Qualifications of a Pastor
It is a true saying that if a man wants to be a pastor he has a
good ambition. For a pastor must be a good man whose life cannot be
spoken against. He must have only one wife, and he must be hard
working and thoughtful, orderly, and full of good deeds. He must enjoy
having guests in his home, and must be a good Bible teacher. He must
not be a drinker or quarrelsome, but he must be gentle and kind, and not
be one who loves money. He must have a well-behaved family, with
children who obH\TXLFNO\DQGTXLHWO\)RULIDPDQFDQ¶WPDNHKLVRZQ
little family behave, how can he help the whole church?
The pastor must not be a new Christian, because he might be

I
That the Christian and Missionary Alliance Churches of the Philippines,
Incorporated is a non- stock and non- profit religious society and/ or
corporation, organized and existing under and by virtue of the laws of
the Philippines. Formally organized on March 20, 1949 and
incorporated on December 19, 1950, with amendments to Articles IV, V
& VI of the Articles of Incorporation on May 14, 1985.

That a regular meeting of the Christian and Missionary Alliance
Churches of the Philippines, Inc. held on 20th day of March 1949, at
Zamboanga City, Philippines, at least two- thirds (2/3) of the
membership of the said religious society, gave their written consent of,
and voted to incorporate under and by virtue of the laws of the
Philippines.

That the incorporation of the Christian and Missionary Alliance
Churches of the Philippines, Inc. is not forbidden by competent
authority nor by its own constitution, rules, regulation and discipline of
the Christian and Missionary Alliance Mission of the Philippines, of
which it was formerly a part.
IV
That the Christian and Missionary Alliance Churches of the Philippines,
Inc. is charged with the administration of the temporalities and
management of its estates and properties of the Christian and
Missionary Alliance Mission within the entire Philippine territory.

4. The Holy Spirit. The Holy Spirit is a Divine Person, the Executive
of the Godhead; the Comforter who indwells, guides and empowers
the believers for victorious living and effective service. He calls and
keeps the church in faith and holiness, and convicts the world
concerning sin, righteousness and judgment.
5. 0DQ¶V6LQDQG*XLOW. Man was created in the image and likeness of
God; hence, he is of infinite worth and dignity. Through
disobedience, he fell into sin and incurred physical and spiritual
death.
6. Salvation. Salvation is by grace through the redemption provided by
the Lord Jesus Christ and received by faith in Him. Upon
repentance from sin and the exercise of faith in Christ, the believer
is juVWLILHG LQ *RG¶V VLJKW DGRSWHG LQWR *RG¶V KRXVHKROG ERUQ
again, and united in Christ.
7. The Church. The church is the community of believers from all
cultures, tribes and languages. It is called to belong to Christ, to
confess and proclaim His lordship among peoples. Thus the church
is commissioned to: (1) make disciples of all nations and integrate
them into local congregations; (2) proclaim the uniqueness and

the Gospel through acts of justice, righteousness, mercy and peace.
The sacraments/ordinances to be observed are Baptism and the
/RUG¶V6XSSHU
%DSWLVP V\PEROL]HV WKH EHOLHYHU¶V LGHQWLILFDWLRQ ZLWK
Christ in his death and resurrection, and expresses his resolve to
die to sin, self and the world and be loyal to Christ.

remembrance of the Lord, and a renewal of commitment of the
participants.
8. The Ministry. The whole church is commissioned to continue and
fulfill the mission of Christ. All believers serve God and their
fellowmen in the church and in the world by the exercise of spiritual
gifts and through their earthly occupations and stations in life.
Within the ministry of the people of God are those who are called
and ordained to perform special functions like Gospel proclamation,
shepherding, equipping the body of believers and administration of
the sacraments/ordinances.
9. Sanctification and Power for Service. God wills the consecration and
sanctification of all believers, thereby receiving power for holy
living and effective service. Sanctification occurs after conversion,
but it should be a continuing and growing experience. The believer
is also exhorted to seek the power of the Holy Spirit for service.

10. Divine Healing and Health. In his mercy, power and sovereign
will, God can heal the sick. Provision is made in the atoning death
of Christ for the healing of the body. The anointing with oil and
praying for the sick by the elders of the church, as set forth in James
5:13-16, is to be practiced.
11. Christian Hope and the Life to Come. God will accomplish his
eternal purpose in history and bring all things to their
consummation in Christ. In the end, Christ will come again
personally and visibly WRHVWDEOLVK*RG¶VUXOHRYHUDOOWKLQJV$W+LV
coming, God will call believers to eternal life, and unbelievers will
be judged for their sins and suffer everlasting punishment.

8) To give his/her time and resources to promote
CAMACOP and to minister to his/her region and
district constituencies.
3. Qualifications.
1. The members of the NBOT shall be of good
standing based on Biblical standards and demonstrate
Biblical leadership prior to the election.
Lay members:
(a) For layman: He must be a member in good
standing of the CAMACOP local church and an elder
at the time of election and during his tenure, or active
officer of the AMP, and had been an elder of the local
church. He has been a faithful officer of the local
church and AMP for at least eight (8) years. Such
qualifications shall be certified to by the pastor and the
District Ministry Supervisor.

4. Term. The fifteen (15) trustees shall have a term of four (4)
years and are eligible for election for another term only. In case a trustee
becomes trustee by election to serve an unexpired term, the remaining
years being served shall not be considered one (1) term.
5. Election
a) There shall be an Election Committee appointed by
the NBOT, which will administer the election of the NBOT
members.
b) Ordained ministers and lay members of the NBOT
shall be nominated by the District Forum to the GA Election
Committee. No two members shall come from the same district.
c) The President/Executive Bishop, Vice-
President/Auxiliary Bishop and the Lady Minister member of
the NBOT shall be elected by the General Assembly. They may
come from the same district but not from the same local church.
Section 4. Officers
1. The President/Executive Bishop. The
President/Executive Bishop, shall be an ordained
minister and has served faithfully in CAMACOP for at
least ten (10) years after ordination and currently
serving in CAMACOP for not less than five (5) years
before election. He shall be elected by the General
Assembly. He shall head the entire society, exercising
general management and supervision the work at
home and abroad, preside over the General Assembly,
and chair the NBOT. He shall have a tenure of four

(4) years and may be re-elected for another two (2)
terms. (Amended GA 2009)
2. The Vice-President/Auxiliary Bishop. The Vice-
President/Auxiliary Bishop, shall be an ordained
minister and has served faithfully in the CAMACOP
for at least ten (10) years after ordination and currently
serving in CAMACOP for not less than five (5) years
before election. He shall be elected by the General
Assembly and shall be the deputy presider of the GA
and the Vice-Chairman of the NBOT. He shall have a
tenure of four (4) years and he may be re-elected for
another two (2) terms. (Amended GA 2009) However,
in case the Vice-President/ Auxiliary Bishop becomes
President/ Executive Bishop by succession, the
remaining years shall not be considered one term. In
the event that both are incapacitated, the most senior
ordained minister-member of the NBOT who got the
highest vote upon his election shall assume the Office
of the President/Executive Bishop, with the
concurrence/confirmation of the NBOT, until the next
General Assembly shall have elected the new
President/Executive Bishop.
3. Corporate Secretary. The Corporate Secretary shall
be elected by the NBOT from among themselves.
He/she shall perform such duties as are inherent to the
nature of his/her office. He/she shall be the
chairman/chairperson of the GA Secretariat.
4. The Treasurer. The Treasurer shall be appointed by
the President/Executive Bishop and confirmed by the
NBOT. He shall be accountable to the
President/Executive Bishop in the performance of his
duties.
2. Special Services
All special services, ministries and foundations shall be
administered under the Office of the President/Executive Bishop.

Section 2. Disciplinary power shall be vested in the NBOT when the
General Assembly is not in session, whose decisions shall be final and
executory upon a two-thirds (2/3) vote on matters related to immorality,
dishonesty, acts unbecoming of a Christian and doctrinal deviation.
Member churches, NBOT members, and licensed ministers of this
society are subject to the disciplinary action by the NBOT. Individual
members shall be disciplined according to local church policies.
Section 1. Support
The financial support of the administrations and ministries of
this society shall come from the tithes, love offerings, gifts and
donations of individual members, member churches, institutions,
friends, and partners.
Section 2. Budget
The General Budget of this society shall be approved by a two-
thirds (2/3) vote of the National Board of Trustees in accordance with
the budgetary policies and guidelines as may be prescribed by the
General Assembly.
Section 1. This society may acquire properties, real and personal, and
rights through purchases, donations, bequests, legacy, and other means
as allowed by law.
Section 6. In the event of dissolution of this society, the net asset shall
be donated to similar organizations or to the Republic of the Philippines.
Section 1. The fiscal year of the corporation shall begin on the first
day of January and end on the last day of December of each
year.

AMENDED LOCAL CHURCH
ADMINISTRATIVE AND
MINISTRY GUIDELINES
(Note: Be guided by this chapter in formally organizing your
local church. As a standard procedure, your church should
initially have an official name that will be registered with
CAMACOP. The next pages will guide you through putting in
place all the needed components for your church to properly
function. The CAMACOP National Board of Trustees or NBOT
amended the Local Church Administrative Guidelines on April
26, 2005. It was ratified by the General Assembly on May 1,
2005. Further revisions were made by the NBOT on November
18, 2005 that included amendments mandated by the 2005
General Assembly. Some amendments were also introduced at
the 2009 General Assembly).

SECTION 1. VISION
Mission-driven Christian congregations transforming
communities here and beyond for the glory of God.
SECTION 2. MISSION
The local church exists to aggressively Win people to Christ,
I ntegrate them into the church life, Disciple them to become responsible
citizens, Engage in planting missionary churches and in holistic and
developmental ministries, and Rejoicing in worship in the community

SECTION 1. MEMBERSHIP
Membership in a local church shall be based on: (a) spiritual
birth and commitment to follow Jesus Christ; (b) water baptism; (c) an
acceptance of the doctrines outlined in the Statement of Faith of
CAMACOP; (d) commitment to participate in the mission, objectives,
programs, and projects of the local church; (e) willingness to conform
to the standard, discipline, practices, and policies of CAMACOP; and
(1) whose application for membership is duly processed by church
elders and approved by the pastor.
SECTION 3. AFFILIATION
A local church planted and organized by a non-CAMACOP
worker/member who wishes to affiliate with CAMACOP shall file a
written application of membership to CAMACOP through channels:
District Ministry Team, Regional Ministry Team, and National Board
of Trustees, after the church has met the required two (2) years
orientation.

signification (Sinclair Ferguson, 1988, p. 606-607).

SECTION 2. THE LORD'S SUPPER
1. The Lord's Supper is a proclamation of the ministry, death,
resurrection, ascension, and second coming of Christ. It is an
act of memorial.
2. The Lord's Supper shall be administered at least once a month.
3. The Lord's Supper shall be administered by the ordained or
licensed minister.
4. In case there is no available ordained or licensed minister, one
of the elders or an intern pastor duly authorized by the DMS
may administer the Lord's Supper.
3. There shall be four (4) copies of the marriage contract: one for
the Local Civil Registrar, one for the district, one for the
national office, and one for file.

7. A written report on the disciplinary action should be submitted
to the proper authorities.
8. When the pastor commits any sin (please refer to Art. VIII,
Sec. 2 of the CAMACOP By-Laws), the church elders shall
establish the case and elevate the same to the District Ministry
Supervisor for proper action.
The support of the local church rests upon its members through
their tithes, offerings, sacrificial giving, donations and others.

3. Church operational budget shall be prioritized as follows:
personnel, ministries, facilities and others.
3. Resignation
1) In case the minister shall resign before the expiration of his
term of ministry, he shall give at least 60 days notice to the
CMT, in consultation with the DMS. He shall be considered
resigned upon the approval of the CMT.
2) In the event the church asks the pastor to resign, he shall be
given 90 days notice in consultation with the DMS.
However, the studies of the children have to be considered.
3) The following grounds shall be considered under the DMS
section: 1) deliberate neglect and abandonment of duty; 2)
final conviction for any criminal offense; 3) theological
deviation; and (4) a decision made by the DMS regarding
a disciplinary case.
4) In case of unresolved conflict in any of the above, the
Regional Ministry Director may intervene as needed. His
decision, in consultation with the Regional Ministry
Team, shall be final unless appealed to the President
within sixty (60) days.
4. Severance Pay
In both cases, severance pay from the church shall be given in
the amount equivalent to at least fifteen (15) days for every year
of service, based on the highest monthly support, but in no case
shall the total amount be less than the equivalent of thirty (30)
days.

1. Qualifications. An elder should possess the biblical
qualifications of a church elder listed in 1Timothy 3 and Titus 1.
An elder should have a teaching or preaching ministry at the
church. He should be a member and officer of the church in
good standing for at least three (3) years.
4. Term. They shall serve for one year and may be reappointed.
(1) Functions
a) A church deacon shall assist the pastor/s and church
elders in financial management and expenditure,

purchase of equipment, and properties, and
maintenance of building, facilities, furniture,
fixtures, appliances, vehicles, and other properties of
the church. They shall conduct inventory and keep
records of all the properties of the church.
b) In keeping with their spiritual gifts, they shall also
lead Bible studies, prayer meetings, visitations, and
other ministries.
c) They shall choose their officers and form committees
to facilitate the performance of their functions.
(4) Term. They shall serve for one year and may be
reappointed.
(1) Functions
a) The deaconess shall assist the pastor in managing the
affairs of the local church in the following areas:
preparation of the communion elements,
beautification of the church buildings and
surroundings, and hosting of guests and fellowships
in the church.
b) In the exercise of her spiritual gifts, she shall also
lead Bible studies, prayer meetings, visitation, and

(2) Composition. There shall be one deaconess for every
twenty-five (25) baptized members, but in no case shall
there be more than twenty-four (24) deaconesses.

year and may be reappointed.
(3) Term. The treasurer shall serve for one (1) year and
may be reappointed.

2. Fellowship Groups
1) The following fellowship groups shall be organized in the
local church: The Alliance Men, The Alliance Women, The
Alliance Youth, and such other organizations as the church
may create.

SECTION 7. MEETINGS
1. Congregational Meetings
1) The regular annual meeting of the church shall be
held on any Sunday of January. During the meeting,
the pastor shall submit a written annual report.
2) The congregation, by two-thirds (2/3) votes, shall
confirm the appointment of the church elders and all
other officers. Only registered members, eighteen
(18) years old and above, shall cast their votes.
The church shall cause the zeal for missions to develop and
continually burn in the hearts of members. The church shall seek to
understand the movement of God's Spirit for the times and shall plan
the missions programs accordingly. It shall prayerfully consider and
make a decision to involve its members in these mission projects each
year.
2. Local churches may adopt the calendar year, that is, from
January 1 to December 31.
SECTION 1. EFFECTIVITY
This amended Local Church Administrative Guidelines shall
take effect immediately upon approval by the National Board of
Trustees and ratification by the General Assembly.
SECTION 2. AMENDMENTS
Amendments to this Local Church Administrative and Ministry
Guidelines shall be acted upon by the National Board of Trustees for
ratification by the General Assembly.

The name of this District Ministry Unit is __________

The DMS may designate one or more assistant District Ministry
Supervisors to assist him render some specific acts by making an
executive decision for the said intent.

He coaches pastors and churches in vision casting and goal
setting in light of the CAMACOP national program, requires
growth goals, and formulates report forms.
He serves as pastor to the pastors, and conducts spiritual
retreats and development activities.
He submits periodic written reports as required by the Regional
Ministry Director.
He heads the body that investigates cases or complaints filed
against workers and other church leaders. He recommends to
the RMD possible courses of action concerning erring workers.
In consultation with the RMD, he appoints members of the
District Ministry Team.
He performs other tasks assigned by the RMD.
He presides over the standing district ordination committee,
which screens and approves candidates for ordination, licenses,
and other credentials and reports them to the Office of the
President through the RMD for review in the national
ordination committee.
Provides the President an updated list of ministers in the district
who are qualified to apply or renew authorization to solemnize
marriages.
He assists the National Executive Minister for Administration
and Finance in the administration of the CAMACOP
equipment, facilities, and properties assigned and located in the
area, in coordination with the RMD.
3. Functions of the District Ministry Team
The following are some of the specific functions of the DMT:
The team shall assist the DMS in preparing the ministry
program of the DMU.
It shall prepare and approve the ministry budget of the DMU.
It shall assist the DMS recommend to the appropriate office or
body every candidate declared passer by the District Ordination
Committee for license and ordination.
It shall investigate complaints filed by individuals or churches
and assist the DMS enforce the corresponding discipline or
corrective/redemptive measures, and, when necessary,
recommend appropriate courses of action to the higher office or
body.
It shall screen churches or ministers applying for membership
coming from an evangelical orientation and recommend each
passer to the higher office or appropriate body for action.

policies provided such policies will not contradict national
policies.
It shall recommend to the NBOT the operational budget for the
DMU.

2. The RMU is meant to provide a mechanism of cooperation
for several DMUs which, if left only individually, could only be very
limited in each ministry engagement by reason of its smallness. Thus,
each RMU must be large enough to provide more sufficient resources,
and yet small enough to provide ease in administrative oversight.
3. The mechanism of regionalization intends to provide a non-
stop flow of administrative processes by removing any collective body
between two positions of line officials in the organizational line of
authority and accountability, starting from the office of the
President/Bishop down to the lowest official in the organization.

The Regional Ministry Director shall be appointed by the
President/
Bishop and confirmed by the NBOT.
Section 6. TERM
The term of ministry of the RMD shall be coterminous with that

President/Bishop for a cause. He may be reappointed by the next elected
President/Bishop.

shall not exceed five. Other attendees may be welcome

b. Guidelines for Grant of Vacation Leave:
1. The vacation leave must be regulated in order not to
prejudice work schedule. Therefore, it is required to
properly file such notice of vacation leave at least one

Officer.
3. A copy of the vacation leave must be forwarded to the

without pay shall make a written application to his

loans may be granted to a regular employee who has served with the
National Office for at least one (1) year.

b. Repayment will be on equal monthly deductions for a

accordance with existing guidelines, and in
consultation with the President/Bishop;
2. Administer and implement the approved programs of
the DGTE and assist in the attainment of the
objectives, vision, and mission of CAMACOP through
quality education.
3. Chair the board of trustees of all existing colleges and
seminaries of CAMACOP, however, he may delegate
the presiding over board meetings to a member of the
NBOT who may be a member of the board of trustees
of such college or seminary or to the president of the
concerned institution;
4. Have general supervision over all Bible schools,
colleges and seminaries, Alliance Theological
Education by Extension (ALL-7(( 3DVWRUV¶ %LEOH
Schools, Personnel Development and Scholarship
Program, Continuing Theological Education, and
church or Christian schools.

faxed messages, e-mail, telephone calls, or texts for the
CAMACOP or President/Bishop, and promptly inform
the latter of the said message. She may refer the same
to the Administrative Assistant for consultation, if
necessary, and take note of any action taken. Important
fax messages must be photocopied and e-mail
messages that are likewise vital must be printed. All
such written communications must be properly filed.
7. She shall take down notes of the President/Bishop¶s
instructions, proposals and commitments and
disseminate the same to all concerned; keep track of
things to be done and problems to be addressed; and
prepare meetings, seminars, conferences headed or
chaired by the President/Bishop to include the details
for travel, accommodation, amenities and all other
things needed, in consultation with Treasurer and the
Administrative Assistant.
8. She shall perform other responsibilities relative to her
duties as Secretary and such other instructions and
functions as the President/Bishop shall assign from
time to time.

1. Shall be responsible for the administration of the petty
cash fund: liquidation and request for the
replenishments of the said fund.
2. Shall assist the National Treasurer in handling
accurately remittances received; account those directly

to be mailed to donors.
3. Shall be responsible for maintaining a record of cash
flow and cash book receipts that shall be validated
regularly by the National Treasurer.

2. God. There is one true God existing in three persons, Father, Son and
Holy Spirit.
3. Jesus Christ. Jesus Christ is true God and true man. He suffered as a
substitutionary sacrifice to provide eternal salvation for mankind. He
was buried and, on the third day, rose again and ascended into heaven

the church in faith and holiness, and convicts the world concerning sin,
righteousness and judgment.
9. Sanctification and Power for Service. God wills the consecration and
sanctification of all believers, thereby receiving power for holy living
and effective service. Sanctification occurs after conversion, but it
should be a continuing and growing experience. The believer is also
exhorted to seek the power of the Holy Spirit for service.
10. Divine Healing and Health. In His mercy, power and sovereign
will, God can heal the sick. Provision is made in the atoning death of
Jesus Christ for the healing of the body. The anointing with oil and
praying for the sick by the elders of the church as set forth in James
5:13-16 is to be practiced.
11. Christian Hope and the Life to Come. God will accomplish His
eternal purpose in history and bring all things to their consummation in
Christ. In the end, Jesus Christ will come again personally and visibly to

2. Duties
2.1 The NAYP Leadership Team is the legislative and
administrative body of the NAYP.
2.2 The NAYP Leadership Team shall have charge over all
the ministries of the NAYP.
2.3 The members of the NAYP Leadership Team shall
elect the officers from among themselves: President,
Vice-President, Secretary, Treasurer and Auditor.
2.4 The Team shall have the authority to fill vacancies
among its officers caused by death, incapacity or
resignation, and create other offices as it is deemed
necessary.
3. Tenure
The regional representatives shall serve for a term of two (2)
years. However, he/she may not serve for more than three (3)
consecutive terms.

He/she shall be elected from among the six (6) regional
representatives in a regular meeting of the NAYP Leadership Team
called by the NYM. He/ she shall serve as chairman of the NAYP
Leadership Team and may serve for one term of two (2) years, but not

3. Vice-President
He/she shall also be elected from among the six (6) regional
representatives in a regular meeting of the NAYP called by the NYM.
He/she shall serve for one term of two (2) years, but not more than three
(3) consecutive terms. He/she may succeed the President in case of
death, incapacity or resignation. The remaining years served shall not be
considered one term.
4. Secretary
The Secretary shall be elected from among the six (6) regional
representatives in a regular meeting of the NAYP Leadership Team

nature of her office. He/she shall serve as the secretariat of the
Congress. He/she may serve for one term of two years, but not for more

5. Treasurer

regional representatives in a regular meeting of the NAYP Leadership
Team called for by the NYM. He/she shall be responsible for the overall
finances of the organization and shall disburse money according to the
approved budget, and upon availability of funds. He may serve for one
term of two (2) years, but not for more than three (3) consecutive terms.
6. Auditor
The Auditor shall also be elected from among the six (6)
regional representatives elected in a regular meeting of the NAYP
Leadership Team called for by the NYM. He/she shall be responsible in
auditing the financial records of the NAYP every six (6) months, if
possible, prior to the regular meetings of the NAYP Leadership Team.

EXPLANATORY NOTE
A. Biblical Background
Jesus did not leave nor pre-empt a blue print for the Church to
follow in the ordination of its ministers. Rather he left a basic structure
which was capable of being developed historically. Institutions like
ordination are a developed dogma. Hence, a model is needed to unveil
the processes and factors which interplayed in the development of such
DQLQVWLWXWLRQ1HZ7HVWDPHQWGDWDUDQJLQJIURPHDUO\¶VHJ,7KHVV
5:12 ff; Phil. 1:1) to the late 50¶V,&RUVKRZYDULHWLHVRI
models of style of leadership in both fluid and non-fluid organizations.
,QWKH¶Vpresbyter-episkopos (like that of I Tim. 3:1-7), arose out of
the need of the community of faith to continue what the apostles had
already started. Leaderships require them like a true tatay of a home in
order to prove a model (as indicated in the qualifications for episkopoi)
of leadership, relationship, care and credibility. By and large, were
appointed to continue and preserve the apostolic tradition (i.e., post
resurrection interpretation of the deeds and works of Jesus) in the
changing life of the communities. They were chosen to continue what
Jesus had started.

A lay preacher/minister is a male ministry worker who exercises a
pastoral gift in a given CAMACOP Church as evidenced in his
consistent exercise of the various facets of ministry directed towards
pastoral care. He conducts at least one bible study weekly to at least
two non-churched persons, and a one and half hour prayer meeting
or discipleship session to a group of at least three believers weekly
also for a minimum of two consecutive years. He may be among the
ministry workers whose ministry accreditation is within a certain
local church of a district. In addition, he manifests a disposition of
teamwork and submission to the various leadership levels in
CAMACOP. The cluster of ordained ministers who commend his
gifting to any of these leadership levels is noticing his pastoral gift.
Consequently, his status as Lay Preacher/ Minister has been granted
by the DMS.
Search Process

(c) Requisites
(2) The Lay Preacher/Minister who may be eligible for the CML is
one who is undergoing training in the Pastors Bible School
(PBS) or the Alliance Theological Education by Extension
(ALL-TEE) or its equivalent. For a candidate from the PBS, he
must at least complete level four; and for a candidate from the
ALL-TEE, he must also complete level one of the respective
curricula. (The curriculum of Levels 1-4 in the PBS and Level 1
of the ALL-TEE must be attached as an integral part of this
document.) Special cases may be afforded to Bible school
students who have not finished schooling, but have earned at
least 60 units in a Bible school or college and at least 30 units
in a Seminary. A certification, however, must be secured from
the respective training program or institution.
(3) He is faithfully and regularly giving his tithes to the District.
The District Treasurer will certify to such fact.
(4) His Church is faithfully and regularly giving the percentages
and other designated offerings to CAMACOP, as duly certified
by the District Treasurer.
(5) He regularly attends the circuit, zone, district, regional, and
national approved affairs (forums, conferences, seminars,
prayer fellowships/retreats, etc.)
(6) He adheres to and is able to adequately teach the CAMACOP
GLVWLQFWLYHV &$0$&23¶V 6WDWHPHQW RI )DLWK DQG 'RFWULQDO
stand, and biblical teaching on the church, stewardship,
baptism, Communion, dedication of children, prayer,
discipleship, Alliance history, Fundamental Articles of

and polity.
(7) He is above reproach in behavior, speech, appearance, and in
relationship with others.
(8) He passes both the oral and written examinations as prescribed
by the District Ordination Committee.
(9) If married, the spouse will write a letter of concurrence that she
is willing and is committed to support her husband as a
Christian Minister.
(10) He is willing to sign a 0LQLVWHU¶V&RYHQDQWFRYHULQJSURYLVLRQV
adhering to CAMACOP doctrines, practices, program, policies,
procedures, etc.
(11) When applicable, he will be presented to either the District or
Regional Forum for Confirmation together with the spouse.

A non-Bible School graduate who is a wife of a holder of CML
or Ordained Minister may be eligible to receive the CML if she has
satisfactorily served at least three years with her husband in a local
church and has at least received training from any of CAM$&23µV
non-formal theological training programs or its equivalent. The
%RDUG RI (OGHUV VKRXOG HQGRUVH KHU >7KH &$0$&23¶V QRQ-
formal theological training programs refer to the Alliance
Theological Education by Extension (ALL-TEE) and the Pastors
Bible School (PBS). For ALL-TEE, the applicant should have
finished the first level of studies and for PBS, the applicant should
have finished 4 levels of studies.]

Upon satisfactory completion of all the aforementioned
pertinent requirements, the candidate will be issued a Christian
0LQLVWHU¶V /LFHQVH LQ D UHFRJQLWLRQ FHUHPRQ\ LQ WKH ORFDO
church he/she ministers. This recognition ceremony shall
include all the program elements prescribed by the CAMACOP
national office. The ceremony shall be facilitated by the
District Ordination Committee under the direction of the DMS.
E. The 6LJQLILFDQFHRIWKH&KULVWLDQ0LQLVWHU¶V/LFHQVH
1. 7KHLVVXDQFHRIWKH&KULVWLDQ0LQLVWHU¶V/LFHQVHLQFOXGLQJ
the probationary issuance) is an affirmation that indeed a
licensee does have the spiritual gift necessary in the
leadership of equipping the believers for the ministry. His
gift is one that necessitates a concentration that prevents
him from engaging in an occupation to earn a living. Thus
UHSRVLQJ WKH VXSSRUW FDOOHG ³GRXEOH KRQRU´ LV QRZ YHVWHG
on him. He is, however, given a number of years (about 5
years) to get himself adjusted in all the aspects of his life
for this kind of ministry. He is also given the opportunity
to confirm his calling, or to determine otherwise which
could mean the Lord is leading him to another kind of
ministry. This stage is meant evidently to prepare him for
ordination.
F. Privileges
1. The holder of a CML is afforded all the privileges as an
official worker CAMACOP and carries the title, Pastor.
The holder of the CML (Lady), likewise enjoys all the
privileges as an official worker of CAMACOP and carries
the title, Pastora.
G. Restrictions
1. Licenses issued both to the Christian Minister and Lady
Minister is nullified once the holders of these licenses
transfer to another denomination. In the case of a lady
minister whose husband is not an official worker of
CAMACOP, the license is nullified upon written objection
of the husband.

General Assembly for at least 48 hours before the final
presentation. Any question or complaint on the candidates

B. Privileges
1. The Ordained Minister as an official worker of CAMACOP
is granted the title Reverend.
2. In addition to his privilege of officiating ministerial
functions afforded to the holder of the CML, he now
qualifies for appointment to solemnize marriages.
C. Restrictions
1. His I.D. as a CAMACOP Minister and his authority to
solemnize marriage are nullified once he transfers to
another denomination.

Section 1. Creation
The Christian & Missionary Alliance Churches of the
Philippines Inc., hereinafter known as CAMACOP, hereby adopts this
contributory plan( as mandated by the law of the RP) which shall be
called "The Alliance Retirement Plan of CAMACOP, Inc." hereinafter
called the PLAN.
Section 2. Purpose
In establishing this Plan, it is the desire of CAMACOP to
reward those employees who remain in CAMACOP's service
continuously for a substantial number of years of loyal service. It is the
policy of CAMACOP to recognize that its interest and those of its
workers are inseparable and, in keeping with that policy, CAMACOP
has committed, under the terms and conditions set forth in the Plan, to
assist its workers financially in providing for their retirement years.

J. "CONTRIBUTI ONS" shall mean the agreed shares of
CAMACOP and the workers to the Fund of the Plan in accordance
with Article V hereof.
K. "PREM IUM S" shall mean added benefits to the Contributions
paid to the credit of the workers in Article IX hereof.
All contributions to the Plan shall form the main corpus of the
Fund. Donation, Usufructs, or bequests made to the Plan shall be
governed by a Trust underlying the Plan, to be held in Trust by
CAMACOP and to be dealt with and managed in accordance with the
provisions of the said Trust Agreement.
All payments to be made under the Plan shall be made from the
Fund. No one shall have any right to, or interest in the Fund except as

provided for in the Plan and/or Trust Agreement. All participants and
beneficiaries shall look solely to the Fund for any benefit payment under
the Plan.

THE PLAN

Section 1. Amount
Any participant who retires under the Plan shall entitled to:
a) Total lump sum of all contributions paid to his credit under the
Plan; and
b) Premium benefits in accordance with Section 2, Article IX,
hereof; and
c) Funeral aid In the amount of P20,000.
Standard Form
The retirement benefits mentioned in Section 1 of this article
shall be paid to the Participant in one Lump Sum only. Receipt of the
lump sum by the Participant shall completely relieve CAMACOP and/or
the Fund from any further obligation to the retiree or his heirs.
Optional Form
The Retirement benefits of the Participants under this Plan may
be paid in equal monthly installments over a pre-agreed span of time in
writing. Should the Pensioner die before the pension time expires or the
last pension amount is paid, his beneficiaries shall receive the balance
according to the Pensioner's desire.
As soon as the full amount shall have been paid to the
Pensioner or to his beneficiaries, CAMACOP, and/or the Fund shall be
relieved completely from further obligation to the Pensioner or to his
beneficiaries.
Section 5. Resignation
A worker who is separated from CAMACOP or whose license
as a worker has been withdrawn by CAMACOP or who voluntarily
resigns from active service with the intent of quitting the ministry
without complying with the age and/or service requirements under
Article VIII hereof, shall lose his credited service as governed by Article
VII hereof, and shall not receive any benefit under the Plan or Trust

Agreement underlying the Plan except his lump sum under Section 1,
(a), Article IX hereof.
Section 1. Amount
Should a participant be separated from CAMACOP due to
Permanent Disability for work, he shall be considered to have retired
under Article IX hereof and shall be entitle to his accrued benefits, as
computed in accordance with the following schedule:

ARTI CLE XI : DEATH BENEFI TS
Section 1. Amendments
The provisions of this Plan have been designed to meet the
requirements of existing laws and regulations on tax-exempt plans. The
CAMACOP reserves the right to make amendments on any provision of
this Plan provided, that such amendments shall maintain the Plan's tax-
exempt status as now provided by existing laws and regulations or as
may hereinafter be provided by law.

Section 2. Terminations
It is the intention of CAMACOP to maintain this Plan
throughout its corporate existence. This Plan, however, shall terminate
automatically upon dissolution of CAMACOP.
In the event of Termination of the Plan, no future obligations
shall be payable under the Fund, ARC shall pay all debts or claims then
outstanding against the Fund. Thereafter, the Fund shall be distributed
to the pensioner-participant and their beneficiaries or to existing
programs of CAMACOP dealing with the welfare of its workers.
Section 1. CAMACOP
CAMACOP in the Monthly Contribution Table shall be:
The National Church for workers in the employ of the National
Church;
The District for workers in the employ of the District;
The Local Church for workers in the employ of the Local
Church; and
Institutions and Agencies for workers in the employ of the
Institutions and Agencies;

Section 2. SALARY BRACKET
The Salary Bracket does not end with Bracket X. It continues at a
graduated scale of P199.99 per bracket, and the contributions of
CAMACOP and PARTICIPANT shall be computed as in the first 10
brackets.

This shall take effect June 1, 1978.

A. The general qualifications for coverage shall be:
