Good morning everyone!

To live a comfortable and meaningful lives for our

fellow Capizenos with disabilities has been my advocacy ever since I
assumed into office. I am a firm believer that those who have less in life
should have more in law. Thus, the law has empowered us, the Local
Government Units and its representatives, to act on our desired change
and steer our constituents lives for the better.

Fortunately, those days where people with disabilities have to soildier on

by themselves are now long gone. With the assistance of the Government
and the active participation from the private sector, we have come a long
way toward our collective goal of inclusiveness of people with disabilities
to our society.

The Humanity and Inclusion has been a partner of the Government Sector
not only within the Philippines but across almost 40 countries as of date.
Their policies which pushes for inclusivity in the fields of education and
employment, as well as access to healthcare, have been their most effective
tool toward achieving their mandate.

As a public servant, I am more than thrilled for the partnership to be

entered into between the Local Government of Roxas City with the
Humanity and Inclusion. I am confident that this relationship, through
the signing of the Memorandum of Understanding, shall bore deep within
our identities and shall create a sustainable path for an inclusive
environment for all, especially for our fellow Capizenos with disabilities.

Thus, may this gathering inspire us to set aside our personal limitations
and embark on the noble journey toward providing the kind of life which
the Philippine Constitution so guarantees to the people with disability.
