Pakistan Infrastructure:

Pakistan's infrastructure is not equivalent to the international standards, needed for the
country's satisfactory economic growth and social development. Due to poor infrastructure of
Pakistan, everyone has suffered from electricity & gas shortage, inadequate water & sanitation
provisions and unemployment etc.
Nonetheless, there has been some progress in various sectors such as Energy, Water,
Transportation, Health and Education over the past 5 to 6 years, under various development
projects of CPEC, ADB & World Bank etc. Among these, sectors with satisfactory improvement
are of Energy and transportation.

A large number of power plants (Hydropower, Solar and Coal run) have been constructed
across the country to meet the electricity shortfall.
Similarly, new highways, motorways and subway / rail projects have been developed across the
country to boost goods and people transportation. 1st metro bus project was commissioned in
2013 in Lahore, which was later introduced in other major cities such as Islamabad-
Rawalpindi, Karachi, Peshawar, Multan & Faisalabad. In addition to initial capital investment,
government has to pay the heavy amount of subsidy for the operations & maintenance of these
metro bus projects after completion. Among these metro bus projects, only Peshawar BRT is
self-sustaining project with 0% forecasted subsidy after its completion.

Government Processes:

Like other developing countries, lack of transparency and accountability are Pakistan's major
issues and the same is the main cause of delays in the government processes.
In line with the current government's vision, an initial work on digitalizing government processes
has been initiated with a focus on how IT solutions can ensure efficiency, accountability, eradica
te red-tapism and improve overall service delivery but it will take years to implement.

For example, a full payment was made to the relevant authority for the land located in Islamaba
d but when the survey team visited the site, the locals did not allow the survey team. Despite of
numerous reminders to the relevant authority, physical possession of the site could not be made
due to lack of accountability in the government organization.

So in most of the developmental projects, government processes pertaining to land acquisition


and physical possession are the root causes for the delay in the timely completion of the
developmental projects.

Suitable for the Job:

I have done B.Sc Civil Engineering from University of Engineering & Technology Peshawar in
2005 with honors and M.Sc Geo-Technical Engineering from NUST Islamabad in 2016. I have
more than fourteen years of versatile professional experience with government, semi-
government & multinational organizations in the field of civil engineering, which includes
Contract administration & management, PC-I review/appraisal & monitoring of civil works
component of PC-I, RFP & PQD preparation/approvals, Procurement of Works/Services/Goods,
Review/vetting of Bidding Documents, Detail/Top supervision, Project implementation, Project
estimation/budgeting, IPC’s approvals & payments, Quality control, Progress review & control,
Designs review, Project management and Project coordination with the government
departments. I have successfully handled projects from planning to completion and currently I
am serving a renowned multinational engineering consultancy firm named as NESPAK, Lahore
as Senior Engineer-Contracts since April, 2019.
