ED attaches properties of
Jharkhand maoists in PMLA case
New Delhi, Sep 19 (IANS) In a major crackdown against
the Left Wing Extremist (LWE) group in Jharkhand, the
Enforcement Directorate (ED) on Thursday said it has
attached properties to the tune of Rs 2.89 crore of maoists
Binod Kumar Ganjhu, Pradeep Ram and their family mem-
bers in its money laundering probe.
The ED in a statement said that the agency has attached
immovable and movable properties totaling Rs 2.89 crore
under Prevention of Money Laundering Act, 2002 (PMLA)
in a case related to illegal collection of levy from the contrac-
tors or coal merchants through criminal extortion and intim-
idation in Magadh-Amrapali Coal Area in Chatra district by
the members of banned LWE organisation Tritiya Prastuti
Committee (TPC).
The agency said that the attached assets include immov-
able and movable properties held in the name of the Maoists
Binod Kumar Ganjhu, Pradeep Ram and their family mem-
bers. According to the financial probe agency, the immov-
able properties are located in Hazaribagh district of
Jharkhand and movable properties include cash to the tune
of Rs 1.49 crore seized from the houses of accused persons,
five vehicles worth Rs 89 lakh as well as bank balances in

New Delhi Sep 19 (IANS) The Government on
Thursday issued an ordinance to ban e-cigarettes, making
the production, import, export, transport, sale or advertise-
ments of such "alternative" smoking devices a cognizable

First time violators will face a jail term of up to one year
and a fine of Rs 1 lakh. For subsequent offences, a jail term
of up to three years or a fine of Rs 5 lakh, or both accord-
ing to the ordinance.
The storage of e-cigarettes shall now be punishable with
imprisonment of up to six months or a fine of up to Rs
50,000 or both.

HAL airport in Bengaluru, becoming
the first defence minister to fly in the
indigenously-built light combat aircraft
(LCA).

flying these aircraft," the official had
said. The IAF has already inducted a
batch of Tejas aircraft. The naval version
of the LCA is in development stage. Last
Friday in Goa, Tejas had successfully
carried out an "arrested landing", a key
performance, demonstrating its ability to
land on board an aircraft carrier, making
it a major milestone in development of
the naval variant of the fighter jet.

reported that India's total
fertility rate (TFR) has declined
from 5.9 in early Sixties to 2.4 to
2010-15. TFR is defined as the
total number of children to be
born to women in her lifetime by
the current age specific fertility
rates. By 2025-30, it will fall to
2.1, sliding further to 1.9 during
2045-50. As per the National
Family Health Survey (NFHS),
India's TFR declined from 2.7 in
2005-6 to 2.2 in 2015-16. When
the TFR touches 2.1, which is
called replacement fertility level,
we can say that the population is
getting stabilised, subject to the
momentum factor. India's
population was predicted to peak
at 1.7 billion in 2060, declining
to 1.5 billion by 2100. The faster
decline in TFR, as reported by
NFHS, suggests that these can
happen much earlier than
predicted. Thus, there seems to
be no reason for panic in the
context of the demographic
trends.
The increased acceptance of

21 per cent in 2015-16. The
country has this demographic
advantage primarily due to an
increase in the age at the first
child birth. No increase being
reported in contraceptive use is
understandably due partly to the
increase in the age of marriage,
as younger couples are more
likely to opt for these methods
than older ones.
The decline in TFR would lead
to reduction in the dependency
rate. A reduction in the share of
children and an increase in the
adult population are important
for achieving a high rate of
economic growth since it will
lead to an increase in the
percentage of the working
population. India is expected to
grow at least 6.5-7.5 per cent per
annum in the coming three
decades, as per the predictions of
the Asian Development Bank.
This record growth can be
achieved largely due to a
demographic dividend and other
structural factors, the present
economic crisis notwithstanding.
The scenario of high income
growth in India is critically
dependent on the increase in the
work participation rate and skill
development. In order to achieve
the predicted growth rate, an
increase in the percentage of
women participating in the
workforce is a must. Despite the
declining trend in the percentage
of working women, the trend of
sharp decline in TFR and rise in
age of marriage suggest that this
is feasible. A sharp rise in
migration of women for
employment reasons further
corroborates this point. The high
level of poverty and illiteracy

through NFHS data.

than the capacity of the labour
market to absorb.
Historically, Muslims have
fared worse in education than
other communities. In pre-
Partition days, their literacy rate
was higher than those of
Scheduled Castes and Scheduled
Tribes. This changed during
Pakistan. Over the past seven
decades, Muslim literacy has
increased sluggishly. During the
past decades, SCs/STs have
benefitted due to reservations
and scholarships. Muslims did
not have this advantage.
Policy-making in India has in
recent decades been generally
neutral to data and research.
However, in matters of
demography, particularly while
prescribing strong punitive
measures for having large families,
decisions must be taken based on
rigorous analysis of the data to
avoid a China type crisis. There
has been talk of measures to
control population, independent of
caste and community
considerations. However, most of
the "target districts" recording TFR
above 3.5 have a large Muslim
population. It would be important
to promote health and education in
these districts, focusing on
women, to bring down population
growth effectively and increase
work participation, needed for
realisation of the demographic
dividend.

6.For smoking the pumpkin ,arrange it in an inclosable
chamber (may be a vessel with loose fitting lid so that air
can pass slightly). 7.In a small metal bowl or dish, fire up
some smoke chips. Put it in the above vessel and cover it
with the lid. Leave it for 10 minutes so that the pumpkin
can absorb the aroma. 8.Remove the pumpkin pieces and
puree them in a blender (add a bit of water if needed).
9.Pour the pureed pumpkin in a pan and heat it on
medium flame. Add butter and pepper powder. Adjust

secretly building a way to
collect the data of every
person in the world,
including phone calls, text
messages and email.
"No matter the place, no
matter the time, and no
matter what you do, your
life has now become an
open book," Snowden
wrote in his memoir
published by Macmillan.
The 339-page book
details how the change in
the American espionage
system - from targeted
surveillance of individuals
to mass surveillance - took
effect. The title of the book
refers to the system of
storing data permanently
and the dangers associated
with it.
The intelligence
community in the US
sought to take advantage of
the fact that about 20 years
ago hardly any online
communications were
encrypted. And what
prompted them to exploit
this vulnerability was the
failure to prevent the 9/11
attacks.
The book is as much
about the unethical
practices of spy agencies,
as it is about Snowden's
meteoric rise within the
CIA and NSA, and the
struggles with his
conscience. It is also about
his greatest regrets and the
final triumphs.
"September 12 (the day
after the September 11
attack of 2001) was the first
day of a new era, which

Chinese espionage growing in US healthcare: Experts
New Delhi, Sep 19 (IANS) After a Chinese couple was
charged by the US
government with stealing
intellectual property related
to key health data this week,
cyber security researchers on
Thursday raised serious
questions on growing
Chinese espionage in
American healthcare. The US government has charged Yu
Zhou, 49, and Li Chen, 46 with theft of scientific trade
secrets from Ohio's Nationwide Children's Hospital.
Zhou and Chen established their own health startup in
China in 2015 while still employed with the Nationwide
Children's Hospital in Ohio.
They marketed products and services related to
"exosome isolation" through their Chinese startup.
Zhou and Chen allegedly used the hospital's research
institute resources and equipment to conduct the exosome
research necessary for their unauthorized, outside work,
reports www.biospace.com.
"The indictment of the couple for allegedly stealing
medical trade secrets and transferring them to China is
just the latest example of a threat to the industry
emanating from China," John Hultquist, Director of
Intelligence Analysis at global cyber security firm
FireEye, told IANS. "In another recent publicly reported
case, researchers at one institute were dismissed
following similar concerns. Notably, one of the Chinese
cyber espionage actors tracked by FireEye, APT41, has
also demonstrated a specific interest in this field,"
Hultquist added. Last month, FireEye found that there
was a concerted focus on acquiring healthcare research by
multiple Chinese Advanced Persistent Threat (APT)
groups.
