IN THE CIRCUIT COURT OF THE 6" JUDICIAL CIRCUIT MACON COUNTY DIVISION STATE OF ILLINOIS OFFENSE(S) First Degree Murder COUNTY OF MACON THE PEOPLE vs. REPORT # 19010786 Jessica A Logan F/W 05/29/94 SWORN STATEMENT OF POLICE OFFICER The undersigned officer hereby states that on the 23rd day of October , 2019 , at about 5:00pm(A.M./KM), a police officer of the Decatur Police Department (police agency) made a warrantless arrest of Jessica A Logan at 707 W South Side Drive(place of arrest) in Macon County, Illinois upon the following grounds or cause: (briefly state the facts or grounds for arrest): On 10/07/19 at approximately 0320 hours, DPD Officers responded to 650 E Leafland to investigate a report ofa sick or injured child at this location, Officers were advised thatthe caller's one-year-old son, Jayden M Comage (B/M 03-01-18), ‘was unresponsive and not breathing. ‘Upon aval, Officers observed the caller, Jessica A Logan (F/W 05/219/%), sting on the living room couch. Siting next to Jessica on the couch was Jayden’s paternal grandmother, Hope S Taylor. Hope was holding Jayden in her arms. Jayden “appeared unresponsive and was not breathing. Decatur Fire Department personnel arrived on scene and observed Jayden to be cold and rigid, as irigor mors was setting in, and showed no signs of life. Due to this, no life saving measures were taken, Jayden was pronounced deceased on-scene. Officers observed Jessica to outwardly appear upset and crying, however, noted that her emotion seemed forced and not ‘genuine. Officers indicated that Jessica displayed no visible tears while she was crying. Jessica advised that she put Jayden to bed at approximately 2000 hours as this is his normal bedtime. Jessica advised Jayden has breathing issues and requires breathing treatments throughout the night. Jessica stated she normally gives Jayden the ‘breathing treatments at approximately 0000 and 0200 hours, but she overslept on this date and awoke at 0300 hours 10 provide the treatment. Jessica advised she entered Jayden's room on this date to find him lying face down with his head facing towards the wal. ‘When Jessica approached the bed, she observed thatthe fitted twin bed sheet had come off one of the comers and was ‘wrapped around layden’s head. Jessica also observed that the comforter was also pulled over Jayden's head. Upon touching Jayden, Jessica observed him to be cold to the touch and not breathing. Jessica advised she removed Jayden to the bedroom ‘Hor and began chest compressions and mouth-to-mouth resuscitation which yielded no results. Jessica then called Hope ‘Taylor to advise her that Jayden was not breathing. After finishing the phone call with Hope, Jessica called 911 to report the incident. Officers asked Jessica to explain Jayden's breathing issues. Jessica advised Jayden has had pneumonia approximately four times since his birth. Due to this, whenever the weather is cold and when Jayden becomes sick, she provides him breathing treatments using a nebulizer with Albuterol. Jessica advised Jayden has been sick with cold symptoms (couch, runny nose, fever) since the beginning of September. Jessica took Jayden to the doctor on 09-09-19 forthe symptoms. Jessica stated that ‘Jayden has had difficulty breathing forthe last four days which is when the breathing treatments began, Jessica advised that Jayden seems to be fine during the day and only required the treatment at night. Officers observed there to be a nebulizer next to Jayden’s bed. Officers asked Jessica to produce the medicine that she reportedly was going to administer to her son. Jessica went to the ‘closet inthe hallway outside of Jayden's bedroom, where she advised she keeps the medication, and found an empty box of ‘Albuterol. Jessica advised Officers that she must have run out ofthe medicine and did not have any lef IN THE CIRCUIT COURT OF THE 6" JUDICIAL CIRCUIT MACON COUNTY DIVISION Macon County Coroner Mike Day was called tothe scene to conduct his investigation. Officers note that Coroner Day discussed funeral arangements with Jessica and etempted o provide Jessica with options for financial relief onthe costs of the arrangements, Officers advised that Jessica interjected that these options were not a concern du to Jayden having = lie insurance policy. {As Officer's began photographing the scene, Coroner Day advised he wished to speak with Jessica privately and requested that Hope relinquish Jayden to Jessica so they could speak. This was the first time Officers observed Jessica to actually have ‘contact with or hold Jayden. After speaking with Jessica, Coroner Day advised Jessica that he would need to conduct 3 ‘cursory examination of Jayden. At this time, Jessica surrendered Jayden to Coroner Day and appeared to show no emotion or ‘concem when doing so, Officers photographed Jayden’s body, which revealed sleep marks, or indentations in his skin from sleeping on wrinkled bed sheets, on his chest, stomach and arms. There did not appear to be any ligature or other marks on Jayden’s neck which would support the implication that Jayden was asphyxiated or strangled by his bed sheets Jayden’s body was transported to the McLean County Coroner's office where an autopsy was performed by Dr. Denton. The preliminary autopsy does not list cause of death, pending further investigation. Dr. Denton notes thet Jayden has finding of asphyxia with compression of the neck with florid petechial hemorrhages of the face, eyelids, neck, and internally subgaleal forehead, hear, and thymus gland. Dr. Denton additionally noted that Jayden had additional findings of cerebral edema; pulmonary edema, with abundant edema foam in the airways, exuding from the mouth and nose; dilated right ventricle end ‘atria of the heart; and otherwise appearing well-developed and nourished without blunt trauma, pneumonia, fractures, or ‘tumor. Jessica identified Jayden's primary care physician as being Angie King at Crossing Healthcare. Angela King is a registered {amily nurse practitioner with Crossing Healthcare, 320 Central Ave, Decatur, IL. Angela was contacted regarding Jayden's ‘medical history. Angela advised that Jayden had been admitted to the Decatur Memorial Hospital on 12/08/18 through 12/10/18 and was diagnosed with RSV. When Jayden was discharged, he was given a prescription for a nebulizer and ‘Albuterol treatments. Angela advised that Jayden came to sec her fora recheck for RSV on 01/14/19. Angela advised that Jayden was sent home with one additional prescription for Albuterol, with no refills, to be used as needed for difficulty ‘breathing, Angela advised thatthe prescription was to be used every 4-6 hours, as needed, and should not be used more frequently. Angela advised that she saw Jayden six(6) additional times between 01/14/19 and 10/07/19, with the last visit ‘being on 09/09/19 for cold symptoms. Angela advised that Jayden’s lungs were found to be clear during each of these visits and there were no complaints made by Jessica about Jayden having continued breathing problems. Decatur PD Detective Matthews obtained a recording of the 911 phone cal placed by Jessica Logan regarding this incident ‘Detective Matthews has received both basic and advanced training in 911 homicide phone call analysis. As @ result of Det. “Matthews” education, training, and experience in this area, Det, Matthews determined that Jessica's cll to 911 to report her son not breathing exhibited multiple indicators of guilt. Patrick Delatte, an American Family Insurance agent, contacted the Decatur PD on 10/07/19 and advised that he had spoken ‘with Jessica Logan on this date. Patrick advised that Jessica attempted to cash out the life insurance policy that she had previously taken out of her son, Jayden, in December, 2018. Patrick advised that he found the timing ofthis suspicious due to the fact that Jayden had died earlier on that same day. (On 10/17/19, Jessica agreed to perform a re-enactment of the events surrounding this incident at her residence at 650 E Leafland, A toddler sized rescue mannequin was provided for Jessica's use to help illustrate Jessica’s interactions with .yden on the night ofthis incident, Jessica was asked to demonstrate how Jayden was positioned on his bed when she came into his room to give him a breathing treatment. Jessica positioned the msnnequin on the bed, lying face down. Jessica removed the comer ofthe fitted bed sheet from the mattress atthe far corner of the head of the bed and draped the sheet ‘across the mannequin’s back and up over his right shoulder, loosely covering the mannequin’s head and part of its upper left shoulder/back area. Jessica advised that when she picked Jayden up from the bed at approximately 0300 hours, she found that he was hard and Stiff. Jessica said that she tried to wake Jayden up, but it was too late. Jessica was asked if she had attempted to perform any lifesaving measures such as CPR. Jessica advised that she did not provide CPR, even though she says she is trained in CPR tnd knows how to perform it, because she knew that Jayden was already deceased. Jessica had previously told both the 911 Dispatcher and the responding patrol officers that she had in fact performed CPR. Jessica, was asked if Jayden had been given any breathing treatments earlier in the night before she came into Jayden's room ‘at 0300 hours. Jessica advised that she went to bed at approximately 2230 hours on the night ofthis incident. Jessica advised IN THE CIRCUIT COURT OF THE 6™ JUDICIAL CIRCUIT MACON COUNTY DIVISION ‘that she was planning on giving him treatments at 0000 hours and 0300 hours, but she must have slept through her alarm at (0000 hours. Jessica advised that she sets the alarm on her iPhone for 0000 hours and 0300 hours to wake her up to give Jayden the breathing treatments. Jessica advised thatthe three nights prior to Jayden’s death, she had woke up at 0000 hours ‘and 0300 hours to give Jayden breathing treatments because that was the time that Jayden appeared congested. Jessica ‘advised that she called the office of her doctor, Angela King, on the Friday before this incident and left a message with the receptionist requesting a refill of Jayden's Albuterol prescription. Angela King later advised that her office had no record of ‘a message left by Jessica requesting an Alluterol refill. Jessica had previously told the responding patrol officers on the night of this incident that she was not aware that she had run out of Jayden's Albuterol medication Jessica was asked how Jayden’s grandmother had arrived on-scene before first responders. Jessica advised that she called Jayden’s grandmother before she called 911. Jessica said that she was going to call the paramedics first, but she already knew there was “no bringing him back”, so she called Jayden's grandmother firs. Jessica consented toa search of her cellular telephone. During the examination of Jessia’s cellular telephone, an iPhone, it ‘was discovered that on 10/06/19 at 8:04:58 AM (UTC-), Jessica conducted a “Google search” on her Safari web browser for “how do you suffocate”. ‘On 10/23/19, Jessica came to the Decatur PD and a Miranda Interview was conducted. Jessica was asked about the life insurance policy that she had obtained for her son, Jayden. Jessica advised that she had purchased the life insurance policy ‘through American Family Insurance as soon as possible after Jayden was born, which she estimated to be approximately 6-8 ‘weeks after he was bom, The life insurance policy was actually purchased on 12/14/18, which was aver 9 months after Jayden’s birth, During the consent search of Jessica's phone, it was discovered that searches for American Family Insurance ‘were conducted on the phone on 09/09/19 and again on 09/23/19. Jessica was confronted withthe accusation that Jayden had not died in the manner she had previously described, but instead ‘was murdered by her. While Jessica denied the accusation, she displayed no emotion and appeared unaffected by the allegation.
