Justice Project Pakistan report Counting the Condemned.

 Supreme court has turned down 85% of death sentences since 2014.
 Since 2014, when six-year moratorium was lifted in December, Pakistan carried out 13%
of global executions.
 A special appellate, formed by the apex court to adjudicate murder appeals, overturned
467 death sentences in 546 appeals.
 Since 2004, 4500 people have been sentenced by the Pakistan
 The decrease in death rate and increase in death sentences suggested a disconnect
between the sentencing/trial courts and appellate court.
 On average a prisoner has to spend 11 years in jail before the commutation of the death
sentence or acquittal of the Supreme Court.
 Since 2004 Pakistan has handed down 4500 death sentences. And a single bench is
inadequate to hear the appeals of the prisoners.
 No empirical evidence suggested that death penalty deters crime or murders. However,
economic disparity is one of the causes of the high rates of murder. The report states that
in the years when growth rate of per capita GDP was 2% or less, there was an increase in
the murders.

2. Temporary moratorium must be implemented.
3. Trial courts.
4. Disputes resolution offices.
