We had an excellent turnout for the meeting, packing Rm 350, including


many legislators

Introduction/Background by North Dakota Representative Kathy
Hawken
Women in Government is a “national, non-profit, bi-partisan
organization of women state legislators, providing leadership
opportunities, networking, expert forums and education resources to
address and resolve complex public policy issues.” Fro detailed

12:00pm - Presentation by Debbie McCabe with Molly’s Fund


Molly’s Fund, which is headquartered in Clackamas Oregon, brings
people together to fight the debilitating illness, lupus. Visit

They requested a Oregon pass a resolution establishing Lupus
Awareness Month. Sen. Rosenbaum will get that drafted.

12:10pm-1:00 – OWH&WA Priorities for 2011

We had a rundown on the status of the following ideas:


Paid Family Leave – Rosenbaum’s office will introduce a bill similar to
2009 Bill – Possibility for Federal grant for States with programs to help
with start-up.

OBCCP Treatment fix – We will be reintroducing the treatment part


of the pair from 2009 Session (SB 891/892). Expands eligibility for
treatment once diagnosed with breast or cervical cancer.

Sen. Rosenbaum office is drafting.

DV/Workplace? – Working on outreach and education at this point –


BOLI has been working with DV community to assist with ed/outreach
of workplace safety laws.
With the tight budget situation, our focus will be to preserve
funding for DV services; in fact, for many of programs often on
OWHWA agenda (like
Employment Related Day Care, DV Services, etc.) we will need
to focus on Preserving funding for vital services.

BPA/Children’s Safety? – BPA Bill will be reintroduced – Will be


modeled after Washington State bill. Covers baby bottles, sippy cups
and formula. OEC will is also introducing labeling requirements on
other products.

Maternal Mental Health - Recommendations from Taskforce?


Taskforce will report back to legislature in Sept, but will send
recommendations in advance. Probably 2 pieces that need legislation
Task force will present findings at House Human Services
committee; Maternal Mental Health report available on table, or
at http://www.oregon.gov/DHS/ph/ch/docs/HB2666-mmh-

Rep. Tomei has asked for LC draft of recommended legislative
changes.

Birth Anomaly Registry? Oregon didn’t get the CDC grant. Folks will
regroup and report
Rep. Tomei office is asking for redraft of last session bill.

Breastfeeding in the Workplace – Update from BOLI – Federal bill


passed and now the State needs to be sure our bill is consistent with
Federal requirements. BOLI is working through these changes
BOLI drafting changes, keeps strongest provisions from Oregon,
adds tougher provisions from fed.

Human Trafficking – Statute changes (Barton/Tomei) – Human
Trafficking Awareness Day and looking into separating penalties for
victims and perpetrators.
Barton’s office (Senate side) and Tomei office (House) are
working on parallel concepts. Also, advocate groups are
planning to ask Gov. to proclaim Jan 11 Human Trafficking
Awareness Day and organize activities in the Capitol.

Sexual Assault Response Teams – (Sarah/ Sen. Edwards) - Creation


of SARTS in every county - Senator Edwards is drafting.

Teen Dating Violence (Bailey) – Increasing education about healthy


relationships for high school aged kids

Budget issue to watch
Stragnulation Bill – Increase to felony offense (Rep. Gelser, DOJ?, Sen.
Sharader)

Budget Situation – We will include language in our agenda for 2011


that emphasizes protecting vital services/programs.

DOJ Budget –Child Support


Kate Richardson from DOJ talked about a couple of ideas they are
moving forward with.

Doherty working on this.
