IRR 2.2 To showcase the talents and increase the interest of RFJPIAns in non-
academic competitions.
IRR 2.4 To field teams that are skilled, disciplined, dedicated, and motivated to
provide a holistic development of the members.
IRR 3.0 GENERAL GUIDELINES
IRR 3.1 The Non-Academic Events in the 17th Regional Mid-Year Convention
2018 shall comprise the following:
IRR 3.2 The table below shows the category of Non-Academic Events and how
many can join each Non-Academic competition:
IRR 4.2 There is NO LIMIT as to the number of events which a delegate can join.
IRR 4.3 Champion of a particular Non-Academic Event in the prior years can still
participate in the same or any event.
IRR 5.0 GENERAL REQUIREMENTS
IRR 5.1 The Local Chapter Vice President for Non-Academics shall compile all the
requirements and is the only one allowed in sending the application of non-academic
competitions participants.
IRR 5.2 The local chapter shall, in one MS Excel File, compile all nonacademic
participants; one labeled sheet for each event. This shall be the Regional Council’s
master list for the Non-Academic Events for the RMYC 2018.
IRR 5.3 All sheets shall contain the following: Name of participant, contact
number, year level and school name.
IRR 5.4 The Local Chapter VP Non-Academics will also send a scanned copy of
each participant’s Identification Card and Certificate of Registration (containing Name,
Course and School year) – One folder for each event; folder name being the event
joined.

IRR 5.5 File format of sending the requirements to the Regional Council and to
the Regional Vice President for Non-Academic Events corporate e-mail must be in .zip

IRR 5.5 All of the said Requirements must then be compiled and sent to
nfjpia1819.r10caragavpnonacad@gmail.com on or before September 19, 2018, 11:59
PM.
IRR 6.2 The Board of Judges must not be related or affiliated to any Local
Chapter joining any nonacademic event.
IRR 6.3 The Board of Judges has the sole and exclusive authority to clear or
answer any protest/clarification related to the judging of a particular event raised by the
contestants. The decision of the Board of Judges is final and irrevocable.
IRR 6.5 Music that will be used must be placed in a two (2) flash drives, in mp3
(.mp3) format, labeled with the Local Chapter’s NAME and Non-Academic Event to be
submitted on September 19, 2018 through RVP Non-Academics corporate e-mail
address.
IRR 6.6 Participants should register first before every competition to verify
the time of arrival and should be at least 70% of the team is present during registration.
A 2-point deduction in the total raw score shall be given to any contestant who
arrived 15 minutes late after the start of event (after reading of criteria for judging - for
night events; after call time – for day events). They are also given 0.5-point deduction
for every succeeding three (3) minutes.
IRR 6.7 All submitted works, outputs and products of the competition shall
belong to the RFJPIA Council.
IRR 6.8 Draw lots shall determine the order of performances. This shall be done a
day before the RMYC through a representative for each Non-Academic Participant.
IRR 6.9 The Regional Council shall have the exclusive power to interpret the
provisions of the IRR and shall be vested with the power to give sanctions to any
contestant who shall violate any provisions in this IRR.
IRR 6.10 In case there are any concerns or protest which is not covered in this
IRR, the Regional Vice President for Non-Academics shall have the absolute power and
sole authority to decide and interpret the implementing rules and regulations of the
RMYC. Regional Non-Academic Competitions, upon consultation with the Regional
Adviser, on matters which deems necessary to preserve and protect the integrity of the
event. Should there be any ambiguity encountered by any party, such should be
addressed on a timely basis. The decision of the Regional Council shall be final and
irrevocable.
IRR 7.3 If at any time prior to or during the competition a crew member is ill,
injured, or his/her physical or emotional condition is at risk by participating, he/she may
be declared ineligible to compete, or disqualified from competing further.
IRR 7.4 Sound effects and original compositions are permitted. Crews are highly
cautioned and advised against the music becoming too complex with too many edits,
sound effects, or songs preventing them from exhibiting a clean and continuous dance
performance.
IRR 7.5 The following are list of street dance styles that are permitted only from
this competition:
Locking
Popping
Waacking / Punking
House Dance
Party Dances or Club Dances (Popular or Trendy Dances)
Krumping
Gumboots
Breakdance
IRR 7.6 Routine length is minimum of three (3) minutes and maximum of five (5)
minutes. A grace period of five (5) seconds plus or minus is allowed resulting in a
minimum of two (2) minutes and fifty-five seconds (2:55) and a maximum of five
minutes and five seconds (5:05).
IRR 7.7 Each crew performance shall include at least thirty (30) seconds of the
song entitled “DAME TU COSITA by EL CHOMBO FEAT. CUTTY RANKS” in their
performance. Failure to comply shall be disqualified.
IRR 7.9 Crew whose performance exceeds in the grace period shall be given a
two (2) point deduction in their average score within every ten (10) seconds in excess of
the maximum time.

IRR 8.5 The Performance is limited only to the song “REWRITE THE STARS by
ZAC EFRON FEAT. ZENDAYA”. The Regional Vice President for Non Academics will
provide the official mp3 to be used in the competition. The song must not be edited or
altered (additional effects are not allowed).
IRR 8.6 The participants have the freedom to choose the genre of their dance
(hip hop, ballet, jazz, contemporary, etc.).
IRR 8.7 Each duo shall use a HOOLA HOOP during their performance and they
must incorporate it in their routine. Failure to comply shall be disqualified.
IRR 8.8 There shall be a two (2) point deduction per judge per rule violation and
shall be made by the chairman of the board of tabulators duly concerned by the
members and in consultation with the board of judges.
IRR 8.9 In an effort to judge the contest objectively and equally, the following
criteria will be considered by the judges and assigned a point value in each area:

IRR 9.2 The participants will choose a specific music video that became a hit from
2016-2018. They should present it with a twist and humor.
IRR 9.3 The duration of the music video should not exceed five (5) minutes.
IRR 9.4 The entry must not include vulgar or obscene scene(s).
IRR 9.5 Only one music video per local chapter (The first local chapter to reserve
a specific music video will automatically have the right to use that music video as their
parody entry). For reservation contact the Regional Vice President for Non-Academics.
Reservation will start on August 20, 2018.
IRR 9.6 The Parody Video should be placed in a flash drive and be passed to the
Regional Vice President for Non-Academics the day before RMYC. Following this
format: MTVSPOOF_LC

IRR 9.7 There shall be a two (2) point deduction per judge per rule violation and
shall be made by the chairman of the board of tabulators duly concerned by the
members and in consultation with the board of judges.

IRR 10.3 The group can choose any genre and language of the song they will
perform. Remix songs are allowed as long as it follows the guidelines for time length.
IRR 10.4 The performance should be live. No lip synchronization is allowed.
IRR 10.5 The group will be given three wireless microphones. It depends on how
the group will manage the limited resources.
IRR 10.6 Strictly no back up dancers are allowed to take any part in the number,
only the 6-12 participants are allowed to perform.
IRR 10.7 All members of the group are expected to sing at least one line. A line is
counted when the member sang the line while holding the microphone. When a
member is singing/ performing, the other members are expected to dance as back-ups.
Violation: Refer to IRR 10.12
IRR 10.8 Instruments are permitted given that only three microphones are still to
be used and user of the instruments are to have similar choreography with the other
members. Violation: Refer to IRR 10.12
IRR 10.9 The minimum time length of performance is three (3) minutes and a
maximum of five (5) minutes. Violation: Refer to IRR 10.12
IRR 10.10 The Local Chapters are to submit the lyrics of their whole performance
with the corresponding singer/s – indicate which part of the song/s the singer/s will
perform.
IRR 10.11 Music is to be submitted together with the group/s performance flow
on the day before the RMYC.
IRR 10.12 There shall be a two (2) point deduction per judge per IRR (10.3 –
10.11) violation and shall be made by the chairman of the board of tabulators duly
concerned by the members and in consultation with the board of judges.

IRR 11.2 The participants must perform one chosen song of their artist combined
with dance or acts to show that they have a similar personality with the person they are
mimicking.
IRR 11.3 The contestants must transform into their chosen artist (local or
foreign). By means of makeup, wigs, clothing/costumes.
IRR 11.6 Participants must prepare at least three (3) photos (.jpeg,) of their
chosen artist. Photos and music that shall be used must be compressed to .zip file,
labeled with YFSF_LC.

IRR 11.7 Any costume, props, and the like are allowed, except for sharp & pointy
objects, pyrotechnics, live animals, or other equipment which may damage the venue.
The harmful items stated above are strictly prohibited.
IRR 11.8 Participants whose performance exceed the maximum time shall be
given a two (2) point deduction every ten (10) seconds in excess of the allotted time.
IRR. 11.9 Each performance must not exceed six (6) minutes. If props are used,
contestants are allowed one (1) minute – thirty (30) seconds for setup and thirty (30)
seconds for tear-down.
IRR 11.10 The contestants may have two (2) back-up performers to accompany
them on their performance. However, the back-up performers are not allowed to sing,
to showcase the raw talent of the contestant.
IRR 11.11 There shall be a two (2) point deduction per judge per IRR (11.4 –
11.10) violation and shall be made by the chairman of the board of tabulators duly
concerned by the members and in consultation with the board of judges.

IRR 12.3 The essay should be at least 500 words excluding the title.
IRR 12.4 The theme shall be given on the day of the competition.
IRR 12.5 Contestants shall be given two (2) hours to finish their piece.
IRR 12.6 There shall be a two (2) point deduction per judge per rule violation and
shall be made by the chairman of the board of tabulators duly concerned by the
members and in consultation with the board of judges.

IRR 13.0 CLICK IT! SMARTPHONE AND CAMERA CLUSTERS
IRR 13.1 Each Local Chapter may only send a duo with one buddy for each
Cluster.
SMARTPHONE CLUSTER
For those who are using their mobile phones as their
picture-taking equipment. The official smartphones are iPhone 6 or
6s only. Participants violating this will automatically be disqualified.
CAMERA CLUSTER
For those who are using dedicated picture taking equipment
such as digital camera, DSLRs or action cameras.

IRR 14.3 ½ sized plywood (any alternative) and paint will be provided by the
organizers. However, the contestants must bring their own paint brushes, pencils,
erasers and rulers.
IRR 14.5 Contestants shall be given two (2) hours to finish their piece.
IRR 14.6 The theme shall be given on the day of the competition.
IRR 15.2 There shall be one question for all the participants. The contestant shall
be obliged to answer the question immediately after it was given.
IRR 15.3 Contestant shall be given two (2) to three (3) minutes to deliver their
speech.
IRR 15.4 A signal shall be given on the 1st minute mark and when only 30
seconds is remaining to allow the contestants to wrap up his/her speech.
IRR 15.6 Speaker whose performance exceeds the given time shall receive a 0.5
point deduction in their average score within every ten (10) seconds in excess of the
maximum time.

IRR 16.2 Teams shall be given five (5) minutes each to perform their hugot.
IRR 16.3 Five (5) minutes before the start of every team’s turn, each team shall
pick a piece of paper containing the subject matter of their hugot. However, all possible
topics are to be released a night before the event for participants to prepare.
IRR 16.4 Strictly no copies of their drafted piece are allowed. Failure to comply
shall be given 2 points deduction per judge.
IRR 16.5 The first 2 speakers are given 1 minute and 30 seconds to give their
hugots and the third speaker is given 2 minutes to wrap up their whole performance.
IRR 16.6 The first speaker is expected to establish the setting of their hugot – its
mood, its environment, its context, etc.
IRR 16.7 The second speaker is expected to continue the hugot of what the first
speaker had established.
IRR 16.8 The final speaker is expected to wrap up the whole hugot performance.
IRR 16.9 Groups whose performance exceeds the given time shall receive a 0.5
point deduction in their average score within every ten (10) seconds in excess of the
maximum time.

IRR 17.3 Each participating Local chapter may send six participants, strictly three
(3) males and three (3) females, composing one group.
IRR 17.5 Games are to be revealed on the competition day. There are 5 games in
total – 1 game for girls, 1 game for boys, and 3 games for the whole team.
IRR 17.6 Accumulated scores will be computed at the end of the games and will
determine the 1st, 2nd and 3rd place respectively.
IRR 18.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for Non-
Academics then to be forwarded to the regional executive officers for discussion, editing
and final approval and to be noted by the Regional Adviser.
IRR 18.4 The Regional Executive Officers shall have the right to deny any
proposed revisions and amendments, submitted to them by the which Regional Vice
President for Non-Academics are deemed unnecessary. The final decision on any
inclusions or exclusions to this Implementing Rules and Regulation must be determined
by a majority vote of all Regional Executive Officers in which the Regional Vice President
for Non-Academics is included.
