Abstract
Indonesia is one of the developing countries which includes quite recently enjoying internet tech-
nology. [1]. In the neighborhood of RT / RW 01/09 Sarijadi, Bandung City, there were complaints from
residents to the Chairperson of the RW regarding internet network infrastructure in the form of poles and
fiber optic cables in the neighborhood. Besides that on the internet there is also a Request Time Out (RTO)
problem. With the complaints of the residents, the right solution to calculate costs is to move from an
internet based fiber optic cable to a wireless distribution system to realize the construction of internet net-
work infrastructure and properly classify network quality. [2] The problem in the construction of internet
infrastructure is the determination of the position of the Access Point must determine the height of the
tower to the strength of the signal to be produced. [3] With more and more internet users it has an impact
on increasing the amount of data transferred over the network. [4] The problem that often occurs because
it is RTO. One way to minimize the occurrence of RTO is to apply the Random Early Drop (RED) method
on Qos because the RED method has data congestion avoidance capabilities [5]

1. Introduction
In this study, problems were obtained from the observations of researchers and also inter-
views regarding the condition of the existing internet network infrastructure in the environment.
The condition of the fiber optic cable which is very much piled on top of the cable mast is con-
sidered by the researchers to be very disturbing to the residents, as well as the location of the
installation of cable poles taking places that are less appropriate such as being close to people’s
homes or near the road. In addition there are other problems such as the need for Bandwidth and
Request Time Out (RTO) management. RTO can occur due to several factors of poor QOS.
From these conditions a solution is needed to overcome the problem of the internet net-
work. One technology that can be used to solve this problem is wireless network technology. By
building an internet network infrastructure that only requires a single tower instead of cable poles
and fiber optic cables. The advantage of building your own internet is that you can do Banwidth
and QOS management yourself to overcome RTO. Based on the above conditions, a study will be
prepared with the title ”CITIZEN INTERNET DEVELOPMENT WITH NETWORK PENSTA-
BILES USING RANDOM EARLY DETECT (RED) METHOD”

2.1. Signal Quality
Signal quality is a benchmark for knowing the good or bad of a wifi signal quality. The
amount of wifi signal is shown by dBm, which is the absolute value of the power unit. If the value
shown is greater, the signal strength will be smaller. [9]

2.2. Wireless Access Point

Wireless access point is a network device that connects network devices to wireless networks
or from wireless networks. The range of the wireless access point depends on the signal strength
of the signal. Wireless access points amplify digital signals so that the signal reaches the receiver
(receiver). The greater the signal strength, the wider the range and the better data transmission.

2.3. Quality of Service

QoS is a measurement method of how well a network is and is an attempt to define the
characteristics and properties of a service. QoS is used to measure a set of performance attributes
that have been specified and associated with a service. [3]

2.4. Random Early Detect

RED is a method of queuing on data so that there is no failure in sending data by con-
trolling the average value of the data queue. [1]

3. Research Method
3.1. Research Procedure
In this study, the problem solving method used was the RED method which was applied
after the construction of Point to Multipoint internet infrastructure. The RED method is applied
in the QoS configuration.

Method

4. Result and Analysis

Development of the internet is not balanced with capable hardware. The signal coverage
that can be achieved by the access point is still not wide enough for the community environment.
The application of the red method gives moderate results using 4 parameters based on the tipshon
theory.

5. Conclusion
1. The construction of wireless internet infrastructure is able to overcome the problem of
using cables and poles which have been detrimental to the residents as users, as evidenced by the
results of development that only requires a tower. 2. Determining the location of an Access Point
as a signal transmitter point is able to provide a broad coverage area as evidenced by the ability
to spread the signal in a fairly large area of around 100m2. 3. The distribution of internet speed
has been successfully done because it applies bandwidth management fairly. 4. The application of
the RED method as a method to minimize the occurrence of RTOs gives more stability to network
quality.
Internet development should be balanced with adequate hardware. The right method will
be less than the maximum result if the hardware used is less reliable. While the application of the
red method gives moderate results using 4 parameters based on the tipshon theory. So that in this
study it is quite capable of providing solutions to minimize cables and poles and RTO.
