ORDER ON JURISDICTION AND INVESTIGATION

Pursuant to NRS 281A.715

The Nevada Commission on Ethics (“Commission”) received an Ethics Complaint

(“Complaint”) on December 6, 2018, regarding Subject Jason Champagne (“Subject”), a
member of the Nevada State Board of Dental Examiners (“Board”). On January 22, 2019,
pursuant to the requirements of the Nevada Ethics in Government Law set forth in NRS
Chapter 281A (“Ethics Law”) and NAC 281A.405, the Commission conducted its
jurisdictional and evidentiary review of the record, including the Ethics Complaint and
supporting evidence, supplemental evidence, and the recommendation of the Executive
Director.

IT IS HEREBY ORDERED:

Although the Subject is a public officer under NRS 281A.160 and the evidence
provided regarding the Subject’s conduct implicates the Ethics Law, the conduct falls
outside of the 2-year statute of limitations period set forth in NRS 281A.280.
Therefore, the Commission lacks jurisdiction to investigate the allegations and
dismisses this Complaint. Nevertheless, the Commission determines it is
appropriate to issue a confidential letter of caution to the Subject regarding
prohibited conduct associated with the use of his official position to secure an
unwarranted advantage for himself or any person to whom he has a commitment in
a private capacity, including a nonprofit organization.

AMENDED ORDER ON JURISDICTION AND INVESTIGATION
