Important Note:

2 Overview
A paging procedure is initialized by the MSC or the SGSN to locate an MS. After
receiving the paging message from the CN, the BSC sends the paging request to all
cells in the specified LA. There are two kinds of paging: IMSI paging and TMSI paging.
When the IMSI is used for paging, one paging message can contain two IMSI numbers,
while four TMSIs can be packed in one paging message.
Paging is sent via the CCCH. The downlink CCCH is shared by the PCH and AGCH.
The PCH sends paging messages and the AGCH sends immediate assignment and
immediate assignment rejection messages. According to GSM specifications, there are
three paging groups in one multi-frame when the CCCH and SDCCH share one control
channel, and there are nine paging groups when the CCCH and SDCCH are configured
individually. The paging group in one multi-frame is shared by the PCH and AGCH.
Thus, the paging capacity depends on the configuration method of the CCCH, PCH,
AGCH, and the ratio of IMSI paging to TMSI paging. The ZTE BSC supports a flexible
channel configuration to provide different paging capacity. The maximum paging
capacity for one LAC is 400,000 times per hour. The ZTE BSS also supports paging
retransmission. If a paging message is not replied for a certain period of time, it is
retransmitted.
There are three paging types: CS call paging, PS paging, and SMS paging. Usually all
these paging messages are sent via CCCHs. To avoid paging congestion, all these
traffic should be considered so that the LAC can be defined properly.

3 Technical Description
As an integral part of the RR management entity, a paging process involves the allocation
and management of radio resources. To set up an RR connection, the network repeatedly
requires the called MS to access the network through paging, which is the initialization
phase of the RR. The basic principle is as follows: When a terminated call message is
sent to the MSC to which the called MS belongs, the MSC/SGSN first checks the current
location area/routing area of the MS, and then sends a BSSMAP Paging message to the
BSC that controls the location area/routing area. The message contains the IMSI and
TMSI of the called MS. The BSC determines the paging channel of the MS according to
the IMSI/TMSI, and then sends the paging message of the MS over the specified PCH.
In addition, the BSC also specifies the BTSs that need to initiate the paging, and sends
the paging command to each of such BTSs, as shown below.

The paging of the BSC includes the paging on the A interface and the paging on the Gb
interface.
1. Paging on the A interface: The paging request is sent over the CCCH if the MS does
not use the PS service.
2. Paging on the Gb interface: If the MS is not in transmission state, the paging request
is sent over the PCCCH (if the PBCCH is configured) or over the CCCH (if the
PBCCH is not is configured).
The paging coordination function has three network operation modes as follows:
Network operation mode 2: Both CS paging messages and PS paging messages are sent
over the CCCH. If the BSC supports paging coordination, the CS paging messages can
be sent over the PACCH if the PS is in transmission state.
Network operation mode 3: The BSC sends paging messages by the same method as
used in network operation mode 1 except that the MS should monitor the PCCCH and
CCCH at the same time. At present, such MSs are not available. Therefore, network
operation mode 3 is not configured in the current network.
After the BSC sends a paging command message to the BTS, the BTS first determines
whether the number of the paging groups contained in the message is greater than the
maximum number of the configured paging groups. If yes, the BTS does not process the
message. Otherwise, the BTS saves the paging command to the paging message buffer
queue. The length of the buffer queue is 10. During the frame interruption, an event is
triggered to process the paging messages in the paging message buffer queue when T3
equals to 5, 15, 25, 35, and 45.
Note: The preceding section describes only the paging commands of CS services briefly.
For the paging commands of PS services, the paging priority should also be taken into
account. When a high-priority paging message is written into the paging message buffer
queue, the location of the queue header should be taken into account.
Every paging group has a maximum number of repetitions determined by the paging
period. The maximum number of repetitions should be the maximum number of repetition
opportunities. In the paging repetition queue, each message element is marked by a
repetition opportunity record parameter. This parameter is initialized to 0 when the
message is written into the retransmission queue. Every time when there is an opportunity
of transmitting a message in the repetition queue, the parameter for the un-transmitted
messages is incremented by one. When the parameter is equal to or greater than the
maximum number of repetitions, the re-transmitted message is invalid.
Extended Paging: The extended paging mode is configured to relieve the temporary
overload of a sub-channel. The mode enables a paging message, which is usually
transmitted over a paging sub-channel (PCH BLOCK) of the CCCH, to be transmitted on
the paging block after the next paging block.
