Section-A
1. INTRODUCTION
This specification covers the design, manufacture, inspection and testing at the
BIDDER's/VENDOR’s works, packing, transportation, delivery and storage below listed items
with all accessories to site for WMP, FRFCF project at Kalpakkam.
a) Ladder type Galvanized steel cable trays, cable tray covers, clamping bolts and
other cable tray accessories such as coupler plates, bends, tees, reducers,
vertical elbows etc.
b) Perforated type Galvanized steel cable trays, cable tray covers, clamping bolts
and other cable tray accessories such as coupler plates, bends, tees, reducers,
vertical elbows etc.
c) Solid type Galvanized steel cable trays, cable tray covers, clamping bolts and
other cable tray accessories such as coupler plates, bends, tees, reducers,
vertical elbows etc.
Detailed technical specifications with complete scope of tender are given in Section-C
of this tender.
2. LOCATION
The site of FRFCF, Kalpakkam herein after referred to as ‘site’ is located in the state of
Tamilnadu. The project site is located at sea coast & the atmosphere is laden with salt
spray. The climate is tropical with high humidity and heavy rainfall conducive to rust and fungus
growth. The maximum temperature and relative humidity likely to occur simultaneously are
40°C and 80% respectively. The derating of the equipment shall be done by taking 45°C as
an ambient temp if it is designed at a lower ambient temperature.
Two quotations with two copies of supporting signed documents shall be uploaded
at site online.
The material shall be delivered within 18 months from date of release of purchase order.
The Bidder shall submit all supporting information and technical data as requested for in
Section-D: Format for submission of Tender, part-I “Technical” with vendor
evaluation proforma to permit the purchaser to make a detailed comparison and evaluation
of the offers.
The tenderer may in addition, furnish any other supporting information, technical data,
drawings or booklets which, in his view, are necessary to assist the purchaser to make a

detailed technical evaluation of his offer as per annexure-10. The Tenderer shall furnish
their compliance with terms of the contract and technical requirements as per annexure.11
6. PRICE
6.1 Tenderers are hereby advised to quote against the offer in compliance with the
specification and then to quote alternative offers with their suggested equipment &
system, if there is any.
6.2 Break–up of prices, as asked for in Part – II of section D (Price schedule) of this
tender document, shall be furnished.
6.3 The recommended spares if any, may also be quoted by the tenderer in separate format.
6.5 Bidders are informed that no Foreign Exchange will be provided by the purchaser.
Deviations, if any, shall be brought out clause wise clearly in the “schedule of
deviation as per annexure-2” offer along with the quotation. In case there are no
deviations with the technical specifications, a note of compliance shall be submitted
with the offer.
8. VALIDITY OF OFFERS
The offer shall be kept valid for a period of three calendar months from the date of
opening of part-II of the tender.
Prints of drawings shall be made available for inspection and retention, if so desired.
The tenderer shall give at least 15 days advance notice prior to the commencement of
testing, so that the purchaser’s representative can plan to witness the test. Inspection
and testing shall be carried out as per Section-C of this tender document. One hard
copy and three soft copies of test reports shall be submitted after receiving the
approval of a preliminary copy from the purchaser.
quality surveyor shall not relieve the BIDDER from the responsibility of furnishing
material and workmanship in accordance with this tender document.
The bidder shall submit, monthly detailed progress report on the manufacture or
assembly of all materials covered by this tender document. It shall contain the
following information:
a. Engineering work.
The tenderer shall note that packing for shipment shall be in accordance with the
following instructions:
10.1 All the materials shall be suitably packed (in sea worthy packing) and protected, so
as not to suffer deterioration, damage or breakage during transit from supplier’s
works to site and storage in a tropical climate.
10.2 Each package shall be stencilled in bold character with indelible paint, protected
with shellac to indicate shipping marks, package numbers, kind of packages, contents,
dimensions, legal and gross weights in kg and purchase order no. and other
necessary dates to identify the particular components shall be given.
10.3 All the spare parts shall be packed in separate cases and clearly marked for easy
identification.
10.4 If different items are in a package, the net weight for each item and all necessary
information to identify the particular components shall be given.
11. TRANSPORT
a. Materials shall be dispatched only after obtaining a shipping release from the
purchaser or his authorized representative. No material shall be dispatched without
prior written consent of the purchaser or his representative.
b. The supplier shall be fully responsible for protective measures to ensure the safe
delivery of the materials. The supplier shall ensure the item at his own cost for its
c. The suppliers should, at his responsibility check and ascertain the existing rail/ road
limitation for transport of the material to the site and indicate the route along which the
materials will be transported.
d. Packaging of the materials shall be properly done. Each package shall be limited to size
and weight that are permissible under the existing rail and road limitations. All lifting
points shall be clearly marked.
e. The supplier shall not ship the material without the prior approval of the purchaser’s
inspector and subsequent written instructions to do so.
All the material shall be delivered within 18 months from the date of
placement of purchase order.
14. SUB-CONTRACTS
The BIDDER shall not sub- contract any or all of the work without a written consent
from the purchaser. The BIDDER shall be responsible to the purchaser for all
work of the sub-BIDDER, if allowed by the purchaser.
15. GUARANTEE
15.1 Bidder shall guarantee that the goods furnished by him shall be in full accordance
with the requirements of the tender technical specifications.
15.2 Bidder shall provide the warranty that the goods are new and of high quality and that
the goods are free from defects in design, materials or workmanship as applicable
and warranty shall cover for a period of twelve (12) months from the date of
satisfactory handing over the material to the Purchaser at the site or eighteen (18)
months from date of supply whichever is earlier.
15.3 If within the expiry of the above stipulated warranty / guarantee period, the subject
goods or an part thereof are found defective because of workmanship or materials,
bidder shall at his own expense repair or furnish and install replacement parts of
proper workmanship and material as approved by the Purchaser. The guarantee
period for replaced parts or repair works shall be the same as above.
16.1 Bidder should have satisfactorily executed similar contracts for supply of
Ladder type, Perforated type & Solid type Galvanized steel cable trays and shall
have minimum experience of 5 years.
16.2 Bidder shall have average turnover of at least 1.6 Crores over past 5 years ending
March 2016. This should be duly audited by a registered Chartered Accountant.
16.3 The bidder shell have bank solvency of value not less than 40 Lakhs.
16.4 Year-wise list of works carried out during last 5 years as well as list showing the cost
of works in progress.
16.5 Bidder shall have satisfactory completed similar work based on certificate of
performance by client during last 5 years as follows:
16.6 Shall not have incurred loss in more than two years during the last five years, nor
shall the firm be under court receivership or under liquidation.
16.7 The firm should not be under liquidation, court receivership or similar proceedings. A
self-certified statement by the firm should be furnished.
16.8 Work experience of Similar Nature of job of “design, manufacture, testing, supply and
inspection of Ladder type, Perforated type & Solid type Galvanized steel cable trays”
with Performance certificate in respect of completed works and reasons for delays, if
any.
16.9 Industrial Experience: Bidder shall fill up Annexure-3 and submit the supporting
documents as required. The bidder shall have experience in “design, manufacture,
testing, supply and inspection of Ladder type, Perforated type & Solid type Galvanized
steel cable trays”.
16.10 Project Resources: The bidder shall have a well laid out manufacturing facility with
adequate space. They shall submit a detailed list of heavy machinery indicating type,
capacity, duty, year of manufacture & valid recent calibration certification. It is
necessary that they shall have a manufacturing capacity to meet the delivery
schedule required for this work. The bidder shall submit past records of meeting
delivery schedule for job of similar nature. The bidder shall have adequate handling
facility on shop floor. They shall have adequate skilled manpower and adequately
qualified managerial and supervisory staff. They shall have qualified engineers with
experience for design and qualified drafting personnel for drafting work. The bidder
shall have qualified, experienced and skilled machine operators / welders / fabrication
personnel. They shall have adequate number of trained and certified QA personnel.
16.11 Organization: The bidder shall have a proper structured organization with
departments for important functions like design, drafting, production, QA, inspection
and procurement. The bidder’s quality system should preferably have an appropriate
ISO-9002 certification.

18.1 No party shall disclose any information to any third party concerning the matters
under this contract generally. In particular, any information identified as
proprietary in nature by the disclosing party shall be kept strictly confidential by the
receiving party and shall not be disclosed to any third party without the proper written
consent of the original disclosing party.
18.2 Any contravention of the above mentioned provisions by any BIDDER, sub- BIDDER,
consultant, advisor of the employees of the BIDDER will invite penal
consequences under the aforesaid legislation.
18.3 The BIDDER or sub-BIDDER, consultant, advisor or the employees engaged by
the BIDDER shall not use BARC’s name for any publicity purpose through any
public media like press, Radio, T.V. or Internet without the prior written approval of
BARC.
LIST OF ANNEXURES
The technical data sheet for all items included in the tender may be obtained from section-C
of the document.
Schedule of deviations
All deviations from the technical specification shall be filled in by the BIDDER clause by
clause in this schedule.
The BIDDER hereby certifies that the above mentioned are the only deviations from the
technical specification of the enquiry.
The BIDDER confirms that there are NO deviations from the contract conditions stipulated in
the General Conditions of the Contract of this TENDER.

that his firm has adequate financial resources for execution of this Contract.

4.31 600W TO 300W LEFT HAND REDUCER
3.1.1 Cable trays and the associated accessories including tray covers shall be Pre-fabricated
type Galvanized steel sheets.
3.1.2 The nominal width of cable trays selected is 50, 100, 150, 300, 450, and 600 mm. The
cable trays shall be supplied in standard lengths of 2500 mm.
3.1.3 Types of trays used are Perforated type, Ladder Type & Solid type.
3.1.4 The Flange height shall be considered for Ladder Type as 50 mm & for perforated &
solid type trays as 100 mm.
3.1.5 The thickness for cable trays shall be considered 2 mm and the thickness for cable tray
cover shall be considered 1.6 mm.
3.1.6 The maximum spacing between the rungs of the ladder type cable tray shall be
considered as 250 mm.
3.1.7 Cable tray covers shall be provided for Perforated & solid type trays as indicated in the
project drawings.
3.1.8 Accessories: The cable tray accessories are Vertical Elbows, Horizontal Bends,
Adjustable Bends, Crosses, Tees and Reducers, etc,. All accessories shall have
minimum bending radius of 600 mm.
3.1.9 The scope covers all these trays and special accessories including covers, coupler
plates, bolts, hinges for all type of trays as listed in items.
3.1.10 Connecting piece or coupler plate is used to connect two trays & accessories.
3.1.11 All finished cable trays and accessories shall be free from sharp edges, corners, burrs
and unevenness.
3.1.12 Galvanizing: All cable trays, tray accessories, tray covers & tray supports including
washers, etc. shall be hot dip galvanized. Should the galvanizing of the samples be
found defective the entire batch of steel shall be regalvanized at BIDDER's cost.
3.1.13 Grounding conductors for Cable Trays
25 x 6 GS flat conductor shall run along the trays & interconnecting the trays at every 2.5 m
intervals. 95 Sq.mm stranded copper conductor shall be used to grounding trays at
minimum two points and in addition at 25 meters interval for longer length of trays.
3.1.14 CABLE TRAY SUPPORT
The cable tray supporting structures shall be of steel and galvanized. This supporting structure
shall comprise of two parts, which shall be Vertical support channels & Horizontal supporting
arms. This Horizontal supporting arms shall be welded to the Vertical support channels to form
the cable supporting structure as shown in the drawing and this structure shall be welded to
the Embedded Plate (EP) on the wall in case of wall mounted cable trays, EP in the ceiling in
case of ceiling mounted cable trays and EP on floor in case of floor mounted cable trays to
mount the cable trays.
Vertical trays running exposed to corridor / rooms or the area having man movements shall be
covered with GS sheets. The thickness of this GS sheet shall be considered 1.6 mm.
a) The accessories/fittings shall be hot dip galvanized both inside and outside as per relevant
standards. The Pipes shall be of heavy duty type.
b) All accessories/ fittings required for making the installation complete, including but not
limited to normal and inspection tees and elbows, check-nuts, brass or galvanized steel
end caps, PVC/brass bell mouths for water-proof/fire-proof sealing, pull boxes, saddles,
spacers, couplers and required steel supporting work shall be supplied by the BIDDER.
c) Pipes shall be laid buried in ground, laid along the walls/structural members, along floors
and ceilings. Pipe sleeves which are required to be embedded in walls, roof slabs, floors,
trench and tunnel walls, under roads and tracks etc., will in general be furnished in place
wherever necessary by the PURCHASER for the portion of civil work completed until the
time the BIDDER for cabling work reaches site. However, in places where such pipe
sleeves have not been provided by the PURCHASER, the BIDDER shall install pipe
sleeves in place wherever necessary by breaking walls/floors as directed by the
PURCHASER.
d) All pipes shall have their ends closed by caps until cables are pulled.
The BIDDER shall carry out all the shop tests and inspections specified in the following clauses
in addition to those normally carried out by him. For equipment not covered by any code or
specifically mentioned in this specification, the tests are to be agreed with the PURCHASER.
a) Routine Tests: The routine tests to be carried out by the BIDDER shall include but not be
limited to the tests listed below.
i) Visual inspection, dimensional checks and verification of bill of material as per approved
drawings.
ii) The BIDDER shall perform test for galvanising to ensure that materials and workmanship
to the relevant standards.
v) Stripping tests.
b) Type Tests
The following Deflection test shall be performed.
One piece of straight section of each type of cable tray shall be simply supported at the two
ends. A uniformly distribution load of 120 Kg. per metre shall be applied along the length of
the tray. The maximum deflection at the mid tray shall not exceed 7 mm.
ii) Checking for continuity of power, control and instrument cable trays over the entire
route.
iii) Checking all sharp corners, burrs and waste materials have been removed from the
cable trays.
iv) Check for interference with reference to piping and ducting for proper clearance.
5.1 On award of the Contract, the CONTRACTOR shall prepare Quality Control Plan
identifying the various stages of manufacture, quality checks performed at each stage
and the Customer hold points. The document shall also furnish details of method of
checking, inspection and acceptance standards/values and get the approval of
PURCHASER or his representative before proceeding with manufacturing. However,
PURCHASER or his representative shall have the right to review the inspection reports,
quality checks and results of CONTRACTOR's in-house inspection department which
are not Customer hold points and the CONTRACTOR shall comply with the remarks
made by PURCHASER or his representative on such reviews with regard to further
testing, rectification or rejection etc.
5.2 The CONTRACTOR shall submit a detailed quality assurance manual which shall be in
line with the Quality Assurance Plans specified by the PURCHASER in this specification
to ensure that all the cables, cable trays and accessories covered in the scope, whether
manufactured or performed within his works or at his SUB-CONTRACTOR's works or at
PURCHASER's site or at any other place of work are in accordance with the specified
requirements.

Wherever V & W are both indicated, IGCAR QS to witness test or review TRs.
TRs not more than five year old from date of purchase order shall be reviewed for
acceptance. Otherwise test shall be carried out.
Minor: The characteristic of a component, process or operation whose failure neither
materially reduce the usability of the product in operation, nor does it affect the aesthetic
aspects.
Major: The characteristic of a component, process or operation whose failure may cause
operation failure which cannot be readily corrected at site or cause substandard
performance, increased erection and maintenance cost, reduced life or seriously
affect aesthetics or ergonomics.
Critical: The characteristics of a component, process or operation failure of which
will surely cause operating failure or intermittent troubles which is difficult to rectify at
site or render the unit unfit for use or safety hazards.
‘‘Failure ‘’ of a characteristic means failure to meet the ‘acceptance norms ‘.
Sampling: Generally in accordance with IS:2500. Sampling will be used as under:-
If 100% “witness” is carried out by “Prime CONTRACTOR”, IGCAR will witness on
sample basis, or if 100% “witness” of tests is carried out by “SUB-CONTRACTOR”,
“PRIME CONTRACTOR” will witness on sample basis.
Any deviation to this QAP shall be brought out by CONTRACTOR in his offer
failing which this QAP shall be complied with fully.

6.1 The CONTRACTOR shall arrange for appropriate handling facility necessary for erection
of all cables and cable trays and accessories covered under the scope of supply and
installation. The BIDDER shall indicate and include, in his scope of supply, all the
necessary tools/tackles required for erection, maintenance and servicing of the cable
trays. The PURCHASER reserves the right to exclude any of the above items from the
BIDDER’s scope of supply and effect price adjustments on the basis of the unit rates
quoted by the BIDDER. Maintenance tools and tackles supplied shall be new and
unused. The dispatch of tools, tackles and lifting devices shall be synchronized with the
dispatch of the related system/equipment.
6.2 Maintenance tools and tackles supplied by the Bidder shall be clearly marked with its size
and/or purpose. They shall not be used for erection purpose.
6.3 Each set of tools and tackles shall be suitably arranged in fitted boxes.
6.4 The tools and tackles with the appropriate boxes are to be handed over to the
PURCHASER at the time of issue of the taking over certificate.
a. All Equipments/ material shall be protected for inland transport, as the case may
be, carriage at site and outdoor storage during transit and at the site, strictly
according to the instructions given in this specification.
b. The BIDDER shall be responsible for any damage to the equipment during transit
and storage in all climatic conditions due to improper and inadequate packing.
c. Bundled materials shall be strapped rigidly with steel band over the protective
covering.
d. Fragile materials shall be securely braced within the containers or otherwise amply
fastened and packed to prevent shifting or rattling. Soft non-hygroscopic packing
materials shall be placed between the hard packing materials and the fragile
Equipment.
e. Loose material e.g. bolts; nuts, etc. shall be packed in gunny bags sealed in
polyethene bags with proper tagging.
f. All equipment shall be protected for the entire period of dispatch, long storage at
site and erection, against corrosion, incidental damage due to vermin, sunlight,
rain, high temperature, humid saline atmosphere, rough handling in transit, and
storage in the open including possible delays in transit.
g. No material shall be dispatched without prior consent in writing (shipping release)
of the PURCHASER or his authorized representative.
h. The equipment shall be transported from factory to project site by container by
road cum rail or by road only, as may be applicable on door to door delivery basis.
8.1 HANDLING
When the cable Trays have to be moved over short distances, they shall be rolled in the
direction of the arrow marked on the drum. For manual transportation over long distances, the
drum shall be mounted on cable drum wheels, strong enough to carry the weight of the drum
and pulled by means of ropes. Alternatively, they may be mounted on a trailer or on a suitable
mechanical transport.
For loading into and unloading from vehicles, a crane or a suitable lifting tackle shall be used.
Small sized cable drums can also be rolled down carefully on a suitable ramp or rails, for
unloading, provided no damage is likely to be caused to the cable or to the drum.
8.2 STORAGE
The cable trays shall be stored on a well drained, hard surface, so that the drums do not sink in
the ground causing rot and damage to the cable drums. Paved surface is preferred, particularly
for long term storage. The drums shall always be stored on their flanges, and not on their flat
sides. Both ends of the cables shall be properly sealed to prevent ingress/ absorption of
moisture by the insulation during storage.
Protection from rain and sun is preferable for long term storage for all types of cables. There
shall also be ventilation between cable drums. Rolling shall be done in the direction of the
arrows marked on the drum. Damaged battens of drums etc. shall be replaced as may be
necessary.
Cable trays shall be stacked by width and type. Hot dip galvanized cable trays shall be stored
indoors to prevent water or other foreign materials from staining or adhering to cable tray. The
cable trays may be stored outside without cover but shall be loosely stacked. The cable trays
shall be elevated off the ground and ventilated to prevent storage stain.
Small accessories shall be stored to prevent loss. Cable trays shall be stored away from high
traffic areas.
