1.0 SCOPE

1.1 This document covers engineering design basis for General Civil works such as site
grading, fencing, roads, pavements, storm water drainage, water supply, waste
collection & disposal system for Despatch terminal (DT), Sectionalising Valve (SV)
stations, Intermediate Pigging stations (IP), Tap-off Points (TOP) etc.

2.0 CODES AND STANDARDS

2.1 Civil works & Roads: Indian Standards (IS) and Indian Road Congress (IRC)
Codes

2.2 Water services: Manual on water supply and treatment (Published by Ministry
of works and housing, Delhi)

2.3 Sanitary collection: Manual on sewerage and services sewage treatment.


Published by Ministry of works and housing, Delhi)

2.4 OISD-STD-117 (Fire Protection Facilities for Petroleum Depots and Terminals and
Pipeline installations).
OISD-STD-118 (Layout for Oil and Gas Installation)
OISD - 163 (Process Control Room Safety) For Blast resistant Control room

2.5 IS Codes for Fire Fighting Equipments.

2.6 NFPA Codes for Clean Agent and CO2 system.

2.7 IS codes for various civil works.

3.0 OVERALL PLOT PLAN

3.1 The Overall Plot Plan shall be developed based on good engineering practice &
meeting requirement of statutory bodies.

3.2 Additionally the Overall Plot Plan shall also meet the requirement of OISD norms.

3.3 The various statutory approvals shall be obtained with the Owner’s assistance as
and when required.

4.0 FENCING

4.1 Protection of land acquisition limit

4.1.1 Intermediate Pipeline installation coming on route i.e. SV, IP, and TOP etc.
- 1.5m high chain link fencing with additional 0.5m high barbed wire fencing
over 0.5m high Brick masonry wall.

4.1.2 Receipt Terminal and Despatch Terminal


- 1.5m high chain link fencing (for installation within existing installation)
over 0.5m high Brick masonry wall.
- 2m high chain link fencing with additional 0.5m high barbed wire fencing
(for isolated installation) over 0.5m high Brick masonry wall.

5.0 SITE GRADING

5.1 All the tree roots and vegetation shall be grubbed up minimum 150 mm and
removed from site.

5.2 The grading of the area shall be done by cutting and filling with the following:

a. Cutting area : Thoroughly rolled and compacted.

b. Filling area

- Other than Road: Compacted in layers not exceeding 30 cm. to


achieve min. 90% of max. Dry density
(conforming to Indian Standard (IS)-2720, Part-
VII and EIL standard specification no. 6-65-
0017).

- For Roads: Compacted in layers not exceeding 20 cm. to


achieve min. 90% of max. Dry density
(conforming to IS:2720, part-VIII and EIL
standard specification no. 6-65-0018).

5.3 Plant Finished Grade Level (FGL):

5.3.1 New Site: To be kept 150 to 300mm above the nearby metalled road level
and may vary as per site requirement for new stations/locations.

5.3.2 Existing sites: To be maintained same as FGL for existing stations.

5.4 Slope in graded areas

5.4.1 General site grading : 1 in 500

5.4.2 During micro grading after completion


of major construction (For road corridors) : 1 in 200

6.0 ROADS & PAVEMENTS AND SITE FINISH

6.1 ROADS

6.1.1 Road Width

a) All SV(s), IP(s) and TOP: 4.0 M wide bituminous road consisting of
3.0m wide carriage way and 0.5m wide
shoulders on either side.
ii) Road inside Battery limit

a) All SV(s), IP(s) and TOP: 4.0m wide concrete road consisting of
3.0m wide carriage way and 0.5m
wide shoulders on either side.
b) Receipt Terminal : 6.0 M wide concrete road consisting of
4.0m wide carriage way and 1.0m
wide shoulders on either side.

iii) Foot path : 1.0 M wide of PCC

6.1.2 Camber : 1 in 50 (From road crown to edge of road)

6.1.3 Radius of curve : 8m / 12m / 15m

6.1.4 i) Bituminous Roads : Road shall be designed based on CBR


(California Bearing Ratio) value of sub grade and msa for the proposed
road as per IRC 37:2001

ii) Concrete Roads : Shall be designed as per IRC 58

6.1.5 Road finish : Bituminous carpet with seal coat / RCC

6.1.6 Finished road top level above FGL : 0.15 to 0.3 M

6.1.7 Road Gradient : 1 in 30 (in plain terrain)

: 1 in 20 (in hilly terrain)

6.2.0 PAVEMENTS

6.2.1 Material : Reinforced Cement Concrete (RCC)

6.2.2 Pavement slope : 1 in 100

6.2.3 Type : Type-II( 150 mm thick RCC) as per EIL


Standard.

6.3.0 SITE FINISH

6.3.1 Site Finish shall be provided as follows:-

7.0 STORM WATER DRAINAGE

7.2.0 Storm Water Drains

a. Type : Rectangular/trapezoidal type open drains.

7.3.0 Culverts and Road Crossings

7.3.1 Pipe culverts: RCC pipes Class Non-pressure Class 3


(NP3) conforming to IS:458 (if clear
cover over pipe is less than 600mm from
road top, pipe shall be encased)

7.3.2 Box culverts : RCC construction

7.3.3 ERC/IRC crossings : Poly Vinyl Chloride (PVC) pipes Class 1


as per IS:4985 class embedded in
concrete. Minimum pipe size 150 mm.

8.0 PITCHING

In filled up areas where level difference is more than 1.0m and upto 2.0mRR
masonry pitching shall be provided on slopes for protection of earth against
erosion and sliding all around station and approach road. The limit of
pitching shall be within fenced area.

8.1 Side Slope : 1 in 1.5 (1 vertical : 1.5 horizontal)

8.2 Construction : 300 thk. RR masonry pitching 1:6 cement mortars at


joints, flush pointing in 1:4 cement mortar

9.0 WATER SUPPLY

9.1.0 DRINKING WATER SYSTEM

(For Existing Terminal)

Drinking water system shall be extended by hooking up from existing


drinking water system for drinking and toilet needs. Toilet shall be served
from 1 Cu.m HDPE overhead water storage tank placed on top of the Control
room / Sub-station building.

9.1.1 Rate of water supply : 135 lpcd (litres/per capita/day).

9.1.2 Source - To be extended from the existing drinking water network

9.1.3 System- Under ground main ring with Galvanized Iron (G.I.) pipes and
fittings conforming to IS:1239 (Heavy).

9.1.4 Storage- Overhead HDPE water storage tank of Capacity 1.0 cu.m kept
on individual building as per IS:12701

9.2.0 Water System (un-manned stations, i.e. SV and IP and isolated installation)

No Toilet facility and water supply system is considered for these stations.

10.0 SEWERS & DISPOSAL

10.1.0 General

10.1.1 Oily water sewer is not envisaged for any of the pipeline installation.

10.1.2 Acidic waste collected from battery room of control building shall be
neutralized by providing Neutralization Pit and neutralised water to be
disposed in the nearest open storm water drains.

10.1.3 For dry batteries no neutralisation pit is required because there is no acid
leakage.

10.2.0 Types of Sewers and Disposal Method

10.2.1 Acidic and Alkali seer : Neutralization Pit (and neutralized water
discharge to nearby open drain).

10.2.2 Sanitary sewer: From individual toilet block disposal by means of


providing septic tank and soak pit combination or septic tank anaerobic
upflow filter combination

10.3.0 Cover for sewer line

10.3.1 Minimum cover over sewer line shall be 600 mm

10.3.2 If cushion over sewer pipe is less than 1200mm under roads, sewer shall be
encased in cement concrete.

10.4.0 Manholes

10.4.1 Type and construction of manhole: Brick masonry

10.5.0 Material of Construction for sewers

10.5.1 Acidic and Alkali sewer: High Density Polyethylene (HDPE) as per IS:
4984

10.5.2 Manhole for acid / alkali sewer shall be provided with Acid/Alkali proof
lining.

10.5.3 Sanitary sewer

a. Toilet block upto Inspection chamber:


Heavy cast iron (HCI) pipes as per IS: 1729

b. Gravity main & lateral:


RCC Pressure Class 1 (P1) as per IS: 458

11.0 CONTROL ROOM SAFETY

Control room shall be sized and designed meeting requirements of OISD-163


(Process Control Room Safety)

12.0 FIRE PROTECTION SYSTEM

12.1 The Fire Protection facilities shall be provided meeting the minimum the
requirements of TAC for insurance purposes.

12.2 Additionally the requirements of OISD 117 as applicable shall be provided.

12.3 Adequate number of capacity 4.5kg CO2 type and capacity 10kg dry
chemical powder portable extinguisher of capacity shall be provided at all
Despatch Station, Receipt Station, SV(s) and IP(s) stations as per IS:2190.

Despatch / Receipt Terminal

A) The Firewater network comprising of A93A class piping with hydrants


and monitors shall be provided by extending from the existing
Firewater network (if available).

B) Protection system inside control room shall be clean agent system.

SV & IP Stations and R

A) Carbon dioxide flooding system as per NFPA-12 shall be provided in


new control rooms of unmanned stations
