CHAPTER I

INTRODUCTION

1.1 Background of the Study

An Information System (IS) is an organized system for the collection,

organization, storage and communication of information. More specifically, it is the study

of complementary networks that people and organization use to collect, filters, and process,

create and distribute data. Or Information System are for doing operations in an organized

manner. IS are helpful in organizations to make sure every operation happens in order. It

is able to automate calculation, processing of data, and storing information. It interacts with

employees making their jobs easier with less time to satisfy the needs of the customers.

The key is to keep employees do their jobs in the most efficient way while saving time.

One of the expanding businesses in many cities nationwide is the water refilling

station. It`s mushrooming on every street corner, because a lot of people in urban areas

prefer to get their drinking water from these water stations, it`s simply clean and safe to

drink. Over the years, as the demand for cleaner water becomes higher, the price of

household water purifies and bottled water has become prohibitive. Water refilling stations

manages by private entrepreneurs offer a cheaper and more convenient solutions to the

public`s drinking water needs than bottled water or the use of household filters.
Today, some water refilling station have their own use technology to save

information from their clients. They use system to produce receipt to their client using

software. They use IRIDIUM business software where these system have the Customer

service, web store, delivery and route trucks, inventory, billing, management, and

accounting. (we only search for one sample software).

We try to interview the owners of the water refilling station and we notice that

they do manual computation, writing receipt and recording information about the billing

statement. But some water station use software to record information. Because it was easy

to use and they want to prevent data losses.

Our team make a system and software to use by owner of small business of water

refilling station. We make a software that can give a receipt for the billing of the client and

a easy recording of information of the client. We also make an inventory that you can check

if how many items that are still available. And a system that will record all the information

from your software that you input from the user.

1.2 Objective of Study

To create a billing statement and inventory management.

1. To learn how the process of the water refilling station’s manual system runs.

2. To avoid problems that are encountered in their manual system.

3. To provide a developed and useful for our beneficiary that will:

 Promote their business by giving them an advanced system

 Fasten up the orders that are made

 Record any transactions that have been done

 Help them in having accurate financial monitoring

 Be able to provide a receipt or proof of purchase upon ordering

 Be able to provide a record of sales monthly

 Generate reports based on the records they have

1.3 Purpose and Description

Purpose

The benefits that the proponents will achieve while developing this system are the

skills and techniques in programming and design. Developing this system will improve

their research abilities which will be helpful also to their studies and lives as BSIT students.
Description

Water refilling billing system is made to improve any water refilling water station with the

use of modern technologies. With the help of technological devices, it can change the

manual system of any water refilling station. This system is designed to give ease and

comfort to water refilling station owners’ and managers and help them in tallying and

computing their sales and be able to increase it by attracting and impressing customers with

the technology used by the water refilling station. This system shall aid the proponents to

boost self-confidence in getting accurate information to their beneficiary by

communicating not just only to customers of the said water refilling station but also to the

general manager and store owner themselves.

1.4 Scope and Limitation of Study

The System will print out receipt that include the information about the clients. It

include the billing statement, the address and name of clients. It also perform account

administration, create management reports and services that they need.

The proposed automated system should generate reports of daily and monthly sales

including reservation transactions of Water Refilling System. It will generate receipt on

every transactions inputted to the system.


The software will display view of calculations of every transaction. For security

and privacy of the management, the Billing System comply two log-in users with different

access level. The system will store and recognize customer reservation.

We also include the inventory of the item. The adding of the item and the automatic

subtracting of the item when they ordered. It also perform the void item for the delivery

and walk-in where you can delete that item that the costumer don’t need.

Our limitation of study is only for the billing, inventory, client record for delivery

and to void item in walk in and delivery. The billing system focus on the development of

an information system that will automate manual transaction in Quench Water. However,

the study has focused on the following.

The literature and studies cited in this chapter tackle the different concept,

understanding, and ideas, generalization or conclusions and different development related

to study of the Water Refilling Station from the past up to the present and which serves as

the researchers guide in developing the project. Those that were also included in this

chapter helps in familiarizing information that are relevant and similar to the present study.

2.2 Review of Related Studies Foreign/Local

The demand at the water refilling stations – water stores that sell purified water –

is now increasing. The quality of purified water conforms with the national standards for

drinking water and is even better than the quality of water produced by traditional water

supply systems in terms of removed impurities. Over the years, as the demand for cleaner

water becomes higher, the price of household water purifiers and bottled water has become

prohibitive. Water refilling stations managed by private entrepreneurs offer a cheaper and

more convenient solution to the public’s drinking water needs than bottled water or the use

of household filters. At present, about 3,000 water refilling stations have proliferated

nationwide. They sell purified water of comparable quality with bottled water at a lower

price. For example, the current price per gallon of refilled purified water in Metro Manila

ranges from P 50 to P 120 per 5-gallon container or about P 2.50 to P 6.00 per liter while

the bottled water is sold at P 12.00 to P 25.00 per liter. Household filters, on the other hand,
cost P 5,000 to P 25,000 per unit ( 1 US $ = P 56 in 2004). In Metro Manila, most of the

water refilling stations are connected to the pipes of two concessionaires: Maynilad Water

Company or Manila Water Company for their source of raw water while in other areas they

opt to use private deep wells. The “potable water” supplied by the providers is then further

purified by utilizing a combination of water treatment equipment, such as sediment filters,

carbon filters, water softeners, reverse osmosis membranes, ultra-violet lamps, and ozone

generators. Typical water refilling stations can produce 3,000 to 12,000 litres of purified

water per day. In previous years, most of the people were bringing a container to a water

refilling station to buy purified water. Now a days, because of convenience on the part of

the consumers, purified water in 5-gallon (22.7 litres) containers are delivered by the

station directly to the people’s home. Aqua Sure, a water refilling station in Metro Manila,

can deliver 5,500 gallons (25,000 litres) a day to its 8,000 household clients. Features of a

water refilling station Structurally, water refilling station can be operated with a minimum

area of at least 20-25 square metres. It comprises the following sections: refilling and

selling room, enclosed water purification room, container washing and sanitizing room,

storage room for empty and refilled containers, source water storage facility, toilet and an

office. To operate the water store, about five employees are needed. 1–Manager–Overseas

store operations at least 4 hours a day. 1–Accountant/Bookkeepper–Makes financial

statement of business operations. 1–Administrative assistant–Logs and handles cash sales

and purchases. 1–Front Liner–Accepts and refills containers of customers. 1–Technical

Asst.–Maintains and runs the machine. 1–Driver/Delivery Man–Transport refilled


containers to customer’s home, The main processes in a water refilling station is dictated

by raw water quality.

The typical steps are filtration (several stages), softening, and disinfection. The

machines that could be installed for such processes are the following Multi-media sediment

filter removes sediments such as rust, sand and particles that are invisible to the naked eye;

employs a total of 5 filters. Ion exchanger–replaces hard minerals with soft minerals.

Activated carbon filter – removes all organic chemicals, herbicide, pesticide, offensive

odor and bad taste. Reverse osmosis membrane – the heart of the system and the most

expensive unit; removes inorganic minerals, bacteria and viruses while retaining its oxygen

content. Since the filter size is very small at less than 0.05 micrometre, the product water

could have a total dissolved solids (TDS) of less than 10 ppm. The filtration process rejects

about 50 percent of raw water volume. Post carbon filter improves the taste of water.

Ultraviolet lamp ensures that the water is free from disease vcausing micro organisms.

Ozone generator inhibits the growth of bacteria in the product tank and prolongs the shelf

life of water. The efficiency of water purification system in removing impurities is high.

The 10 water quality parameters measured by Magtibay (2001) showed an average of 80

percent-efficiency. Institutions-and-policies The agencies directly involved in the

establishment operation of water refilling stations are as follows. The Department of Health

(DOH). DOH is the main agency responsible for protecting the health of the people. The

Sanitation Code of the Philippines mandates DOH in protecting drinking water quality.

Consequently, DOH issues implementing rules and regulations prescribing sanitary

standards for water supply systems, including water refilling stations. The Center for
Health Development (CHD) is the regional branch of DOH. Its main function is to provide

technical assistance to local government units and to monitor DOH programme

implementation which includes water quality and sanitation standards. For water refilling

stations, CHD is mandated to issue initial and operational permits. The Local Government

Units (LGUs) are mandated by Presidential Decree (PD 856) to issue sanitary permit,

sanitary clearance, health certificates, certificate of potability, drinking water site clearance

and closure order (if necessary) and to conduct sanitary inspection of WRS. The Water

Quality Association of the Philippines Inc. (WQAP) is an organization of private firms

who are engaged in the manufacture, sale, and distribution of water refilling station

equipment and supplies, as well as water treatment and purification equipment and

technology for household, institutional, commercial and industrial applications. About 85

percent of its 250 members operates water refilling stations. Association of Water Refilling

Entrepreneurs (AWARE) concentrates on resolving business management issues of its

members. Presidential Decree No. 856 (PD 856) or the Sanitation Code of the Philippines

is the main law requiring all establishments to comply with existing sanitary standards to

protect public health. Guidelines for operating a water refilling station are indicated in the

Supplemental Implementing Rules and Regulations on Water Supply of PD 856 issued in

1999.Water quality monitoring Source water and product water are subject to regular

monitoring by the local health office. The national standards for drinking water contains

54 parameters that must be complied with. Only DOH-accredited laboratories are allowed

to conduct water testing and analysis. The frequency of monitoring is as follows.

Bacteriological quality – at least monthly, Physical quality – at least every six (6) months,
Chemical quality – at least every six (6) months, Biological quality – at least once a year,

Monitoring of radioactive contaminants shall be done only if there is significant input of

radiation from the surrounding environment. Conclusions, Water refilling stations can be

a good source of safe drinking water in the Philippines. Purified water can meet the

aesthetic standards easily detectable by the people in terms of taste, odor and color. The

efficient water purification processes can make the quality of water superior to the

traditional water systems. However, the risk of is possible if the handling practices are not

closely monitored.

Local

Chapter 2 on water supply, as outlined in the DOH regulations, requires that all

water refilling stations must be located at least 25 meters away from any direct source of

pollution, and not in an area subject to flooding. Proprietors are required to have water

samples tested by a DOH-accredited laboratory to comply with the Philippine National

Standards for Drinking Water (PNSDW).

In addition, the DOH has specific rules on how refilling stations should prepare, refill,

handle, store and deliver water. Water containers must be properly sanitized before filling

them with purified water, using DOH-approved sanitizing solution to disinfect the

container from germs. Washing the container with merely water and soap is insufficient.

The DOH also demands all personnel to wear protective gear such as gloves, face masks,

hair nets, and scrub suits to prevent purified water from coming into contact with any part

of the body.
Refilled water for delivery is then transferred into sanitized transports that ensure water is

maintained at room temperature (25C-28C). Delivery vehicles that leave the containers

exposed to dust, pollution, heat and direct sunlight are not acceptable Water Refilling

Stations are required by law to adhere to the Department of Health(DOH) Implementing

Rules and Regulations of the Sanitation Code of the Philippines, stipulated in Presidential

Decree 856.

MANILA, Philippines – Buying drinking water from refilling stations has become

the most common way of obtaining clean and safe drinking water. There are now more

than 20,000 water refilling stations in the country, where up to 40% of households

nationwide and 60% of Metro Manila residents buy drinking water.

Proactivity is encouraged for consumers to get the cleanest drinking water possible. As a

research study from the Pediatric Infectious Disease Society of the Philippines puts it,

“Characteristics of the [water refilling] stations such as the disinfection method, frequency

of monitoring, personnel hygiene, attire and practices all affect the safety and potability of

the product water.”

Dr. Victorio Molina, an associate professor at the University of the Philippines (UP) Manila

College of Public Health, identifies proper operation and adequate education of handlers

as key factors in the water treatment process.

Trained personnel should ensure that the filters used in the water tanks of water refilling

stations are regularly changed.

“The filters don’t last forever,” he explains. “You have to change the filter from time to

time, so that’s a very important factor. And then the proper cleaning, the proper handling
and of course compliance to the requirements of the DOH in terms of training [is also an

important factor].”
CHAPTER III

METHODOLOGY OF STUDY

3.0 Methodology of Study

Existing

A list of rcgistered refilling stations in the City or Olongapo was obtained from the

City Hall of Olongapo. O achieve statistical significance, fifteen percent (15%) from the

list was randomly selected to be included in the study. A questionnaire was used to

interview the personnel manning the refilling stations (Appendix C). A single water sample

was obtained from each selected refilling station to represent each station. Autoclaved glass

containers with rubber stoppers were used to collect the samples. Containers were placed

directly under the waterjet and filled. Samples of0. I mL each were inoculated on

MacConkey agar using the spreadplate method. Samples were incubated at 37 for the

period of 48 hours. The samples were then inspected for microbial growth after the

incubation period.To avoid bias, it was not made known to the refilling stations that the

water purchased was being analyzed. The medical who did the cultures were

likewise blinded on the identity of the refilling stations.

3.2 Methods used in developing the project/System

The proposed Water Refilling System overall inventory and billing and delivery. It

can perform its tasks effectively and conducts itself in a fair manner unless used improperly

by the user.
3.3 Research Design

The main aim of this project is to try or test our abilities in Visual Basic 6.0 and

Microsoft Access to see how much did we learn and to see what we can do, and the result

obtained was a simple automated Water Refilling Station System, This automated Water

Refilling Station System can easily to inventory and the billing and the delivery.

THE EXISTING OF SYSTEM

The main aim of this project is to try or test our abilities in Visual Basic 6.0

and Microsoft Access to see how much did we learn and to see what we can do, and the

result obtained was a simple automated Water Refilling Station System, This automated

Water Refilling Station System can easily to inventory and the billing and the delivery.

5.1 Summary of Findings

services filtered water coolers. According to the site, over half of the Fortune 500 are

customers.Zenith International lists Quench as a leading distributor in the point-of-use

(POU) market along with Macke Water Systems and Nestle Waters.Quench is an

independent operating company of AquaVenture Holdings.Quench is headquartered

in King of Prussia, Pennsylvania. Quench was named an Online MarketingSuccess Story

in Google's 2011 Economic Impact Report.In 2008, Quench was named a top 25 most

successful startup by Businessweek.

5.2 Conclusions

The proposed Water Refilling System overall inventory and billing and delivery. It

can perform its tasks effectively and conducts itself in a fair manner unless used improperly

by the user.
5.3 Recommendation

 Participation in campaigns to calibrate remote sensing satellites using ground-based

data.

 Mechanism for scientific collaboration leading to international and regional

cooperation.

 Development of regional water model of the angat dam.

 Regional standard for water resource management.
