1. The Municipality of Calauan, Laguna passed a resolution that it will manage the current town
fiesta. It passed another resolution creating Fiesta Executive Committee and appropriated a
certain sum for the construction of a stage. Said stage collapsed later on, as a consequence a
performer died. The heirs of the performer sued the municipality. Is the Municipality liable?

2. Mr. R., a Filipino, was residing in the USA but he returned in the Philippines to run for an
elective position as a governor of his province. 6 months after his return, criminal charges
for insurances fraud were filed in the USA. Can he be considered a fugitive from justice?

3. The City of Cebu filed expropriation proceedings against several land owners for a
construction of an aqueduct for flood control in a barangay, clearly, only the residents of the
barangay would be benefitted by the project. The landowners opposed the proceedings on
the ground that the same is not for public use. If you were the judge, how would you rule on

commercial zone. As a consequence of the zoning ordinance, Pedro decided to construct a
commercial building in his lot. Smart Corporation went to Court to stop the construction as a
violation of building restriction imposed by it. The corporation contends that the zoning
ordinance cannot nullify the contractual obligation assumed by the buyers. Decide the case.
