Executive Summary

Homosexuals and queer identities are being accepted more widely among Indian youth today
as compared to before, but within families, homes and schools, their acceptance and freedom
to openly express their gender choices still remain a constant struggle.
In the urban areas, there has been increasing awareness of LGBT rights due to various social
media and other initiatives, but in spite of this, only a small part of the diverse challenges faced
by the community are exposed here.
Theoretically, most educated citizens support alternative sexualities and gender identities, but
when it comes to day-to-day behaviour, there is an urgent need to change the ground reality.
We need to bridge the gap between theoretical knowledge and everyday experience. Which
means that we need people to change stereotypes. For example, to stop the rampant telling of
homophobic jokes and to stop bullying and other forms of harassment.
And this is exactly what we aim to rectify through our Queering Goa project. We want people
not only to understand and be aware of the various struggles that LGBTQ people face, but to
change their thinking and behaviour and in turn make our society a more accepting and
inclusive one, where every individual may have equal rights and live freely.
We aim to better understand the reality and the struggles of the LGBTQ people by interacting
with different people of this community, through interviews and other interactions and then
parting this knowledge with others, including college and school students and the general
public. We intend to educate the people through their stories.
Our current educational system is based on following of set norms without questioning
anything. We have to encourage our children to question and be curious because that is the best
way to learn. Children must know about their basic human rights and the tools available to
protect those rights. We want to educate them so that they feel confident and comfortable being
themselves, and make it a safe environment for others to be themselves too. We also want to
spread awareness about the various issues like STDs and other potential dangers associated
with sexuality. And we hope to reduce bullying that happens specially in schools, through our
initiative.
We plan on meeting with the various trusts and NGOs in Goa who are working towards this
cause, and understand the work that they do and how they carry on with it. We would like to
use their help to reach out to more people, both of the community and others, and to learn how
to approach them and work positively towards expanding their freedom of expression.

1. Introduction

The human rights of lesbian, gay, bisexual, transgender and queer people (LGBTQ) are coming
into sharper focus around the world, with important advances in many countries in recent years,
including the adoption of new legal protections. The preamble to the Indian Constitution
mandates justice - social, economic, and political equality of status for all. The right of equality
before law and equal protection under the law is guaranteed in Articles 14 and 21 of the
Constitution. In April 2014, the Supreme Court of India ruled in NALSA vs Union of India
that the rights and freedoms of transgender people in India were protected under the
Constitution; in September 2018, the Supreme Court also decriminalized adult consensual
same-sex relationships in the Section 377 judgment review. These two judgments are
considered a landmark both in terms of their expansive reading of constitutional rights and in
empowering LGBT community in India. Both the judgments mark an important moment for
LGBT rights that not only reversed a relic of British imperial rule but also ordered that LGBT
Indians be accorded all the protections of their constitution. This was a welcome victory, but it
does not necessarily mean that LGBT people in India are fully free or perceived as equal among
their fellow citizens. It underscores how much work remains to be done in India and the rest of
the world to overturn antiquated and repressive anti-gay laws.
India is a vast and diverse country and attitudes towards this subject and experiences of LGBTQ
individuals vary vastly. The disparity between urban and rural India, language, caste, class and
gender add further complexities to understanding this topic more fully. But what we do know
is that India’s LGBT citizens are not a “minuscule minority”. They have a voice that is strong
and refuses to be silent any longer in their efforts to reclaim equality.
So, with the draconian Section 377 gone, we wanted to know what's the road ahead for the
LGBTQ community especially in the state of Goa.

Our Project deliverables

 Conduct survey amongst students in colleges to understand the level of awareness of


LGBTQ people
 Conduct sessions in various colleges on creating awareness of LGBTQ community
 Help in Organizing Pride march events for LGBTQ community
 Release interviews of various activists and renowned members of the LGBTQ
community in Goa across various social media platforms
 Publish articles on various themes related to LGBTQ community in various print
media

4. Methodology
 Primary
o Gathering information by visiting various trusts in Goa to know about the present
scenario of the LGBTQ community in Goa.
o Conducting surveys in various educational institutions to learn about the
awareness of the people.
o Conducting sessions to create awareness about the LGBT community in those
educational institutions.
o Visiting NGOs to know about the various works the organisation is doing for the
benefits of the LGBTQ community.

 Secondary
o Conduct research to gather information about the various NGOs and Trusts
existing in Goa.
o Gather information on the LGBTQ community
