
“The mayor simply brushed aside the threat when the information was given to him,
saying it comes with the territory,” Zarcal said.
“Sabi ni mayor, hazards of the job daw ‘yun and only meant to derail his efforts to rid the
city of illegal vendors and syndicated, ‘organized’ vending schemes,” he added.
In a previous report by KAMI, Moreno led the clearing operations for overcrowded
places in Manila like Divisoria and Carriedo.
KAMI also reported earlier that Moreno revealed he was offered a daily P5 million bribe
so that he would not push through with the clearing operations.
Beyond street clearing, Isko Moreno needs development plan for vendors
MANILA, Philippines — Fulfilling a campaign promise, new Manila Mayor Isko Moreno
gave the “dugyot” city a much-awaited makeover in his first week on the job.
His first target: clearing the chaotic Claro M. Recto Avenue in Manila’s Divisoria
commercial area that had long been clogged with street vendors.
"i'll move heaven and earth to clean up the city. Dugyot kami. Papaliguan ko lang
naman (We’re filthy. I’ll just give the city a bath)," Moreno, a scavenger who became a
movie actor before going into politics and eventually defeating a former Philippine
president in the race to Manila city hall, said in a television interview.
“I want to show that I can walk the talk.”
Manila cops have since nabbed two people accused of collecting “rent” from sidewalk
vendors allegedly for the city government. In a dialogue with street vendors, he told
them they would only need to pay their P40 a day—"etneb" or P20 in the morning,
and again in the afternoon—to city hall, and they can stay in less crowded streets.
He also told them that unclogging the streets would bring more foot traffic, which could
mean more sales.
While he has drawn kudos for his swift action, the struggle for space in Divisoria also
raised concerns over Moreno’s ability to sustain the campaign and whether he can face
a tough balancing act of decongesting the Philippine capital without killing the livelihood
of informal hawkers.
“Amid the euphoric mood and sustained media coverage, there has been limited
discussion on the sentiments of the affected street vendors and the impacts of clearing
operations on their insecure employment,” Recio added.
The International Labor Organization reported in 2013 that informal workers like street
vendors and waste pickers represent 72.5% of total employment in the
Philippines outside of the agriculture sectors. Informal vending provides jobs for the
poor and cheap goods and services to consumers.
While there are national laws in the Philippines banning street vending, informal traders
operating in some cities successfully protested the prohibition and have secured the use
of strategically located public space, Washington-based World Resources Institute said
in a 2018 working paper.
Part of that regulation is the city government allowing vendors in Divisoria to occupy the
entire stretch of Claro M. Recto Avenue during the Christmas season, causing heavy
traffic.
Moreno touched on some of this in his dialogue with Divisoria vendors, saying barangay
tanods, or village watchmen, should stop collecting "rent" from the vendors.
(Watchman, you are just following orders from the barangay chairman, the councilor,
and Eddie and Patty [slang for bribery]...stop collecting from vendors. I'm not just
spitballing when I say i'll have you in handcuffs)
He acknowledged that local officials hold sway over their areas and could have vendors
evicted on their say so, but assured vendors that city hall would be behind them.
Referring to barangay officials and toughs, Moreno said: "Subukan nila. Makita nila ang
hinahanap na sakit ng katawan (They can try, and they'll find trouble)."
But beyond tough talk, Recio said authorities should first address the “statistical and
spatial invisibility of informal hawkers” by looking into the changing number of street
vendors and the evolving issues faced by Divisoria stakeholders.
The results of those studies should be integrated into official planning documents, he
said.
"Street vendors work in plain sight, yet they are statistically invisible and are ‘off the
map,’" Recio said.
“Through the committee, civil society groups and Divisoria vendors could identify
recommendations that planners should consider in developing local land use plans,”
Recio said.
“This move should build on the Local Government Code provisions on local sectoral
representation where vendors groups could take part in local policy-making and
planning processes.”
“It is important to have a process where the most affected get a chance to shape the
plans that would affect their lives,” Recio said. “This approach does not only address
street congestion; it deepens democracy and confronts socio-spatial exclusion in cities.”
In an interview with ABS-CBN News Channel on Tuesday, Moreno said he ordered the
reassignment of nine cops after he received reports that vendors have resisted eviction
and are back on the sidewalks.
“The struggle for space in Divisoria should not only be about decongesting crowded
streets — it should pay attention to the vendors’ precarious condition and heed their call
for social legitimacy, legal recognition and political representation,” Recio said.
“I hope Mayor Isko’s clearing operations are anchored on a wider, humane and
inclusive urban vision – one that uplifts the dignity of the poor amid the calls for an
unimpeded mobility and a ‘smart’ city,” he added.

Umulan man o umaraw, kahit hanggang gabi ay patuloy ang paglilinis at pagsasaayos
nila sa tulong na rin ni Manila Police Department Director Vicente Dupa Danao Jr. At
PLT Colonel Eric Mendoza.
Masayang-masaya rin ang mga mamamayan na nakatira at malapit sa Blumentritt dahil
kagaya ng sa Divisoria, naging maluwang at maaliwalas na rin ang lugar lalo na sa
bandang palengke na talaga namang madalas ay matao at magulo.
Ibinahagi ni Mayor Isko sa kanyang FB page ang isang larawan mula sa Facebook user
na si Pearly B. Corpuz kung saan ikinumpara niya ang hitsura ng Blumentritt market
noon at ngayon.
Hindi rin magpapahuli ang mga lugar ng Quiapo at Carriedo na ayon sa nakararami ay
hindi na nakatatakot daanan lalo na kung sila ay pauwi ng gabi mula sa paaralan o
trabaho.
MANILA (UPDATE) - After cleaning up parts of the capital, Manila Mayor Isko Moreno
now plans to expand Arroceros Park, the capital’s last forested area, and transform
Manila into a green city.
The previous city administration sought to cut off trees from a portion of the 2.2-hectare
Arroceros Forest Park to build a gym that could be used by several Manila universities.
"I will withdraw a portion of Arroceros Street for public use, then we will extend
Arroceros Park,” Moreno told environmentalists who have been lobbying for the park’s
preservation.
Moreno said he plans to close streets at the corner of the Quezon footbridge to have
more space "that can be converted into green space” and to address the traffic problem
near Lawton.
Gates that enclose the Arroceros Park would be demolished, Moreno said. "i’ve always
believed in an open park. Ang park hindi naka-preso," he said.
“I hope before the end of the year, 50 to 60 percent of the entire plan will be in place.”
The riverside park, home to some 3,000 species of birds and trees was developed in
1993, but was closed to the public after portions of the area was occupied by informal
settlers and gangsters.
“It’s unfair for the people of Manila and others who want to visit the park na dahil lang sa
kapabayaan ng gobyerno ay ipagkakait natin 'yung comfortable access sa taumbayan,”
Moreno told reporters.
“The solution is not to gate it but to out security and enough people to maintain and
sustain the purpose of the park,” he said.
The mayor said he has rejected proposals for the construction of the gym, but did not
agree to the demolition of the Department of Education office in the Arroceros
compound.
"Don’t ask for things you do not know how to solve,” Moreno told environmental groups
that asked about the demolition of the deped office.
“If you have a property where they can transfer then I can build a new building and
relocate them there. In the meantime, we have to live in harmony in the area,” he said.
“You have to be careful in what you ask... I don’t like animosity,” he said.
Winner Foundation, the group that has been caring for the Arroceros Park for decades,
said that they are now on more solid footing in preserving Manila’s last lung.
The Foundation earlier faced several cases in connection with the ownership and
maintenance of the urban forest.
“We’re really happy with the new mayor and his vision,” Chiqui Mabanta, Winner
Foundation president, told ABS-CBN News.
“We’re thankful that it (Arroceros Park) is safe for now, hopefully forever,” she said.
The Lawton area, an old and musty transportation terminal, would be converted into a
green civic center so that Manileños would have more open spaces, Moreno said.
“Susunod niyan, tatawid na kami nga Lawton and this is the underpass issue,” he said.
Manila’s 46 parks and other institutional buildings owned by the city government are
expected to follow suit in the greening project, he said, without giving details.
Pavement near the Bonifacio monument by the city hall would also be removed and
replaced with trees, the mayor said.
“If your concern is clean air, you are with the right government,” Moreno said,
“Importante ito dahil maipapamana namin ito sa mga anak namin,” he said.
Manila Mayor Isko Moreno is taking the streets back from vendors

One could say that driving to Divisoria has been a pain in the neck for decades.
Bringing a car there was already chore as the road wasn't exactly passable for motor
vehicles. Now that's in the past.
Following a major cleanup drive in the country's capital, the roads are now actually,
well, roads. Led by mayor Isko Moreno, he and his team cracked down on the
chokepoints in Manila, namely Divisoria, Carriedo, and Bluementritt. The whole
operation took 48 hours to finish, and the results speak for themselves.
For the first time in what seems like decades, vehicles are actually traversing Carriedo
once again. Aside from clearing the streets from vendors, the road itself was given a
good wash too due to dirt and grime that accumulated over the years. It's rather
refreshing to see that there is, in fact an actual road, which probably hasn't seen the
light of day in a very long time.
With these roads now actually passable, it should somewhat relieve the heavy traffic
congestion that the City of Manila faces day in and day out. Sure, they're not wide
thoroughfares, but any real estate you can drive along in crowded cities is a good
thing. Besides, the road is for vehicles, the sidewalks are for pedestrians.
Does this mean Manila will become a vehicle-friendly city eventually? We're hoping
that Mayor Isko Moreno keeps his promise of a cleaner Manila throughout his term.
Whatever your opinion on the mayor is, there appears to be some major progress
ahppening in the City of Manila.

MANILA, Philippines— Just two days after Isko Moreno Domagoso assumed his post
as new Manila mayor, he directed cleanup operations in the crowded streets of the
Philippines' capital.
Among the areas Moreno and his clearing operations team visited were known
shopping and market areas in the metropolis including CM Recto Avenue in Divisoria as
well as Carriedo, and Blumentritt.
Moreno warned the vendors and police officers to stop engaging in bribery.
On Tuesday, The STAR reported that two people were arrested for collecting payoffs
from vendors in Blumentitt market.
The two reportedly revealed that millions are being collected from bribes and other
corrupt activities in Blumentritt Market alone.
In view of this, the new Manila mayor vowed to be consistent in his crackdown against
illegal vendors and corruption throughout his term.
The mayor said that if the vendors return to the area, that would mean he had been paid
off as well.
“‘Yan ang challenge ko sa inyo ah. ‘Pag ang Divisoria, Recto, Juan Luna napuno ulit ng
vendor, isipin ninyo na nalagyan ako,” Moreno said.
(That’s my challenge for you. If Divisoria, Recto, Juan Luna fills up with vendors again,
just think that I was bribed)
Aside from the crackdown on vendors, Moreno and Brigadier General Vicente
Danao, Manila Police District chief, also seized a number of video “karera” machines in
a bid to curb gambling. They led the destruction of the confiscated machins at the
Manila City Hall quadrangle on Wednesday morning.

“Mabuhay ka, Mayor Isko, for what you are doing in Manila,” Lorenzana said. “It’s like
him we need most at this time.”
Lorenza is the second Cabinet secretary to praise Moreno since the mayor assumed
office last June 30.

First, there was Interior Secretary Eduardo Año, who said that Moreno should maintain
his program of reforms in the nation’s capital until his term ends.
Moreno, Año added, should also sustain the clearing of informal settlers from creeks
and other danger zones to help the Manila Bay Rehabilitation Program.
In response to the compliments, Moreno vowed that his administration would remain
“consistent” in its mission to re-energize the city.
He also promised to intensify cleanup efforts in Manila.
“I will never get tired of asking for help to clean up our streets. Don’t think na ngayon
Lang iyan. Non-negotiable [ang ating policies],” Moreno said in a statement.
With his performance being compared against that of his successor, Francisco "Isko"
Domagoso Moreno, Estrada said he did not drive vendors away from the capital's busy
streets out of consideration for their welfare.
"Kung ‘yung sasabihin mo sa’kin na yung mga vendors nalinis, naayos lahat e hindi ko
kayang gawin yun hangga’t walang kapalit na hanap-buhay sila,” Estrada said in an
interview with GMA News' "24 Oras".
“Kayang-kaya. Utusan mo lang hindi ba puwedeng sumunod sa mayor ang pulis saka
mga bumbero? Orderan mo lang ‘yan. Sandali lang ‘yun, pero isipin mo naman yung
damage na kawawa naman yung mga mahihirap dun lang umaasa sa pagkain nila,” he
added.
Now just an ordinary—except he is wealthy— citizen, Estrada, said he salutes Moreno
but stressed that “a hungry stomach knows no law.”
'I also did clearing operations during my time'
Estrada said he also conducted clearing operations while he was mayor.
“’Di na ako magpakita pa pero may ginagawa ako, (I don’t publicize the things I am
doing),” Estrada said.
In July 2017, Estrada drew flak from online users after an ABS-CBN report showed that
a scene of him joining the Manila Bay cleanup drive was staged.
The video showed a woman intentionally throwing garbage into the bay and two divers
ensuring that the trash floated near the boat Estrada was on so he could pose for
pictures while "cleaning" the bay.
He recently removed the vendors from known shopping areas and busy streets such as
Divisoria, Quiapo, Blumentritt, Lagusnilad Underpass and the areas near Bonifacio
monument.
Some lauded him for decongesting these areas while others worry about the clearing
operations' effect on the livelihood of the vendors.
“Let's be honest, 95 % sa kanila hindi mahirap (Let’s be honest, 95% of them are not
poor),” Moreno said in a separate interview with "Kapuso Mo, Jessica Soho", which
aired Sunday.
The new Manila mayor said these vendors can afford to pay up to P30,000 for a table
and for rights to sell. He also claimed they can afford to pay P350 and P500 a day to
“Eddie and Patty.”
Asked who Eddie and Patty are, Moreno replied “Eh ‘di siya…Pati mga kasama niya,”
referring to corrupt syndicates collecting money. Moreno explained these syndicates are
now called “organizers.”
Estrada said he also heard of the so-called organizers during his term. He added that
there were even barangay officials involved in the bribery system but he said they
already stopped the illegal acts.
“Nawala naman dun…nu’ng panahon ko, ewan ko wala (They are now gone. During my
term, they disappeared),” he said.
For his part, Moreno said his administration has a plan for the Manila vendors removed
from the sidewalks.
(Manila has a preparation plan which will happen, not easy, not fast, but there are areas
based on our infrastructures where they [vendors] will be placed.)
Tons of garbage, which mostly comprised of plastic, were dug from several sewers in
the busy area of Recto Avenue corner Juan Luna Street.
Moreno admitted that the local government too had a hand on why the sewers were
filled with muck.
“Ano na yan, both ways ‘yan eh. Kapalpakan, kapabayaan, kakulangan ng gobyerno
kung bakit nagka-ganyan ‘yan,” Moreno told reporters.
“At the same time, nananawagan tayo sa mga kababayan natin na maki-isa,
magkusang loob ng disiplina,” he added, urging the public to be mindful of not throwing
their trash anywhere that usually end up in the sewers.

MANILA Mayor Isko Moreno yesterday said he wishes former Mayor Erap Estrada
“good health and long life to enjoy his retirement” in response to the latter’s
criticism of the clearing of major streets of illegal vendors.
Estrada earlier defended himself for not removing the illegal vendors on the streets
saying they would be deprived of their livelihood, adding that “hungry stomach knows no
law”. Estrada also said he was aware of “organizers” but denied their presence.
Moreno’s drive against illegal vendors was particularly aimed at “organizers” who earn
millions of pesos from illegal vendors occupying major roads and streets in Manila for
the past six years.
Moreno’s drive was defended by Vice Mayor Honey Lacuna-Pangan. “Hindi inaalisan ng
trabaho ni Mayor Isko ang mga vendors. Inaayos lang niya kasi dati, parang wala nang
gobyerno. Kahit saan na lang pwede”.
“Laging sinasabi ni Mayor Erap ‘hungry stomach knows no law’. Ibig ba sabihin
hahayaan na lang natin na wala ng batas na umiral mapagbigyan lang mga vendors
kahit illegal? Kaninong stomach ba talaga ang hungry? Sa vendors o sa kanila na
pumayag na mangyari ang ganyan?,” Lacuna added. “Kung walang masabing
maganda, ‘wag na lang sana magsalita,” she said chiding Erap and his daughter
Jerieka.
DILG chief lauds Moreno, mayor’s ‘decisive leadership’ for Manila cleanup drive

“We hope that the actions of Mayor Isko will inspire other Local Chief Executives in
other parts of the country to follow his example and to similarly show decisive
leadership in bringing about change in their communities because that is what the
people expect,” Año said.
Asked for his reaction, Moreno said: “I also received a personal text from General Año.
Maraming salamat po, Secretary. It’s a heartwarming experience that people are
moving.”
Moreno also said his government will begin actively cooperating in cleanup activities
launched not only by the national government, but also environmental groups.
“Sasali na kami,” Moreno answered when asked about the local government’s
participation in the rehabilitation of Manila Bay.
“We’ve been talking to high officials of DENR — unofficially. Wala pang mga sulat. We
asked ano bang mga kakailanganin ko. Then we will put things into perspective. Right
now, talks are being done,” he added.
The mayor made the remark during the press launch of the “Gallery of the Sea” at the
Manila Yacht Club.
The event, organized by the Earth Savers group, Manila Bay Inter-agency Committee
and the International Theatre Institute, aims to showcase paintings that will feature the
sustainable development goals in cleaning up the polluted bay.
“Manila Bay is Manila, that’s why it’s called Manila Bay... Bagay na kami dapat unang
nangunguna sa pagmamalasakit,” Moreno said.
The mayor also said the city government will be reintegrated into the national
government in its efforts to develop the nation’s capital.

Manila: A week after assuming the post of the city’s chief executive, Manila Mayor Isko
Moreno has drawn praise for taking steps to “clean up” the capital.
Moreno, whose real name is “Francisco Damagoso”, won over two-term mayor Joseph
Estrada, the former President, in elections last May. But just as the new chief executive
has yet to warm in his new seat, he unleashed a raft of improvements aimed at
delivering on is campaign promise of “cleaning up” the capital and restoring it to its
former glory.
On his second day in office on July 2, Moreno cracked the whip on flea market vendors
of downtown Divisoria marching through the thoroughfares of the old mercantile district
with a demolition crew, and reclaiming the streets from street vendors that had clogged
the thoroughfares.
Divisoria had been the traditional commercial hub of the capital and its surrounding
environs but for decades, but it had grown choked as ill-disciplined vendors claimed the
main road, Recto Avenue, to hawk their merchandise.
The mayor said syndicates had been making money from pay-offs from vendors.
“The syndicate that hold the vendors in Divisoria had offered me P5 million (Dh357,649)
just so they can continue with their activities of using the thoroughfare for their business.
I turned it down,” he said.
“If Divisoria gets messed up again, then that only means that I had been bribed,” he
said.
Moreno also cleaned up the similarly vendor choked Blumentritt and Quiapo district.
Divisoria, Blumentritt and Quiapo had the reputation of being the backwater, seedy and
ugly face of the city. These are the places where the chances of newcomers getting
their pockets picked or getting mugged, are high.
Moreno also ordered the clean-up of waterways and also cracked down on illegally built
village watchmen outposts, demolishing these structures that sometimes serve as
haven for unlawful activities.
Moreno’s actions earned praise from Interior Secretary Eduardo Ano who said the new
executive is so-far doing well on delivering on his promise of giving Manila a facelift.
“Manila is the showcase of the Philippines. It is the first place foreigners see when they
come to our country, so I’m pleased that in the first week of his administration, Mayor
Isko has already shown that the challenges of the city are not insurmountable and can
be addressed with political will and commitment,” he said, adding that Moreno “had hit
the ground running.”
According to Ano, the challenge that Moreno now faces is sustaining these initiatives.
“We hope that the actions of Mayor Isko will inspire other local chief executives in other
parts of the country to follow his example and to similarly show decisive leadership in
bringing about change in their communities because that is what the people expect,” he

Why this underpass bookstore, a casualty of Mayor Isko’s cleanup drive, will be
missed

This was just a sentence in a long, emotional Facebook status posted Tuesday by AJ
Laberinto, after Manila city government personnel removed the stalls in the City Hall
Underpass—including his little store of books, Books from Underground, which has
been in business in Lagusnilad for ten years now. As part of new Mayor Isko Moreno’s
aggressive cleanup drive for the city—first it was Divisoria, then Quiapo, and then the
Bonifacio monument in nearby Lawton— the underpass is now freshly-scrubbed, the
erring stalls dismantled, leaving the vendors without a place to do business and earn a
living.
Upon reading Laberinto’s lament on social media, fans of his bookstore stormed his
Facebook page with statements of support.
“Nakakaiyak, AJ. Pero tuloy lang! Malaking parte ka ng college life ko - mula sa mga
kwento, hanggang sa book suggestions. Dahil sa'yo kaya ako nagbasa ng Foucault.
Niregaluhan mo pa ako ng Siri Hustvedt,” wrote one. “Magsabi ka kung saan ka lilipat.
Siguradong dadayuhin kita.”
“Nadismaya ako sa kanila at nalungkot ako sa 'yo, sa inyo, Kuya sa ginawa nila.
Balitaan mo ako kung saan ka na lilipat Kuya. Kapit lang!” Wrote another.
Meanwhile there are those sympathetic to the stall-owner’s displacement but express
their support for Moreno’s cleanup efforts.
“Pansariling interest lang po kasi ang gusto mo, maganda naman hangarin mo ang
kaso mali po kau na anjan , maaari po kau maghanap ng magandang pwesto. Pag
bawal po bawal. Pag mali po mali,” said another.
According to Laberinto, the Lagusnilad tiangge was a special project begun by former
mayor Alfredo Lim when he was still in office. The permits were supposed to expire
December 31 this year but the contract was revoked because of nonpayment of
electricity and taxes.
A community
Arriola visits Manila at least once a month for her advocacy work. The first time she
chanced upon Books from Underground, she and her friends were just killing time
before her flight back to Negros. They decided to museum-hop in the area, and on her
way back to the National Museum, after buying a memory card for her camera in SM
Manila, they chanced upon Laberinto’s store in the Lagusnilad underpass. They found
themselves staying for hours, leaving the stall only when it was time to head for the
airport.
“They had titles you can't even find in bookstores anymore,” Arriola told ANCX.
But it wasn’t just the books that had the group glued to their seats. “The books were
priceless, but I think the hidden gem was actually Kuya AJ. He asked us to name a
genre or a subject of interest, then he'd go around for ten minutes or so, climbing
ladders, almost crawling on his belly, and he'd come back with an armful of books on
the topic of your choice!”
The book designer Karl Castro echoes Arriola’s observation. “It's a bookstore that really
tries to match the book to the reader. The owner is always ready to discuss and
engage, and so are many of its customers,” said Castro whose visits to the store has
yielded him gems of old out-of-print Filipiniana titles that he would most likely not find
anywhere else. “AJ really looks through old personal collections etc and scours for good
titles.”
“He knew the titles and the content by heart,” recalls Arriola of Laberinto during their first
encounter. “We were looking for books on philosophy, politics, and social movements,
and he knew exactly what to recommend. We left with around 14 titles —a satirical
commentary on PH governance, a compilation of Timearticles on the Occupy
Movement, and published journals on women's movements, to name a few. He had
copies of books that weren't in print anymore, ones you can't find on online shops. He
was also telling us about small events they'd hold, with the help of a few friends, like
book fairs and small group discussions. He'd tell us students from universities would
often go there, ask for a book title, and if he can't find it on the day, he'll have it the next
day for sure.”
“I am certain I am not alone in mourning the loss of this unique bookshop, whose setup
is possible precisely because—or perhaps, even emblematic of—Manila’s crazy
landscape of underdevelopment,” Castro wrote on Facebook. “It is a dusty jewel hidden
among racks of denim and gadgets, humbly blending with its neighbors but running on a
different tempo altogether. Books from Underground has quickly become a kind of
cultural destination in the University Belt; it is a trove for rare and out of print books,
Filipiniana, and even indie and self-published titles. It also carries classics and mass
market titles at very accessible prices.
“Every time I visit, there’s always an ongoing conversation, people searching for
particular texts, discussing their value. It’s not just for literary types; I see moms looking
for their kid’s next book report, old-timers reminiscing about the past lives attached to
old titles, young students just looking for the next good read (or bestsellers at prices
their wallets can better withstand).”
Now that Books from Underground has closed shop in Lagusnilad, there is talk of
relocating—but AJ doesn’t mention prospects for now. The hurt is still fresh, as can be
gleaned from the final words on his Facebook post. “Pero huwag kalimutan na minsan
sa underpass pagtawid ng Manila City Hall at Intramuros nagkaroon ng espesyal na
espasyo, isang munting tindahan ng aklat na pumukaw at nakapagambag sa kultura at
kamalayan ng mga napadaang Manilenyo, kapwa Pilipino at mga dayuhan."
For many, Mayor Isko is no doubt breathing new life to Manila with his cleanup drives,
but with the displaced vendors of Divisoria, and now of Lagusnilad, it looks like it’s not
only feces the good mayor is stepping on.

After continuous clearing operations in the streets of Divisoria, Binondo, and Carriedo,
Mayor Isko Moreno also instructed their personnel to conduct a cleanup drive in a public
market in Pritil, Tondo.
The mayor also thanked the market owners, vendors, and barangay officials for joining
the city’s mission to bring back cleanliness and order in the nation’s capital.
Moreno appealed to Manila residents to help and cooperate during cleanup operations.
“Walang magmamalasakit sa ating mga Batang Maynila kung di tayo ring mga Batang
Maynila.” (No one else will show concern for our city but us who were born here),” he
added.
Moreno has been vocal about his advocacy, and that is to clean Manila and ease the
city of traffic congestion.

In status quo, Mayor "Isko" Moreno is an outstanding leader even though that he
faced different controversies as the vice mayor and his loss in senate election, but I
think that loss and that (those) controversies, is (are) not his hindrances to become a
better leader, because those are the reasons kung bakit siya magaling ngayon (on why
he is better today), dahil sa controversies na yon and sa pagkatalo niya (because of
those controversies and his losses). So, I think my opinion on his clearing operation,
ngayon (now), it's just, for me, tama lang ang ginagawa niya and ang challenge ngayon
don kung mapapanatili niya (he’s doing a good job, but the challenge now is whether he
can maintain or remain consistent to his work).
Malaki yung epekto nung clearing operation sa atin bilang mga estudyante (It has
big effects on us as students) kasi (because), first, the more kasi na mas maraming tao
na nasa kalsada, mas mataas yung chance na prone ka sa crime (the more people
there are on the road, the higher the chances that you are prone to crime) . And,
although merong mga apektadong tao sa mga businesses nila (there are people
affected on their businesses), in the first place kasi, if you're going to analyze it, mali
naman kasi talaga yung ginawa nila sa simula palang (from the start, what they were
doing was already wrong). So, I think magandang effect siya sa atin, kasi hindi lang for
the sake na mayroon tayong maluwag na daanan at ang malaking tulong niya is yung
pinapakita sa atin (he has good effects on us, because of the reason that he does not
only do it for the sake of us having wider roads, but also, which is a great help, is that he
shows us) in a macro scale na kung ang gobyerno nga ay kayang disiplinahin yung
kapaligiran niya, kailangan din natin maging disiplinado sa ating mga sarili (that If the
government can manage his surroundings with discipline, we must also become
disciplined people). And, i think, as a student, as a youth makakatulong tayo sa ating
government, sa mga effort na ginagawa nila, kung imamaintain natin kung ano yung
natapos niya or ano yung ginagawa nila sa kasalukuyan. (we can help our government
on their efforts, if we can maintain what they started and/or currently implementing).

So far he is doing fine. However, there are pros and cons in each situation. If
clearing operation na tinutukoy yung mga pag-clear ng garbage sa paligid natin (that is
being referred to is the removal of trash in our community) , of course, that's something
positive na maaambag sa (that can contribute to the) city of Manila. While clearing
operation regarding the street vendors naman, it's also a positive thing na may
nangyayaring ganon. When first point is illegal naman yung pag-plaplace ng business
sa ganong lugar (it was illegal to place their business on the road). However, before
doing that, kailangan meron kasi silang concrete plan na ipakita sa tao kung saan
mapupunta yung inaalis nila (they need to have a concrete plan to show to the people
on where they will be relocated).

For me, it's a very good thing for us manileños, especially for those commuters, just like
me, personally. And I think that Mayor "Isko" Moreno is doing a great job about it.
Yes, personally, I felt the change, the positive change and as a student the only thing
that I can do is to obey his policies, especially, maybe, at a small point or a small
instance. For example, if I saw, it's very cliché, pero (but) if I saw some trash within my
vicinity, I would really pick it up. So, I think, that's probably the most common way of
helping our government about cleaning our environment or surroundings.

Well yung una kong na-observe, is medyo kakaiba dahil bata siya na Mayor and
most importantly muka siyang mapagkakatiwalaang tao (Well, from my first observation,
it is unusual because he is a young mayor, he also looks like a reliable person), and for
such a short span of time marami siya nagawa (he already implemented a lot of work).
Ung mga clearing operation and then active din sa social media, interactive din siya sa
mga tao, marami siyang nagagawa ( The clearing operations, him being active in social
media, and interactive towards the people, he finishes a lot of work). Hands on talaga
siya, kasi nakikita mo siya often (He is personally present in his work, because you can
see him often). Always present siya sa social media (He is always active in social
media). Lagi siyang may ginagawa sa city (And he is always doing work for our city).
Kung i-oobserve mo, drastic talaga yung changes and effects nung clearing
operation (If you observe, you can notice that there are drastic changes and effects
because of the clearing operation). Ako, personally, nakatira kasi ako sa Blumentritt ,so
, yung Blumentritt market medyo makalat doon lagi, hindi nakakadaan yung jeep ( I live
in Blumentritt and the Blumentritt market is always quite messy, so jeepneys can’t
cross). So everytime na uuwi ako, mas nakakatulong yun sakin dahil hindi na siya
stressful, hindi na siya mahirap daanan, hindi na siya makalat, hindi na siya mabaho
(So every time I go home, it’s much more helpful because it’s no longer hard to cross,
it’s no longer dirty and it’s no longer smelly. And, ganun na rin sa Divisoria, mas madali
ka ng makakabili ng gusto mong gamit, mas madali ka ng makakapunta sa mga lugar
na gusto mong puntahan(that also applies to Divisoria, it’s much easier to buy what you
want, it’s much easier to go where you want). And siguro makakatulong ako (maybe, I
can help), in the simplest way, as being an upright citizen and a good student that
follows the rules.

Para sakin, nakakabilib kasi after ng maraming operation from the former
mayors, sa kanya talaga yung naggawa ng ayos, yung lahat naki-cooperate. Sa kanya
yung pinakamaayos na operation (For me, it is very impressive, because after all the
operations from the former mayors, he was able to do it successfully and orderly, in a
way that all cooperation. He had the most organized operation).
Para sakin, mas-feel ko na ang aliwalas nang tignan ng Manila, tapos pagtitignan
mo kasi pag-gabi sobrang gulo, nakakatakot ngayon okay ng maglakad. As a student,
tutulong na lang ako by simply segregating yung trashes, tapos tamang pagtatapon ng
basura. (For me, it felt like Manila is more spacious, and if you observe during nights,
before, it was chaotic and scary, but now it ok. As a student, I will help by simple
segregating the trashes, and by throwing trash the right way.)

Actually, for me, it's very good lalo na't I’m from Quiapo (especially since I’m from
Quiapo), so diba madalas doon yung mga illegal vendors (because there are a lot of
illegal street vendors there). Alam ko na for the long run maganda yung magiging effect
nung ginawang clearing operation (I know that in the long run, the clearing operation will
have good effects), kasi siyempre ma-lelessen yung traffic and such (because of course
the traffic will lessen and such).

Para sakin, maganda kasi siya lang yung tanging Mayor na, kunwari yung
situation sa Divisoria, siya lang yung nakaalis ng mga illegal vendors doon. (For me, it’s
good because he was the only Mayor to actually remove the illegal vendors, take the
situation of Divisoria for example.)
Yun nga yung sa Divisoria, one example noon, kasi diba wala na yung illegal
vendors doon. Parang mas napapadali yung usad ng mga jeepney. Yung mga
estudyante na, kunwari from Divisoria tas papasok sa school, hindi na sila masyadong
natratraffic and less time na yung na-coconsume. (Like I said from the situation of
Divisoria, there’s no more illegal vendors, so the flow of traffic is much easier. Students,
for example those from Divisoria going to school, they don’t go through traffic as much,
therefore having less time consumed.)

Yung opinion ko po about kay Mayor Isko, masyado po akong natutuwa doon sa
mga op na ginagawa niya ngayon. Especially yung sa mga daanan, kasi as a person na
malapit po doon sa mga lugar na naaapektuhan nung mga ginagawa niyang op,
sobrang nakikita ko po yung difference nung mga pagbabago po nung mga lugar na
yon. (My opinion on Mayor “Isko”, is that I am deeply joyed for his operations that he is
currently doing, especially operations on the road. Because as a person that is close to
those places that are affected, the difference because of the changes are obvious.)
Yung mga magaganda po, siguro, na nagawa ni Mayor Isko yun nga po yung sa
may mga roads, yung pag-cleaning tiyaka, yung sa mga bangketa, yung mga extra
tricycles or mga vehicles po doon. Unlike dati na sobrang crowded, kahit sa Divisoria,
sa Blumentritt, as in, ngayon po wala talaga. Sobrang linis niyang tignan. (The good
things that Mayor “Isko” finished are, like I said, those operations on the road, the
cleaning of the sidewalks, even in Divisoria and Blumentritt, that, currently, have no
trash. It is very clean.)

May good effect siya kasi ngayon, nung nagkaroon ng clearing operation,
nawalan ng traffic sa Divisoria. Makakatulong ako sa paraan na, yung ishashare ko sa
iba, sasabihin ko sa iba kung ano ba yung maganda naidudulot ng clearing operations
ni Mayor Isko dito sa Manila. (It has good effects, because, now, when the clearing
operations are being implemented the traffic was lessened in Divisoria. I can help in a
way of sharing the advantages of Mayor “Isko’s” clearing operations here in Manila.

Mas pinaganda niya yung area ng Manila and mas binigyan niya ng pansin yung
tungkulin niya bilang Mayor. (He made the area of Manila beautiful and gave his job
and responsibilities importance.)
Yes, kasi mas na fefeel ko na safe ako dito, tapos mas nagiging comfortable ako.
Hindi ako magtatapon kahit saan, sa tamang tapunan ako magtatapon. (Yes, because I
feel safe here, and I feel more comfortable. I wont throw trash everywhere, only at the
correct trash disposal.)

So, siyempre, sabi nila little things matter. Halimbawa, starting from the common
level ng mga estudyante. Estudyante pa lang, dapat nagprapractice na siya ng good
environment, good environment practices, malinis na dapat yung bahay, malanis na
sarili, ang result non malinis yung environment. Then, makakatulong ka kay "Isko", sa
Manila. Hindi lang naman benefit mo yung makikinabang, benefit din ng environment
pati ng future generations. (Of course, they say that little things matter. So, take the
starting levels of students for example. As a student, it is a must to begin good
environment practices, to have a clean house and a clean self, and the result of that will
be a clean environment. From there, we can help “Isko” and Manila. Because It is not
only for our benefit but for our environment and our future generations.)

Sa tingin ko, maganda naman, pero yung epekto kasi nito sa mga nagtitinda,
kasi pag-nagclearing operation ka, parang tinaggalan mo ng trabaho yung mga
nagtitinda. Pero may maganda siyang effect kasi nalilinis yung environment natin,
tiyaka, nagiging maluwag sa mga dinadaananng sasakyan, naleless yung traffic. (From
my perspective, it is good. But it has it effect on the vendors, because with the
implementation of the clearing operations, you’re basically removing the jobs of the
vendors. But it still has good effects, because it still cleans our environment and we
have a wider road for vehicles, reducing traffic.)
Sa tingin ko, sa pagpasok ko, mas lumuwag yung kalsada, kaya mas maaga
akong nakakarating sa UE, bihira na lang ako malate. Sa tingin ko, i-raraise ko na lang
yung awareness nung mga tao na dapat maghanap sila ng tamang lugar, kung saan
dapat magbenta, para hindi sila yung hahakutan na lang bigla, pero alam ko nagbibigay
pa naman ng palugit. Pero, sometimes kasi hindi nasusunod ng Filipino, kasi nga may
ugali tayong mga Filipino na pag-sinabi na ganito parang kinokontra pa natin, ilalaban
pa natin yung Karapatan natin. Pero hindi natin malalaban yun kasi nga Mayor na yon
at nasa power niya na mag-clearing operation. (From my perspective, when I go to

like ah maraming mga tao na guminhawa ang buhay kase parang nawala yung traffic

CHAPTER 3
Analysis of Data
Questions:
Question 1
The the overall opinion of the Grade 11 and 12 students on newly-elected Mayor
Francisco Domagoso’s clearing operation is good. Majority of them reason out that it
has good effect to the environment for cleaning the streets and make the surroundings
clean and presentable for the tourist and the community. Next to it is the good effect on
the side walks and transportation. It gives way to the community to freely walk on the
side walks of Manila and it lessen the traffic because the streets that has been occupy
by the vendor is now accessible to any kind of public vehicles. It produces many routes
fro the commuters. Also, some of them said that it is good that the mayor break the
norm of the illegal vendor occupying the streets. Few of them thought that it makes the
Manileno discipline. Although it has good effect, some of them pointed out the negative
of the clearing operation. They reason out that the Mayor do not have a concrete plan
for the vendors that is affected by operation. They lose their source of income and jobs
that will lead the poverty rate increase. Given the numerous opinion of the Grade 11
and 12 students on the clearing operation, one of them give emphasis that through this
operation it will make Manila less prone to diseases, risk and hazard and safe for every
Manileno.
Question 2
As for the second question, UE senior high school students clearly state that there is a
good effect that Manila clearing operation has done to them. It is mainly because they
can now walk without any difficulty. Unlike before, when vendors are almost
everywhere, occupying the streets with their products that results them and public
vehicles to hardly pass by. An interviewee also added that the public vehicles such as
jeepneys became well ordered now by traffic enforcers. Still, even if they feel comfort,
they can't help but think of vendors who have lost their jobs beacuse of the operation.
For the follow up question, interviewees had similar answers saying that they could help
by following the rules and providing support to maintain the good effect of the operation.

CHAPTER 4
Summary
For the subsequent inquiry, interviewees had comparative answers saying that
they could help by adhering to the principles and offering help to keep up the great
impact of the activity. Concerning the subsequent inquiry, UE senior secondary school
understudies obviously express that there is a decent impact that Manila clearing
activity has done to them.
Based on the data we gathered from the survey that we made, most of the
respondents agreed on the question “Do you agree that Mayor Domagoso is being fair
to the street vendors in Manila?”, out of fifty respondents, fifteen of them answered
strongly agree and twenty two students answered agree. In the second question from
our survey, out of fifty respondents twelve students answered strongly agree and
seventeen of them answered agree to the question “do they agree that the affected
street vendors can gain benefits from the clearing operation?”. Almost all of the
respondents answered strongly agree to our third question which is “do you agree of
Mayor Domagoso's clearing operation?”, many of the students are strongly agree to this
question because they think that Mayor Domagoso’s clearing operation can make City
of Manila beautiful again. The fourth question “do you agree to coordinate on Mayor
Domagoso's future plan for Manila?”, out of fifty respondents thirty five of them
answered strongly agree. Based on the answers that we gathered, this shows that
many students are willing to cooperate to our Mayor Domagoso’s plan for the City of
Manila. We all know that Mayor Domagoso loves to share and broadcast all of the
things he do for Manila. In question five which is “is Mayor Domagoso doing only the
clearing operation for publicity or fame?”, most of the respondents did not agree to this
question, out of fifty respondents fifteen of them disagreed and fourteen of them
answered strongly disagree. In the survey, the sixth question is “do you agree about the
clearing operation of Mayor Domagoso can boost the Manila's tourism and economy?”,
almost all of the respondents answered strongly agree to this question, out of fifty
respondents thirty eight of them are strongly agreed that Mayor Domagoso’s clearing
operation can boost and improve the City of Manila’s tourism and economy. Before
Mayor Domagos’s term we had Mayor Estrada, in our last question in the survey we ask
if the respondents agree that Mayor Domagoso’s performance is better than the former
Mayor Estrada, out of fifty respondents, thirty eight of the respondents are strongly
agreed that Mayor Domagoso’s performance is better than the latter Mayor Estrada.
Conclusion
The students have positive thinking when it comes to the personality of the new
elected Mayor Francisco Damagoso because of his physical appearance and for being
open to the public and they find it interactive. Also, they were amused at his young age,
he achieved to be the Mayor of Manila. For that, they give their full trust to him for the
position. Thus, they think that the Mayor will bring great impact and change in the City.
This administration will bring light to the City of Manila.
Recommendation
Time Requirement. The researchers find it difficult to conduct and polish the study
in one semester as there are a lot of outside forces that can considerably hinder the
researchers to finish the study. The researchers recommend that the future
researchers will inquire at least three quarters or two semesters to complete it for them
to fully examine the philosophies and subject that were discussed.
Further Studies. The researchers recognize that there will be questions that are
left unanswered for those topics that were discussed briefly as it was already beyond
the boundaries of the research's delimitation. Thus, the researchers recommend that
the future researchers conduct a study for those subjects matter which were not deeply
tackled.
