Ordinance No. 02
Series of 2019
SECTION 1. Title. – This ordinance shall be known as the “Barangay Educational Financial
Assistance Program”.
SECTION 2. Objectives. – This aims to provide educational financial assistance to poor but
deserving students who want to pursue college degree courses within the province of Southern
Leyte and neighboring provinces.
Provided, that only one (1) member in the family shall be given financial assistance at any
given semester or school year. Provided further, that the recipient shall enroll only in the CHED
accredited school or institution. Provided finally, that the recipient has complied with all the
requirements.
Should the fund allocation be insufficient to accommodate all applicants in a given period,
priority shall be given to those who applied first. Provided, that utmost priority and consideration
is given to applicants of families belonging to the national government’s “Pantawid Pamilyang
Pilipino Program” or 4Ps.
A. Submission of Requirements - The applicant must fill up the prescribed application form and
must submit the following documents, to wit:
B. Interview – an interview shall be conducted by the board to determine compliance with the
requirements herein set forth and the applicant’s willingness to abide by the terms and
conditions of the program.
C. Notice – applicants who qualified under this Program shall be immediately notified thereof.
SECTION 5. Rules in Maintaining the Grant. – The recipient of the educational financial assistance
program during the period of the grant must:
A. Maintain a general weighted average of at least eighty percent (80%) in every semester;
B. Submit authenticated copy of final grades every after end of the semester;
C. Have not quit school without prior notice to the Board;
D. Have not changed course or transferred to another school without the prior notice and
permission of the Board;
Provided, that recipient who fails to maintain the above requirements shall automatically
disqualified from the program. In this case, a substitute student will fill the vacant slot provided
that all qualification requirements are satisfied.
SECTION 6. Number of Recipients. – The number of recipients shall be determined each year by
the Members of the Board depending in the fund’s capability of the program.
SECTION 7. Benefits Defined. – The Recipients of the program shall be entitled to the following
benefits.
1. Financial Assistance of Five Hundred Pesos (Php500.00) per semester or One thousand
Pesos (Php1,000.00) per school year to be drawn upon the approval of the application.
The grantee shall be required to submit a photocopy of the Official Receipt of payment
and of the duly approved and assessed enrollment form;
2. The above amount shall cover expenses for tuition fees and miscellaneous fees;
3. Every after the semester, the recipient shall be required to liquidate the above fees with
official receipts of payment before receiving the next financial assistance;
1) To propose to the Sanggunian annual budgetary allocations for the operation and
maintenance of the educational financial assistance program;
2) To exercise full supervision and control in the operation and management of the
educational financial assistance program;
3) To exercise such other functions and duties as will promote and expand relevant
educational opportunities for needy and deserving college students;
A. The Members of the Board shall meet at least once in every quarter of every year or as
often as may be necessary;
B. Majority of the members of the Board present shall constitute a quorum;
A. All funds that shall be originating from the government be it from barangay, municipal,
provincial or national, shall be held as Trust Fund in the barangay coffer;
B. Held as Trust Fund should be deposited in any bank owned or controlled by the
government which bank account shall be separate and distinct from all other accounts
of the barangay. Hence, the Barangay Treasurer is required to open an account for this
purpose;
C. All donations should come in the form of checks, and even in the form of cash and,
should only be addressed to the “Barangay Magallanes Educational Financial Assistance
Program” as the named recipient or done and which donation or donations shall,
accordingly, be issued with official receipt;
SECTION 11. Donations. The Board may solicit donations from any donor or patron, whether
individual or entity. Such donation shall form part of this program’s fund and shall be disbursed
following the provisions of this ordinance, unless the donor states otherwise.
SECTION 12. Bank Signatories. – The Chairman or in his absence the Vice-Chairman and the
Treasurer of the Board shall be the signatories in all bank transactions. Provided, however, that
there shall be no deposits or withdrawals that shall be executed by the aforesaid signatories
without the prior knowledge, consent or authority from the Members of the Board.
SECTION 13. Funding. – A sum of Thirty Thousand Pesos (P30,000.00) shall be appropriated and
included regularly in every annual budget of the Barangay beginning Calendar Year 2020 and
onwards to cover the implementation of the program.
SECTION 14. Separability Clause. – If for any reason, any section or provision of this Ordinance
shall be held to be unconstitutional or invalid by competent authority, such judgment or action
shall not affect or impair the other sections or provisions thereof.
SECTION 15. Repealing Clause. – All ordinances, rules and regulation, or part thereof, in conflict
with, or inconsistent with any provisions of this Ordinance are hereby repealed or modified
accordingly.
SECTION 16. Effectivity. – This Ordinance shall take effect in accordance with the provisions of
the Local Government Code of 1991.
