Introduction

Constructing a hospital is a huge project. Not only it requires to follow all the code of conducts

for construction given by the Canada government, but also it requires great attention and focuses

on the internal staff and other medical facilities provided to the patients and visitors. This week’s

report is all about high-level information and lists of requirements for the construction of the

hospital starting with defining the scope of the project which is our initial step to start a project

Scope

This week’s report consists of developing scope for the project, including all the project constraints

and strategies to take care of them. It also contains the information about different time frames

allocated to different tasks, suppliers, material used and budget allocation to various process in the

project. This report is created to give an idea of the size of the project as it includes the list of all

the requirements, equipment and resources while constructing the building of the hospital.

Background

William health partners group of hospitals are running five sites to provide health care facilities

in Canada. However, due to increasing population in GTA, the organization decided to expand

the Brampton hospital branch to resolve the lack of adequate medical services in the area. In a

previous report, we discussed the major deliverables of the project and 15 stakeholders involved

with their importance and their roles in the project.

Organization

This report is consisting of the reason that which branch of the hospital needs expansion and

why. Following the scope statement of the project. It also has lists of requirements, equipment,

and resources used in the project to make it successful. Further a high-level description about the

time frame and budget allocation is done to the major activities involved in the project. All the

major constraints are described with the strategies to care for those constraints.

Discussion of Findings

Due to the exponential growth of the population of GTA day by day, William Health partners

group of Hospitals surveyed all the five branches (Brampton, Burlington, City of Toronto,

Oshawa, New Market). The organization’s main motive is to provide the best, fastest and reliable

health care facilities to the people of GTA. So, their survey focused on the number of patients

visited these hospitals. This survey concluded that the branch in City of Toronto is having a large

number of visitors then others and this branch need an expansion in the area. Moreover, it is the

oldest branch built in its 90’s having obsolete machinery. So, they targeted this place to update

the technology as well as cover the increasing demand for health care in that section.

Scope Statement of the project

The project’s focus is on expanding of one the branch of the hospital that is in City of Toronto in

GTA to tackle the exponential growth of population. The building is constructed to create a

comfortable and friendly environment to the patients by providing best facilities to them in the

hospital. From medical point of view, the hospital will be fully equipped with all the medical

resources as well as excellent medical staff.

In Scope items:

The total budget of the project is $300 million sponsored by the sponsors of the project that

is William health partner group of hospitals to construct the whole building and provide all

the medical facilities and equipment in the hospital. If necessary, $50 Million will be

offered by the external NGO for the hospital construction

Get approvals from the government regularities for the site of construction by following

the code of conduct defined by the government.

Approval for the licenses of radioactive machines like imaging and radiotherapy.

Sign a letter of agreement with different NGO’s, private donors and volunteers for financial

help of patients in need.

Hiring and training of the medical staff

Testing and approval of the medical equipment.

Conduct investigation and survey to expand one of the sites from 5 branches

Investigate all the list of resources, requirements and equipment used and order them

If the performance does not match the mark, investigation of those constraints and find

mitigation plans for those.

Approval of additional budget by the NGO of $50 million.

List of resources:

The project resources are divided into two parts in case of dealing with the resources. One part of

resources contains a list of human resources required for the construction of the building, and the

other part deals with the human resources needed in the new building that runs the hospital that is

staff using the deliverables of the project.

Human resources involved in the construction process are sponsors, construction company,

machine operators, architect, consultants, supervisors, skilled labor like plumber, electrician and

unskilled labor helping in construction process, safety inspector, associations producing health

technologies, company providing upholstery and patient beds, policymakers and welfare agencies.

Human resources involved to run the hospital are medical staff, non-medical staff, a specialist

hired for acute diseases, pharmacist, laboratory technician, clerks, clients or patients, health

inspector.

High-level time frame

The overall time required for the completion of the project is 22 months. The following table shows

the different time frame for various activities involved in constructing a building and other

activities not related to the constructing like hiring and training of the medical and non-medical

staff. This table shows just an upper-level time division for the high-level activities and the

upcoming reports will contain proper WBS with the time division for each sub-activities.

Budget Allocation:

After dividing the high-level activities for constructing a hospital, the budget that can be

estimated is CAD 300 million. This budget is divided into different high-level activities only in

this phase. Moreover, one of the NGO also signed a contract to mitigate that risk financially if

possible, by providing an additional budget of CAD 50 million in case of any risk arises in the

project. So, this CAD 50 million acts as the contingency reserve for the project. Only sponsors

are aware of this contract, and it will be provided to the project manager in case any issue

becomes a major risk.

Constraints

Constraints are the limitations and the risks involved in a project that is needed to be taken into

account and listed in the earlier stage only to ensure the success of the project. There are three

primary constraints in a project, and those are time, scope and cost. All together, they are called

triple constraints of a project. Each of the constraint is connected to other two, for example, if the

project manager increases the scope of the project, it will automatically require more time and

money, and if in case project speed is increased by overlapping technique it may cut costs, but it

will diminish the scope of the project. This project involves the following constraints with the

strategies related to each constraint to take care of them:

 Time constraint: The project should be completed in the time frame of 22 months.

Strategy: The amount of time required to complete a project is determined by the project scope

and by following the project management plan, one can ensure that outline of the project is

thoroughly followed and the timeline that is created for each task is informed to the team

initially. Each day work should be analyzed, and scrum meetings should be performed to meet

the time goal for each day and time deadline for every activity.

 Cost constraint: The project should be completed in CAD 300 million.

Strategy: The scope of the project is explicitly attached to the cost of the project. It is calculated

on a high level in the project charter only, and the project management plan should ensure that it

should vary because the budget changes very rarely. So, all the resources that are required to

complete the project should be predetermined in the scope and cost constraint can be managed.

 Scope constraint: The above-defined scope statement is the scope constraint. All the

goals defined in the scope statement above needs to be accomplished.

Strategy: To ensure scope creep, the project scope should be communicated to all the

stakeholders clearly and regularly by providing clear and complete documentation in the

beginning to all.

 Government approval: It is a major constraint to get government approvals for a

construction site as well as for medical licenses required for imaging and radiotherapies.

Strategy: The construction approval is for sure if we must follow the code of conduct mentioned

by the government.

Conclusion:

This week’s report is mainly about developing project scope followed by the high-level time

frame of different activities and high-level budget allocation to those activities. The report is also

having list of all the resources, requirements, equipment and constraints with its strategies to

overcome in the project.
