SAFETY

MANAGEMENT
What is Safety at Workplace??

Occupational Safety
► Protecting against personal injuries such as: slips, trips,
falling from height, chemical contact

Process Safety
► Protecting against catastrophic incidents such as: explos
toxic releases resulting in significant loss of life, proper
environmental impact.
Managing Occupational Safety

► To identify and assess safety and health hazards existing

work place and define appropriate control and retrieval
► Oil and gas industry are very complex, hence it is essen
systematized approach should be used for managing
occupational safety and health hazards
► Solution model can be based on the PDCA (plan, do, ch
cycle
Risk Management
► Crucial for preventing work related injury and illness which include:
► Identify the risk
► Evaluating and prioritizing the risks
► Implementing preventive/ protective measures to control the risks
❑ Proper risk management process is essential in Oil and Gas industry, such as
Job safety analysis: It is a process of systematically evaluating certain jobs, tasks, procedur
eliminating or reducing the risks or hazards to As Low As Reasonably Practical (ALARP)
Workplace inspections and audits
Change management : Identification of new hazards, introduction of new equipment or pro
needs
Generally, risk management process in Oil and Gas industry involve the
following steps
Occupational Safety and Health Management Syst
(OSHMS)

► Implementing an occupational safety and health management syste

workplaces came into limelight when Global Strategy on Occupati
and Health adopted by International Labour Conference in 2003
► The strategy advocates the application of a system approach to the
management of OSH system
► OSH management system should contain the main elements of pol
organizing, planning and implementation, evaluation and action fo
improvement
Key Features that Should be Fulfilled by an Efficient
Safety and Health Management System are as follows

► It should ensure safety of different operational sites by correctly mapp

business processes, risks, and controls involved in all the 3 segments (
midstream, downstream) of O&G industry
► It should enable workers to follow consistent health & safety practices
► It should help in managing site inspections, permits, violations, lesson
best practices for O&G sector
► It must be well documented (strategies and action plans) and should be
understood and readily available to all the workers
Components of an Effective Occupational Safety and Health Managem
Benefits of Occupational Safety
and Health Management System
► It enables O&G industry in performing hazard identification, risk assessment and imp
various control methods
► It ensures well-being of all the employees and thus contributes to a more inspired, and
driven workforce
► Regular risk assessment process helps in frequent tracking and monitoring of health a
indicators (both leading and lagging)
► Reduced costs associated with accidents and incidents
► Improved regulatory compliance
► Implementation of OSH management system gives competitive edge and improves re
between stakeholders, such as clients, contractors, subcontractors, consultants, supplie
and unions
Safe Working System
► Safe Working System (SWS) is a system to integrate all the
requirement to achieve and sustain a safety standard
► SWS has a basic management system which are plan, do, ch
action.
► The system has a systematic inspection or investigation of al
related to work scopes.
► SWS is a part of risk control that become the basis in an acci
protection.
SAFE WORKING SYSTEM
COMPONENTS
- Important assets to control SWS
- Depending to working culture - device, machines, equipment etc
- Knowledgeable, acceptance will help in accelerate the works
and confident - PPE should suitable with hazard

Facilities
Staffs

SWS
- Compatibility SOP -Developed based on
- Competency Task systematic works
which consider all
related hazards –
MOS, JSA, permit,
training etc.
Environment

- Physically suitable
- Follow standard
- Away of stress
What is Process Safety Management?

An analytical method focused on managing

processes to prevent release of any highly
hazardous chemical and subsequent catastro
events such as fire, explosion or toxic releas
Why Process Safety Management?

► The purpose of Process Safety Management,

PSM, is to proactively identify, evaluate, an
mitigate highly hazardous substances release
could occur as a result of catastrophic failure
processes, procedures, or equipment.
Process Safety Management

❖ To understand PSM and its requirements, employers and employees ne

understand how OSHA uses the term "process" in PSM.
❖ Process means any activity involving a highly hazardous chemical in
using, storing, manufacturing, handling, or moving such chemicals at th
any combination of these activities.
❖ For purposes of this definition, any group of vessels that are interconne
separate vessels located in a way that could involve a highly hazardous
a potential release, are considered a single process.
What are the Benefits?
1. Formal management system enhance and preserve the plant
equipment
2. Platform to assists with improving operational effectiveness
3. Mechanism to engage and solicit input from various stakeho
4. Empower employees to be an active program participant wi
development and on-going sustainability
ELEMENTS OF PROCESS
SAFETY MANAGEMENT
1. Employee Participation

• Employer must develop written plan

of action to implement workers’
participation.
• Discuss with worker on the conduct of
hazards analysis, and implement other
process safety process management.

2. Process Safety Information
(PSI)
► Employer must complete written process safety
information to identify & understand the hazards
posed by those processes.
► Hazards of chemicals must include at least the
toxicity, reactivity data, permissible exposure limit,
chemical stability.
► Information on the equipment must include material of
construction, P&IDs, relief system design & safety
system ( detection & interlocks).
In general PSI would encompass information on the
following areas:

3. Process Hazard Analysis
► Perform job hazards analysis and
provides control barrier to manage the
hazards.
4. Training (Initial & Refresher)
► Effective training can enhance
workers’ safety.
► Workers must go for the process
safety training including during
emergency operations.
► Training verification must be well
documented.
5. Contractors
► Process safety also applies to contractors that work on the
jobsite.
► Employer needs to evaluate the safety performance &
program of contractors.
► Contractors also need to undergo mandatory safety training.
► Any safety hazards exist in the process area must be made
known to the contractors including emergency plan, safe
work practices, safety audit & log of injury and illness.
6. Pre-startup Safety Review
► Conduct safety review before any introduction of
new chemicals to the process.
► Every new or modified facilities for the process
must be assessed for hazards & risk management.
► Construction & equipment are in accordance with
design specifications.
► Workers must complete the new process safety
training.

7. Mechanical Integrity
► Maintain mechanical integrity of critical process
equipment by conducting inspection for any
pressure vessels, storage tanks, relief & vent system
& devices, emergency shutdown system, piping
system & pumps.
► Employer must develop written procedure to
maintain mechanical integrity as part of good
engineering practices.
► Any deficiencies must be corrected before further
use.
8. Hotwork Permit

► Issue hot work permit before job

execution.
► Fire prevention & protection are
implemented prior to beginning of hot
work operation.
► Permit must be kept in a file until job
completion.
9. Management of Change
► Employer must access the safety &
health impact of any changes such as
new chemicals, technology or
equipment.
► Giving adequate training to related
workers.
► Operating procedures also need to be
updated.
10. Incident Investigation

• The objective of investigation is to develop

& implement corrective measures.
• Investigation must be initiated promptly.
• Investigation report must at least has date,
description of incident, root cause and
recommendation.
1. To recognize when an incident
occurred so that it can be investiga

Employer must develop &
implement emergency action plan.
12. Compliance Audits

► Employer must certify compliance with the

provision of Process Safety Management.
► Verification of compliance to the developed
procedures.
► Report of findings must be developed &
documented noting deficiencies that have been
corrected.
► Audit findings must be kept on file.
13. Trade Secret
► Employer must provide necessary
information for those who are
responsible for compiling safety
information, developing process
hazards analysis, performing
incident investigation, emergency
planning & response and
compliance audit.
