Quarter in Focus
It was a busy quarter for IPS with a number of
policy dialogues on national, regional and interna-
tional issues. The most significant was the annual
meeting of IPS’ National Academic Council (NAC).
Three seminars were jointly held with the Interna-
tional Committee of the Red Cross (ICRC) over
‘Islam and Humanitarian Principles’; the Council of
Islamic Ideology on ‘The Role of Allama Asad in the
Formation of Pakistan’s Ideology’; and Maritime
Study Forum (MSF) on ‘Maritime Diplomacy’.
Misleading maps of Pakistan on the internet,
prospects of IMF program, and Afghan Presidential
elections 2019 were the topics discussed at length
in three other sessions.
An expert group was also formed to look at the
ongoing developments in Indian Occupied Jammu
& Kashmir post its illegal annexation by India, which
assembed twice in the quarter to deliberate on the
situation and generate policy recommendations.
A number of delegations were hosted by IPS during
the period including one from Yunnan Academy of
Social Sciences, China and another from Notre
Dame University, USA.
Collaboration with Maritime Study Forum (MSF) to
organize its Summer School 2019 was among the
major activities of IPS LEAD – the learning,
excellence and development program of IPS under
its ‘Indigenizing Policy Research in Pakistan
Initiative’. Its oral history project ‘The Living Scripts’
featured four fascinating sessions with veteran civil
servants with rich experiences of the policy
environment and governance issues.
IPS Press published two new titles: Mashriq ko
Zara Dekh and Negotiating the Power Corridors:
Forty Challenging Years in Civil Service during the
period. The 46th edition of the Institute’s periodical

Annual Meeting of IPS-National Academic Council (2019)
Calling educational reforms must to achieve
key national objectives as well as to
safeguard Pakistan’s interests, members of
the National Academic Council (NAC) of
Institute of Policy Studies (IPS) were
unanimous that such measures will also play
a part in mitigating sub-nationalist fragmenta-
tion and class divide in the country in order to
foster nation-building process effectively.
They were deliberating on key issues the
‘Islam and Humanitarian Principles’
International law experts and Islamic scholars
in a two-day national conference held at IPS
underscored the need to revisit international
laws to address humanitarian issues in
conflicts and disasters of the contemporary
world. They also urged adherence to
humanitarian principles and medical ethics by
healthcare practitioners, especially those
involved in conflict and disaster relief work.

Sessions of IPS’ Working Group on Kashmir
‘Kashmir under Siege’
Experts in a consultative meeting on the
recent regional and international develop-
ments in the wake of Indian aggression in
Occupied Kashmir after abrogation of Article
370 and 35(A) of its constitution, discussed at
length the possible future strategic scenario
and advised the policy circles to plan an
appropriate response.
Held on September 4, 2019, the session was
the first meeting of a working group on
Kashmir formed by Institute of Policy Studies
(IPS) with a view to keep a check on develop-
ments in Indian Occupied Kashmir (IOK) post
its forceful annexation by India.
The session was presided over by Maj Gen (r)
Sardar Muhammad Anwar Khan, former
president Azad Jammu & Kashmir (AJ&K).
The analysts participating in the consultative
meeting belonged to diverse fields including
politics, defense, media, think tanks and

‘Evolving Situation in
Kashmir’
Articles 370 and 35-A were the only legal
bridges linking Indian constitution with Jammu
and Kashmir, and their abrogation by India
has effectively made the region independent
on technical grounds. The situation provides

Jhadav’
A session discussing the International Court of
Justice (ICJ) verdict over Kulbhushan Jhadav was
held on July 18, 2019. IPS' senior research officer
Nadeem Farhat Geelani delivered a presentation
on the verdict from a legal perspective. The
presentation was followed by insightful discussion
analyzing the verdict from different angles and
attempting to foresee what could follow ahead.

A session titled 'IMF Program and Pakistan's
Economy: Future Prospects and Challenges' was
held at IPS on August 6, 2019. It was addressed as
keynote speaker by Fasih Uddin, former chief
economist of Pakistan and a member of IPS
National Academic Council.
‘Misleading Maps of Pakistan
Realities and Impacts’
The session ‘Misleading Maps of Pakistan:
Realities and Impacts’ was held at IPS on July 16,
2019. Oves Anwar, director, Research Society of
Int’l Law (RSIL) discussed the causes of the
presence of numerous incorrect maps of Pakistan
on the internet and their legal remedies on the
occasion. An inhouse study was also presented by
Faizan Fakhar, research officer at IPS.

A session with the senior editor Shazia Danyal
Gilani was held on July 1, 2019, in which she
presented her thesis titled 'The Nexus between
Branding of Education and Parental School
Choice'. Her study attempts to answer, how
private schools are widening class-divide in the
society, why do parents prefer private schooling
for their children and how does marketing and
branding strategies affect their decision.

A session analyzing presidential elections in
Afghanistan was held on September 25, 2019.
The session was addressed by IPS associate
Amb (r) Syed Abrar Hussain, who after giving a
general overview of the Afghan society, presented
an in-depth analysis of the approaching Afghan
presidential elections in light of his experience
and knowledge of the country. It worths a mention
here that Hussain has served Pakistan first as a
Consul General in Kandhahar during Taliban
regime, and then as an ambassador in Kabul for
a period of three years post 2014.

‘Analyzing CSR practices
among overseas investors
in Pakistan’
A session with IPS’ research trainee Ayesha Bibi
was held on July 19, 2019 in which she presented
her MS thesis titled ‘Analyzing CSR practices
among overseas investors in Pakistan with
reference to economic empowerment of women’.
In her study, she assessed Multinational Corpora-
tion (MNC)’s CSR programs in Pakistan, with
respect to their contribution related to women, the
strengths of MNCs for implementing their CSR
programs related to women development, and
evaluated the role of government towards MNC’s
CSR Programs with particular reference to
women.

The Council members also voiced their concern
on the consistent growth of far-right extremism
across the globe, which they viewed, was a sign
of approaching danger, and the subsequent
developments, such as the recent Hindutva
empowered actions by India in IoK, pose a
serious threat for global peace.
The discussants stressed the need for raising the
quality of education in Pakistan, the need for the
government to pay more attention to educational
sector in the country, improving the academic
syllabus at different levels, and establishing
quality training institutions to foster human
development.
Over all, the speakers were unanimous that the
change in the country can best be brought only
through education. Regretting that the newer
generation of Pakistan was not even well-versed
with the country’s foundational ideology, let alone
its subsequent interests and needs, the speakers
saw an urgent need to reform the education
policy from the first grade to the last, bringing it in
line with national objectives and making it serve
as a pathway towards nation-building.
