CHAPTER I

INTRODUCTION

1.1 Background

As time passes, science continues to grow throughout the world, in the fields of
health, marine, industry, transportation, information and so on. Development of science
solely to meet the needs of people who are increasingly increasing. In this era, the need for
food is very important.

The increasing rate of population change is closely linked to food availability. The
change of population in a country must be balanced by the increasing availability of food for
its inhabitants. But the reality is not. The enormous population growth cannot be matched
by the amount of food available because if the population is growing, the land requirement
for the residents to settle will be large too, with it a lot of agricultural land taken by the
population to be made land of residence, so the land for plant the longer it be on the wane.

Hunger is a complex problem in the global world. Many countries in the world still
feel hungry. The main cause of hunger itself is poverty. Actually the problem in starvation
itself is not cannot eat and drink but ability of low purchasing power and lack of coordination
among its citizens.

CHAPTER II

DISCUSSION

2.1 Definition

According to wikipedia, hunger is a condition where the body still needs food,
usually the stomach has been empty either intentionally or unintentionally for a long time.
Hunger is an extreme form of normal appetite. This term is generally used to refer to the
condition of malnutrition experienced by a large group of people for a relatively long period
of time, usually due to poverty, political conflict and weather drought.

Hunger is one of the effects of poverty. Talking about poverty, it can be interpreted
as a lack of material ownership or insufficient income to meet basic needs. In the above
sense, we can see that the main cause of hunger is poverty, where people can no longer afford
to buy food, let alone clothing and boards.

There have been many cases of famine occurring in Indonesia, especially in remote
areas and ever occurred in Papua, NTT and Maluku. In the eastern region it is very less get
government attention.

2.2 Hunger facts


1. About 24.000 people die every day from hunger or related causes. This is down from
35.000 ten years ago and 41.000 twenty years ago. Three fourths of the deaths are
children under the age of five.
2. Today 10% of children in developing countries die before the age of five. This is
down from 28% fifty years ago.
3. Famine and wars cause just 10% of hunger deaths, although these tend to be the ones
you hear about most often. The majority of hunger deaths are caused by chronic
malnutrition. Families simply cannot get enough to eat. This in turn is caused by
extreme poverty.
4. Beside death, chronic malnutrition also causes impaired vision, listlessness, stunted
growth, and greatly increased susceptibility to disease. Severaly malnourished
people are unable to function at even a basic level.

5. It is estimated that some 800 milion people in the world suffer from hunger and
malnutrition, about 100 times as many as those who actually die from it each year.
6. Often it takes just a few simple resources for impoverished people to able to grow
enought food to become self-suffient. These reseources include quality seeds,
appropriate tools, and acces to water. Small improvements in farming techniques
and food storage methods are also helpful.
7. Many hunger experts believe that ultimately the best way to reduce hunger is
through education. Educated people are best able to break out of the cycle of poverty
that couses hunger.

2.3 Factor Causing Hunger

Millions of deaths are caused by hunger. This has grown an attitude of concern
throughout the world. Many factors that cause hunger. One of them is poverty. Poverty is
the largest contributor to hunger. Some factors of the occurrence of hunger:

1. An irregular climate changes. This may result in the plant being grown unable to
thrive, so the plant cannot produce processed food for consumption.
2. The economy in that country has experienced a sharp decline. This is because of the
country has debt to other countries or lot of unemployed labor force due to lack of
employment.
3. Many government officials are often corruption. This happens a lot in Indonesia.
They take the rights that should not belong for them. Such as giving money to poor
people who are not timely due taken first by the person. So the poor are late to receive
help and can not meet the needs of his life.

2.4 Role Government to Reduce Hunger in Indonesia


Many ways the government to reduce hunger in Indonesia. One of the government's
efforts to reduce hunger is stated in the 1945 Constitution article 34 paragraph 1 which reads
“fakir miskin dan anak-anak yang terlantar dipelihara oleh negara”.
Poor people closely related to hunger, because the main cause of hunger is poverty. In the
verse it can be explained that the government has a direct role to manage the poor and
neglected children in Indonesia.

Government efforts and policies to reduce hunger in Indonesia:


1. Halve the proportion of people with less than USD 1 (PPP) income per day in the
period 1990-2015.
2. Realizing full and productive employment opportunities and decent workers for all,
including women and young people.
3. Halve the proportion of people suffering from hunger in the period 1990-2015.

CHAPTER III

CLOSING

Probably all or some countries in the world have experienced hunger in both
developed and developing countries. Famine becomes a problem for its own country.
Poverty is also a major factor in hunger. With poverty alleviation, we also help to reduce
hunger.

Much of the Indonesian government's efforts to reduce hunger problems in Indonesia


such as make laws to care for poor and neglected children till increase employment for the
workforce, youth and women. We should be supportive and run the government program
together, if it is done both parties then the government's goals can run well and correctly, so
the number of hunger in Indonesia can be reduced.
