Dear Sir,
Ref: Show Cause Notice Memo No. GADOl-PERSOIAS/42/2019-
SC.D/2019, dated: 01/11/2019 (Violations of Business Rules)-Rule 7(2) and
Rule 13(4) of AP Business Rules.
With reference to the show cause notice issued to me, I hereby submit my
response to the two issues mentioned in the letter.

1. Placing the proposal related to 'YSR Lifetime Achievement Awards'

before Council of Ministers without prior approval of Chief Secretary
This proposal was discussed in detail during the preparatory meeting held at
04:00 PM on 29/10/2019 in which the then Chief Secretary was also present.
In the meeting, it was decided to place this proposal before the Cabinet, subject
to concurrence by Finance Department for the estimated expenditure of Rs. 10
Crores per annum.
Once the concurrence was received from Finance at 09:34 PM on 29th October
2019, I felt it was natural and in sequential order to bring the proposal to the
Cabinet. This was so because the proposed scheme features as well as the
aspects of the Cabinet note, had already been discussed in the meeting referred
above, and only the Financial concurrence was pending.
2. Not bringing the proposal of 'Gram Nyayalas' even after the approval by
Competent Authority.
On 29th Oct 2019, Secretary Law was clearly told by the Competent Authority
that as the locations of Gram Nyayalas require further deliberations, the matter
will be brought forward only in the subsequent Cabinet, once the discussions
are complete.
Despite this communication, the matter was brought up as a table agenda in the
immediate Cabinet meeting. In this situation, I discussed the issue again with
