Incident Commander

1. Initiate the Hospital Emergency Incident Command System by assuming
role of Emergency Incident Commander.

 Read this entire Job Action Sheet. Put on position identification


vest.
 Appoint all Section Chiefs and the positions; distribute the four
section packets which contain:
i. Job Action Sheets for each position
ii. Identification vest for each position
iii. Forms pertinent to Section & positions
2. Appoint Public Information Officer, Liaison Officer, and Safety and
Security Officer.
3. Receive status report and discuss an initial action plan with Section
Chiefs and Medical Director.
4. Evaluate the need for evacuation. Authorize a patient prioritization
assessment for the purposes of designating appropriate early discharge,
if additional beds needed.
5. Assure that contact and resource information has been established with
outside agencies through the Liaison Officer.
Intermediate
6. Authorize resources as needed or requested by Section Chiefs.
7. Designate routine briefings with Section Chiefs to receive status reports
and update the action plan regarding the continuance and termination of
the action plan.
8. Communicate status to local govt. bodies or the designee.
9. Consult with Section Chiefs on needs for staff, physician, and volunteer
responder food and shelter. Consider needs for dependents. Authorize
plan of action.

Responsibilities 1. Assigning medical care in-charge for ED, Surgery,


ICU, orthopedic, medical departments and Mobile
units

2. Assigning support branch in-charge for lab,


radiology and pharmacy.

3. Assigning nursing in-charge to ensure adequate


staffing in ED, OT and wards etc.

4. Coordination & communication with all the


departments to facilitate proper medical care to all
the patients.

5. Responsible for making the decision about


treatment including critical interventions with the
help of other team members

communication network, upon request. The following information should
be gathered for relay:
 The number of "Immediate" and "Delayed" patients that can be
received and treated immediately (Patient Care Capacity).
 Any current or anticipated shortage of personnel, supplies, etc.
 Current condition of hospital structure and utilities (hospital's
overall status).
 Number of patients to be transferred to another hospital.
 Any resources which are requested by other facilities (i.e., staff,
equipment, supplies).
3. Keeping government Officers updated on changes and development of
hospital's response to incident.
Intermediate
4. Respond to requests and complaints from incident personnel regarding
inter organization problems.
5. Relay any special information obtained to appropriate personnel in the
receiving facility (i.e., information regarding any special emergency
conditions).

chiefs.
3. Call for Action Plan for scenarios as necessary.
4. Instruct Unit Leader and staff to document/update status reports from all
disaster section chiefs and unit leaders for use in decision making and
for reference in post-disaster evaluation and recovery assistance
applications.
