‘Pilipinas Kay Ganda’

Department of Tourism (DOT) Sec. Alberto Lim
yesterday pronounced its “Pilipinas Kay Ganda” campaign
slogan as dead by presidential initiative.
No less than President Aquino on Saturday announced
the junking of the controversial slogan, citing displeasure
from the public and industry stakeholders.
Lim admitted that they rushed the formulation of the
campaign, saying that their “biggest fault was trying to
please the people.
“We wanted to give them results right away,” conceded
the DOT chief.
The President made the announcement himself during
Manny Pacquiao’s courtesy call in Malacanang. Lim said
he was not surprised since it was he himself who asked
for the President's blessing in junking the project.
“We were one in this decision. It’s because of the
people's reaction. And you know that the people are our
bosses,” he said as he disclosed that the DOT was sched-
uled to issue a press release about it today.
Lim said he first wanted to test “Pilipinas Kay Ganda”
for a month or two before deciding whether to retain or
scrap it. The public, he said, wrongly assumed that the
slogan was final.
When it was leaked to the media, public outcry against
the “plagiarized” slogan grew stronger by the day.
Now that the subject of criticisms is officially dead, the
DOT chief said they are now back to square one in their
search for the best slogan, starting with the presentation
of their marketing plan before the President.
Government raises bird flu alert
Fearing a possible spillover of the
dreaded bird flu which has reemerged
in Hong Kong, the Philippine govern-
ment has stepped up its campaign to
prevent the avian flu virus from reaching
the country.
For starters, the Department of Envi-
ronment and Natural Resources (DENR)
will tighten its watch on pet and caged
birds entering through any of the coun-
try’s air and sea ports. Also, the agency
will survey migratory bird sites with the
cooperation of private groups.
“We will closely monitor the reported

cooking and eating poultry and poultry
products, so that we can maintain the
country’s clean slate with regard to hu-
man cases of the disease,” Paje said.
Meanwhile, Topacio has urged DOJ

witness or be charged anew in connection

The lawyer said Dumlao lied in his
affidavits that countered Mancao’s state-
ments on the murder case.
“Dumlao is clearly trying to clear Sen.

even included as accused in the case. He
is very clearly doing everything he can to
mislead those who are seeking justice,”
Topacio said in a press statement.

Gap between rich, poor ‘narrowing’ – NSO
The gap between the country’s rich and
poor families has slightly narrowed last
year, according to the National Statistics
Office (NSO).
The results of the agency’s family income
and expenditure survey (FIES), a nationwide
survey of households undertaken every three
years by the NSO, showed that the average
annual family income of families in the tenth
decile (rich) was about 18 times that of those
in the first decile (poor) in 2009.
During the year, the first income decile
earned P41,000 and P728,000 for the tenth
income decile.
In 2006, rich families earn 19 times
more than poor ones.
“This shows that income gap between
families in the tenth and the first decile
narrowed,” NSO said.
Income decile is the distribution of
families into ten groups in terms of an-
nual family income. The first decile has
the lowest income and tenth decile has the
highest income.
NSO said the families in the bottom 30
percent income group (or the lowest three
income deciles combined) reported an
average annual family income of P62,000
last year, a 26.5 percent increase from
P49,000 in 2006.
On the other hand, the families in the
upper 70 percent income group earned an
average annual income of P268,000, up by
18.6 percent from P226,000 in 2006.

On a monthly basis, the average income
of the families in the bottom 30 percent
was P5,200 while it was P22,300 for the
upper 70 percent.
While the average income of families
in the bottom 30 percent improved, their
expenditures also increased.
NSO said a poor family spent an annual
average of P64,000 last year from only
P51,000 in 2006.
The 2009 FIES enumeration was con-
ducted twice - the first visit was done in
July 2009 with the first semester January
to June as the reference period; the second
visit was made in January 2010 with the
second semester of 2009, that is, July to
December 2009 as reference period.
