The HealthCare system in the Philippines has undergone numerous changes as the
government implements different policies and programs for accessible health benefits to
every Filipino.
However, the country still faces a lot of challenges before we can fully achieve a high quality
cost efficient, and preventive healthcare system.
REFLECTION
The story of Rosario explains the Health Care system in the Philippines. Let’s take a step
closer to understand what went wrong.

WHAT WENT WRONG?

Key problems:
Lack of Education

 Education concerning prevailing health problems and methods of identifying ,


preventing and controlling them.
Highly communicable diseases

 Locally endemic diseases prevention and control


Vaccine insufficiency

 Expanded program of immunization against major infectious diseases


Lack of Education

 Maternal and child health care including family planning.


Insufficient Drugs

 Essential drugs arrangement: available and affordable.


Malnutrition

 Nutritional food supplement. An adequate supply of safe food and basic nutrition.
Short access to Health Care

 Treatment of communicable and non-communicable disease and promotion of


mental health.
Poor waste management

 Safe water and sanitation

Existing Solutions

Anti-Hospital Deposit Law (RA 8344)

 An act that inhibits the demand of deposits or advance payments for the
confinement or treatment of patients in hospitals and medical clinics in certain
cases
Generics Act (RA 9502)

 An act providing cheaper and quality medicines for Filipino people.


Universal Health Care (RA 11223)

 An act that gives citizens full access to continuum of health services they need,while
protecting them from enduring financial hardship as a result.

SAAN NAGKULANG?

• Since there are already existing programs that address the aforementioned
problems, our project aims to enhance, inform and implement these programs to
the public.
• Our project will serve as a bridge between the public and health sector.

Accessible and Reliable Community Assistance (ARCA) Program

• VISION – The ARCA program is envisioned to be a catalyst for the achievement of


better health outcomes for ALL through sustainable programs and services, which
primarily focuses on health inequities in our municipality.
• MISSION – The ARCA Program aims to enhance the quality of life of the Filipino by
focusing on the health issues of the municipality, in partnership with the rural health
unit and other non-government organizations in the health sector.
ARCA Program subsystem
Responsible to do the following :
• Municipal Feedback Systems – composed of a team which gathers feedback
information from the community and maintain the information that can be
used to monitor increasing issues and problems that the community
foreshadows to be easily accessible by the DOH. The data can be utilized to
enhance programs and policies.
• Public Health Help Desk- Composed of a care team which provides assistance
to any community member who seeks help related to their health concerns.
This subsystem is also the face of the ARCA program which aims to connect
the community to the health care institutions and the government.
• Developing Activities for Community Care Systems (DACCS) – Partners with
other NGO’s that can promote proper education, training and medical
missions that can promote preventive medicines and approaches for the
municipality.

MUNICIPAL FEEDBACK SYSTEMS


1. Gathering suggestions and feedbacks from the members of the community after
availing the services provided by the community health sector and the ARCA
Program.

2. Data gathered will be interpreted to create innovations and address the identified
issues and suggestions. These will be forwarded to the implementing division of the
rural health unit with recommendations from the ARCA team.
The feedback will be the basis for implementation of new programs or the improvements of
the existing programs.

Public Health Help Desk


• A trained health care practitioner will lead the team handling the Help Desk which
addresses people’s health concern and communicate their need to the proper health
sector.
• It also provides free psychological counseling to the members of the community who
seeks help.
• Financial Aid can also be provided to eligible community members after careful
evaluation.
DACCS (Developing Activities for Community Care Systems)
A Subsystem of the ARCA Program
Fund sourcing and proper allocation.

 DACCS will work in partnership with different Non-Government Organization and


Foundation to ensure enough funding in addition to the funds allocated by the local
government unit for the health sector.
Promotion and Reinforcement of healthcare projects
