Manual Method and Problems Encountered

This study focuses on the records management system of the said Barangay. The Barangay
treasurer/secretary is the one who performs permits, certificates transactions community tax, business
taxes, and other fees. They are also in charge of keeping tracks of the records, capture and maintain up-
to-date records of all issuance transactions and daily, monthly, yearly reports. These records are
sufficient for various purposes that required an appropriate, consistent and secured storage of files. The
system that they are using until now is a manual based process for all services to its constituents. They
manually handled transactions daily; specially get Barangay clearance, certification, cedula and permits.
Before the accomplishment of the task the constituents who request must undergo a long process .Same
through with storing of files, updating, accessing of data and recording the expenses, they used folders
and log of papers for its storage. The staff encountered difficulties and long procedure in retrieving,
recording, computing and processing of financial and accounting data.

Thus, the researchers proposed Barangay the records management system that will give safer storage of
financial records, fast retrieval of files, maintains reliability and accuracy, and faster tracking of files.
Proposing software for the records management system is very useful to the staff, from hand written
records and manual issuing of barangay clearance and certificates, as well as the income and expenses
reports into an automated processing system.

BARANGAY MANAGEMENT INFORMATION SYSTEM

Develop a Barangay Management Information System with SMS (Short Message Services) support. This
provides a record keeping and updating information and it also allows the users to search or view
records.

SMS Support needs a broad band connection to send messages to the constituents.

The SMS support can’t accommodate to send to all the residents of the Barangay.

The proposed system is also a Management Information System for the benefit of a Barangay but this
time this proposed system is with SMS Support. The researchers added this SMS Support to the system
to enhance more the effectiveness of MIS.

Some of the needed materials are too expensive that may cause the lack of financial support. They meet
problems when there are times that they need a material that is important for the study and they found
out that it wouldn’t be able to be found inside the campus so they have to spend money for the
transportation. They need to commute to the place where there are materials that are available and lots
of information. Some of the houses of the researchers are in the rural places, so whenever that there
are emergency meetings some of them don’t make it in time or failed to attend.
Computer-based information retrieval operates through the use of software that can offer information
services for an institution.

The Barangay Tacas is the one of the biggest barangay in Iloilo City. It could be reach by twenty minutes
of travel from the heart of the City. It is also composed of 5 zones with a population of 5,910 for a total
and 325,630 hectares. They cater the entire resident of the barangay. . Barangay Tacas,Jaro is using a
manual process of transaction such as hand written documents, monitoring of attendance and storing of
record in a cabinet. We proposed this sytem because we can also see how the manual system works in
the said barangay. And according to the respondents for now barangay sytem is not really a cumpolsory
for them, but during our interview the respondents are also interested in our proposed system.

Introduction

This propose project entitled “Barangay Management System of Barangay Tacas, Jaro, Iloilo City “is a
software development project focused on the improvement and implementation of software that will
automate the records and managing the files of the said of the barangay. This project started last July
2015 an expected to be finished until the end of October 2015.

This project entitled” A Propose Barangay Management System for Barangay Tacas Jaro Iloilo City” is
focused on the design, develop and implementation of a working Barangay Management System that
will be implemented for all barangay officials and citizens. Only the process of monitoring, recording,
storage, submission and releasing the certificates that the citizens transaction in the barangay hall.

Barangay Information Managemen System with Residence Locator

The main purpose of creating this system was to provide an easier and effective way of
managing resident’s information using a more effective computerized information
system in order to have faster record transactions in the barangay, to help keep the
records of the barangay tanod (peace and order) and be prevented from loss and
destruction and to be more specific and accurate in viewing the barangay residential
status through the help of the residence locator. The system served as an instrument for
the barangay to increase good governance and better performance. The system was
develop on VB.NET, and used mySQL Database.

The barangay officials will benefit by having a computerized management information

system which can record reports, data and information much easily, store all information
in an accessible database, faster retrieval of any information, eliminate redundancy on
records and have a locator map that can help for planning purposes and residence
locating.

Barangay Office Management System

The system focuses on creating a Barangay Office Management System facilitated by the
Barangay Secretary, Barangay Treasurer, Barangay Record Keeper, and Barangay Clerk depending
upon the transaction they are involved. Barangay Census is the procedure of systematically
acquiring and recording information about the members of a given population. The secretary is the
administrator who can manage all the records while the Barangay Clerk and Barangay Record
Keeper can only view the stored information. The receipt serves as a financial and clearances.
Barangay Clearance is a certification from a Barangay Captain stating that person is a bonafide
resident of the said barangay while Business Clearance is a legal document that offers proof of
compliance with a definite city or state laws regulating structural appearance and safety as well as
the sale of products. Another is Indigence Certification which is an official document declaring that
the requesting person belongs to underprivileged families in the barangay. The Secretary, Barangay
Record Keeper, and Clerk can perform command such as add, edit and save information. It should
have control number in every form. Barangay Case Records is a written account of those people
who have violated the barangay laws. The Secretary can access all the transaction while Barangay
Record Keeper and Barangay Clerk can only view and search the details.
