Simplified evaluation.
1) Simplified Procedure for evaluation of Technical Proposals

The evaluation of the Technical Proposal shall be done through a simplified procedure the minimum
aulifying standards / criteria as below:

(I) Experience of the firm : The firm should have successfully completed works pertains to
consultancy for atleast three(03) projects for design of hospital / nursing homes upto the
date of opening of technical proposal.
(II) Annual Turnover : Average Turmover of the firm for last three accounting years shall be
least Rs 25 lacs
(III) Qualification and Experience of Key professional : The Key Professional proposed by the
firm should fulfil the minimum requirements of educational qualification and length of
relevant experience enlisted in Clause 3.3 (v) hereof, Each of them should also have
completed consultancy assignments as detaliled below upto date of opening of technical
proposal:-
(a) Architecture cum team leader : At least three (03) projects for design of Hospitals /
Nursing Homes.
(b) Structural Engineer : At least three(03) projects for structural design of Multistoried
buildings RCC/PSC grideres etc.

(c) Public health Engineer: At leat (03) projects of design of sewerage /drainage water
supply system for public utility buildings.
(d) Hospital / Medical facility Planner: At least three(03) projects of design of Hospitals?
Nursing Homes.
(e) Interior Designer: At least (03) projects of Interior design of public utility buildings.
(f) Land Scape Expert: At least three(03) projects of landscape designing of public utility
spaces.

Only those firms whose technical proposals meets the above minimum qualifying requirement
shall be considered for opening of the financial proposal .

The CSC will classify them as qualifying / non qualifying . The non –qualifying proposals will be
trated as non responsive.

16. 15.7 Method of Selection

In the case of simplified proceure of technical evaluatuion , the consultant who are found
qualified under all the parameters of the eligibility criteria mentioned above inder para 15 will be
considered technically qualified for awardof contract Price cids of all these technically qualified firms
will be opened and contract awarded to the lowest bidder after negotiations, if necessary

The Assignment is expected to commence in December 2009 at Central Hospital Northen Railway, New
Delhi.

TERMS OF REFERENCE

Consultancy services for design of additional accommodation at Northen Railway , Central


Hospital.

1 BACKGROUND

1.1 Northen Railway Central hospital located at Basant Lane close to Connaught palce is one of
the most important medical facilities of Northen Railway. The hospital facilities are located
over a plot of about 34.79 acres area with a built up floor area of about 64,1840 Sqm. A copy
of the present plot of hospital and details of various structures constructed over it is
enclosed at Annexure-I . there are nearly 63 no. of doctors 705 no. of para medical staff and
38 no. of other staff working in the hospital which is presently providing medical services to
about 963 no. of patients daily. The hospital is serving not only the serving employees of
Northen Railway, but also that of Railway Board, other Railway establishments in national
Capital Region (NCR), referrals from other Railways and a large segment of retired
employees settled in NCR. The number of patients availing medical services at this hospital
has been steadily growing and there is ever increasing demand for better , modern, efficient
and convienient facilities at this hospital
1.2 The present buikldings in the hospital premises have been constructed gradually over a
period of time and do not optimizally utilize the permissible FAR. Several of these structure
are also falling in the set back area and have been objected to by New Delhi Muncipal
Committee (NDMC)
1.3 Works for construction of Radiotherapy centre (4196 Sqm of floor area) and a patients
Attendants hostel (1106 sqm of floor area) are already sanctioned in Railway budget. Plans
previously for the Radiotheraphy Centre ( Including care Centre) could not be finalized due
to the issues of resettlement of structures required to be dismantled.
1.4 It is now contemplated to plan construction of multi storey building in vacant area of the
plot nad / or area vacated by dismantling single/ double storey structures. Detailed plans are
to be prepared for the sanctioned floor area with provision for future floor and a Master
Plan is to be prepared for further expansion of accommodation and reconstruction of
existing old buildings. The proposed multi storied multi storied buildings are to be
constructed keeping in view requirements of relocation of existing usage of accommodation
, optimal use of space, provision of better facilities to patients and better planning from
medical point of view. The structures are to be designed keeping provision for future floors
for the optimum utilization of plot area.

OBJECTIVES:
Objectives of the present consultancy are:
(i) To acess the feasibility of revision in boundaries of plot and obtain approval on such
modified boundaries and area of plot.

(ii) To prerpare a Master Plan for the development of the Hospital premises, including phased
construction with a vision for development of modern, efficient and convienent medical
facilities and optimal utilization of plot area.
(iii) To plan the complex as an important and aesthetic architectural land mark in consultation
with various users and approving authorities.

(iv) To prepare phased implementation plan.

(v) To prepare detailed architectural design and drawings for the sanctioned area of
accommodation, its basements, parking , traffic circulation , water supply, sewerage and
drainage.

(vi) To preliminary drawings for resettlement of accommodation failing in set back and other
accommodations considered necessary to be resettled within plot area for enabling
construction of sanctioned area of accommodations.
(vii) To prepare preliminary drawings for future floors of new buildings proposed to house the
sanctioned area of accommodation.
(viii) To prepare detailed structural design for the buildings proposed to house the sanctioned
area of accommodation.
(ix) To prepare detailed design and drawings for medical facilities and interiors for the
sanctioned area of accommodations.
(x) To obtain approvals of all concerned statuory authorities on the proposed drawings and
designs.
(xi) To assist Employeer in preparation of tender documents for civil works.
(xii) To assist Employeer during construction for clarification and guidance on execution of
proposed dedign and drawings.
(xiii) To undertake modifications of design and drawing necessitated during construction or
subsequent reviews.
(xiv) To proof check Contractor’s completion drawings / to prepare completion drawings and
obtain completion certificate from local authorities.

3. STUDY AREA
The study area is the plot of land housing the Northen Railway Central hospital premises
including amendments to its boundary and area as approved during the course of this
consultancy and its surroundings neighbourhood particularly in reference to roads, utilities
and transport infrastructures, as also the architechtural and heritage aspects of
neighbouring structures in so far as there are relevant or successful completion of this
study.

4. SCOPE OF WORK
MASTER PLAN AND CONCEPTURAL DESIGN:
4.1.1 Consultant shall examine the feasibility of revision in the boundaries of the hospital plot
with in the larger Railway land, keeping in view extant bye – laws and procedures in this
regard, feasibility of relocation of structures required to be dismantled and optimum
utilization of the plot area. Consultation shall suggest changes in the boundary and area of
the plot in consultation with employer and obtain approval of concerned authorities on the
plan of the plot and approval for change in land use , if any from concerned authorities
includinf modification/ re-modification for the same.

4.1.2 Consultant shall work our permissible floor area that can be constructed over the plot,
hold consultation with the Northen Railway medical authorities and prepare a schedule
of various facilities to be developed / reconstructed in phase manner

4.1.3 Consultant shall prepare a Master plan for phased development and reconstruction of
various accommodations in the hospital premises with optimum utilization of permissible
floor area under the extant bye- laws and provision of Master paln of Delhi 2021 (MPD
2021) . Such Master plan shall inter-alia include provision for commensurate utility
infrastructure, parking, traffic circulation and ancillary facilities for staff patients and
patients attendants. While developing the Master Plan, consultant shall initially propose
three alternatives concepts. Employeer will select one or combination their of or
modification of one of the concepts. Consultants will further develop the Master plan
bsed on the reselected concept design.

4.1.4 At this stage of design , architechtural floors plans showing layouts of walls, partitions etc
are not required to be prepared. However, conceptual palnning of building wise, floor
wise macro level allocation of areas for various facilities/accommodations is required to
be adequetly demonstrated. The purpose of Master plan and Conceptual design is to
clearly being out the vision of future development of the hospital including phased
implementation program.

4.2 DESIGN CRITERIA AND OUTLINE SPECIFICATIONS

4.2.1 Consultant shall prepare detailed design criteria for various designs and obtain NR’s
approval on the same . Designs shall comply with various provisional of Indian IRMB
Welded bridge code Railways Works manual (IRWM), national Building Code of India
(NBC), relevant Building Bye Laws, relevant Indian Railways codes of practices Indian Road
Congress codes of practices, Bureau of Indian Standard codes of practices, relevant
provision of various Indian Railways manuals , circulars etc. However while complying
with these provisions as minimum requirements, better standards as per international
practices mat be proposed. Whenever, provison of Indian codes inappropriate,
appropriate International codal provision / practices may be followed with NR’s approval.

1 Whenever there are contradictions between different codes and / or manuals or


deviation from any of the codal procision becomes necessary, Consultant shall refer this,
giving reasons for the deviation, and the relevant International codal provision/ if any, in
writing to the Employeer’s Representative for a ruling.
2. Consultant shall prepare outline specifications to be followed for the various designs and
obtain NR’s approval on the same. Detailed specifications to be developed at detailed
design stage shall be based on approved outline specifications.

4. Consultant shall submit draft Design criteria and outline specifications for approval, provide
all the necessary clarifiacations documents explanation and attends meetings for their
approval process shall be interactive Modifications and additions as required by NR shall be
carried out and final Design Criteria and Outline Specifications shall be submitted.
5. The design Criteria and Outline Specifications shall be live docu,ents and shall be updated,
modified amended with NR’s approval, as the design evolves during the course of this
consultancy.

4.3 PRELIMINARY DESIGN


4.3.1 Works for construction of the following floors areas of accommodation are already
sanctioned.
(i) Radio therapy unit for Caner patients and augmentation of other 4196Sqm
facilities
(ii) Construction of rest house with 50 rooms for attendants of indoor 1106 Sqm
patients of Central hospital.
(Give names and area as per works program items)

4.3.2 Present Out Patient Department (OPD) in the NRCH lacks infrastructure and modern
planning for convienience of patients. A tentative assessments of various
requirements for an OPD, as assessed by NR medical authorities is enclosed at
Annexure II . The consultant shall review the same keeping in view the number of
patients being dealth per day (based on data to be provided by employee) and likely
growth in the number in next 20 years (in consultation with employer). And the best
practices of planning OPD in modern hospitals. Consultants shall accordingly prepare
a schedule of accommodations for OPD along with its phased implementation plan.
Consultant shall asses th feasibility of relocating the OPD in the new building being
constructed with a view to provide a modern OPD. Employer may decide to use the
sanctioned area of accommodation, or part thereof, for relocation of OPD or part
thereof.
4.3.3 Floor area of the structures falling in set back area and required to be dismantled is
approrximately 1600 Sqm. Consultant shall review the requirement as per the
revised boundaries of plot . Consultant shall review the structures falling in set back
and required to be relocated. Consultant shall also identify the structures required to
be dismantled for construction of the area of accommodation as per 4.3.1 above and
concomitant infrastructure. Consultant shall prepare a schedule of accommodation
for and prepare prelimuinary drawings for the same.

4.3.4 Consultant shall prepare preliminary architechtural design and drawings for the
following.
(i) New accommodations for floor area as per 4.3.1 above
(ii) Basements of buikdings constructed for above.
(iii) Future upper floors of buildings constructed for above.
(iv) Reuse of area released by relocation of OPD.
(v) Reconstruction / resettlement of accommodation enlisted at 4.3.3 above. These may be
accommodated in (ii) (iii) above or in separate buildings
(vi) Traffic circulation , pedestrian pathways , parking and landscaping.

4.3.5 Preliminary design and drawings shall be adequeatly detailed to , preliminary costing and
administrative approvals for sanction of works. Preliminary designs shall be base don
approved conceptual drawings , approved (progressive) design criteria and outline
specifications, and preliminary assessment of requirement and shall be adequeatly detailed
so as to:
(i) Enable approval of concerning approving officer’s/approving committee of NR on planning of
accommodation.
(ii) Enable all the necessary approvals clearances of approving or regulatory bodies/
authorities/committees of city/state/ central government, any other land structure /service/
utilities owing agency/ department
(iii) To prepare preliminaery cost estimates.
(iv) To obtain administrative and financial approvals of concerning approving authorities.
(v) To enable decisions on models/packaging for tendering and execution.

4.3.6 At draft stage , preliminary design may incorporate the necessary alternatives for elicting
views of the various approving /regulatory bodies/authorities/committee/officers.

4.3.7 Preliminary darwings supplemented with design reports, explanatory notes, comparative
data, illustrations, presentations etc . should demonstrate as to how the objectives of this
consultancy will be met in the design.

4.3.8 Preliminary darwings shall inter-alia include site plans ,plans at each floor
level,sections,elevations,perspective sketches and 3D views in 3D max. Where relevant,
drawings will also show existing features and the proposed improvements and integration of
the new and old facilities.

4.4 IMPACT OF PROPOSED SCHEME

4.4.1 Consultant shll make an assessment of the impact on infrastructure demanded in terms of
water, sewerage, roadnetwork, traffic parking which will be required for the proposed
construction duly taking into consideration various development plans in the study area.

4.4.2 Consultant shall asses the requirements of relocation of structures/uses structures if any,
permanent diversion of services/utilities and trees to be felled Preliminary /detailed
drawings prepared by the Consultant at various stages shall also incorporate for relocation
and diversion. Necessary schedules of felling of trees shall be prepared. NR may allot
alternatives sites for relocations keeping in view requirements and availability of land.

4.5 DETAILED DESIGN

4.5.1 Consultant shall perform, various components of the approved preliminary drawings for
4.3.4 (i) &(ii) above cost effective detailed designs, preparation of working drawings
anddetails , service plans and getting the same approved from Northen Railway, preparation
of specification and estimates , inter alia for the following aspects:

i) Architechtural design
ii) Structural design
iii) Interiors
iv) Medical services/ facilities (layouts)
v) Water supply and plumbings
vi) Sewerage and drainage
vii) Solid waste management
viii) Fire design
ix) Parking
x) Traffic circulation
xi) Landscaping
xii) Signange and public information system.

4.5.1 The scope of the detailed design does not include any medical equipment design.

4.5.2 Design and construction of power supply, distribution / lighting, water coolers &
chillingplants , HVAC/ lifts/escalators and such other electrical equipments shall be carried
out by the electrical departmeny of the employer. Consultant shall coordinate with the
Electrical department of the employeer with respect to the design of aforesaid electrical
installations and intergrate the same in the civil architechtural and interior designs.

4.5.3 Design of telecomminuncation/ intercom , Close Circuit TV electrical/ electronic public


information system, public address system and computer networking for user facilities/
amenities shall be carried out by the telecommunications department of the Employer.
Consultant shall coordinate with the Electrical department of the employer with respect to
the design of oforesaid electrical installations and integrate the same in the civil,
architechtural and interior designs.

4.5.4 Consultant shall design the project as energy efficient buikding as per ECBC guidelines. The
design shall aim to minimize the demand on non-renewable resourses, maximize the
utilization efficiency of these resources when in use and maximise the utilization efficiency
of these resources when in use and maximise the re-use reclying and utilization of
renewable resources. It is evolved through a design process that rquires all concerned the
architecture and landscape consultant and the aircondtioning, lectrical, plumbing and energy

consultant / designers to work as a team to address all aspects of building and system
palnning design, construction and operation. The following design aspects are to be
addressed inter-alia in energy efficient building.

a) Site planning
b) Building envelope design
c) Integration of renewable energy resources to generate energy on site.
d) Water and waste management
e) Selection od ecologically sustainable materials
f) Indoor enviormental quality (maintains indoor thermal and visual comfort and air quality)

4.5.5 Scope of detailed architechtural design and detailing shall alia includes:

I) Site plans, General Arrangments drawings, ancillary facility, including surroundings land uses,
roads , traffic , circulation , pedestrian pathways , parking , landscaping, existing or proposed
buildings and infrastructure as well as any proposed additions , modifications or required
demolition.

ii) Floor plans for all levels, indicate vertical and horizontal circulation elements : access amd
parking , load bearing and partitions walls, fire separation walls equipments layouts ,
ancillary facilities and equipments rooms.

iii) Sections and Elevations, keyed to the plan, including all major structural elements, vertical
circulation elements drainage provision for medical mechanical and electrical equipment
provision for secondary and territory building system and elements walls and ceilings doors
windows and other significant openings and general materials and finishes.

iv) Reflected Ceilings Plans indicating layouts and intergration of ceiling mounted services,
structural and architechtural elements, electrical and mechanical equipment, enviormental
control systems, system- wide components, signs and graphics and the like.

v) Fitting out with architechtural finishes. The choice of finishes shall take into account
aesthetics light disturbment, acoustic , durability ease of maintenance, safety, fire
resisitance, cost, source of supply and replacement considerations.

vi) Detailing of all the system wide architechtural elements and prepare their specifications. The
detailing of every element within the building is important, not only for visual and aesthetic
reasons but to ensure that the materials are durable and can easily be maintained.

vii) Plans and sections of sufficient size and scale to indicate proposed construction interfaces
methods of construction and relationship between structures finishes and services.

viii) Colour scheme floor pattern, dado pattern, doors & windows , partition cupboards , gates,
grills, railing etc complete.

ix) 3D view in 3D – Max

4.5.6 Structural design and setailing shall be carried out conforming to approved design criteria
and applicable codes as approved by employer.

4.5.7 Where structural and service elements are used as part of the finished architechtural effect
( for examples exposed dutchwork or light fittings at ceiling level the layout , configuration
and detailing o fthose services elements shall be considered as being part of the
architechtural finishes and shall be require architechtural acceptance . The integration and
coordination of the architechtural finishe with the structure and Electrical and Mechanical
fittings and services rin is required.

4.5.8 Layouts for medical facilities shall be detailed in condition with NR’s medical officer’s
keeping in view the details of equipments proposed to be installed.

4.5.9 Scope of interior designing shall inte-alia include design and detailing of furniture layouts,
user interfaces , facilities amenties help points, utility stalls etc & complete furnishing of
building of good standards. Size shape , spacing, design and specifications have to be worked
in adequate details doe useerconvienence comfort and aesthetic . Types of fixtures for
illumination and their locations etc have also to be designed in relation with the same for
meeting the aforesaid objectives and level of detailing.

4.5.10 Use of appropriate murals , painting, art and sculptures etc may be proposed and suitable
locarions as per interior design requirements . Size , specifications and criteria for selection
etc. should be adequeatly detailed to enavle procurement execution meeting the
requirement.

4.5.11 Signage , graphics and public information & guidelines system shall be sedigned for the
entire complex including the entry from road approaches , circulating area buildings
,concources and other user areas etc and shall inter-alia include design of signage , graphics
and layouts for digital/ video/lectrical sipalys as relevant so as to provide complete guidance
for user at all necessary points.

4.5.12 Public Health Engineering

Public health engineering (PHE) shall inter-alia include assessment of existing infrastructure ,
demand , designing storage, internal and external networks interfacing and integration with
existing network etc. Scope of design includes permanent diversion of existing network etc.
Scope of design inclused permanent diversion during construction . Detail and identification
of conflits for temporary divrsion during construction. Details and drawings of existing utility
infrastructure will be provided by the employeer to the extant readily available . Consultant
will verify the same and collect supplemental additional information by physical survey.

vii) Supply for landscaping area and greenery.

ix) Supply for fire fighting and sprinkler requirement.

B Design of drainage & sewerage shall include , but not limited to :


i) Drainage system other than foul sewerage.
ii) Sewerage system.
iii) Surface water drainage
iv) Sumffs and pumps for collection and disposal.
v) Sewerage treatment
vi) Drain water collection and treatment for recycling.
vii) Rain water harvesting.
viii) Disposal into city network etc.

C Consultant shall design solid waste collection and disposal system for the area of detailed
design.
D Consultant shall design collection & Disposal system for medical waste for the area of
detailed design.

4.5.13 Fire safety


a) Design for fire safety if applicable shall, inter-alia include fire detection and alarm system &
fire suppression system. Fire suppression system may include but not limited to hydrants,
hose reels, sprinkles system, fire hose cabinets, portable extinguishers, pipeline network and
controls.

b) The consultant shall furnish relevant drawings and documents required to obtain necessary
approvals for construction from Delhi Fire Service.

4.5.14 Security system and access control.


i) Building design should facilitate control trespassing and free access to premises. Access
control design should inter-alia cover such requirements as control of access to operational
area, offices private area, and intergrated with overall planning.

ii) Design should integrate checking and survilliance facilities to be provided for security.

4.5.15 Landscaping design shall be carried out for internal and external landscaping. There should
be substancial landscaping area and greenery so as to make the premises pleasant and
refreshing . Landscaping areas should complement and enhance the architechtural of the
premises. Maintainability shall be an important aspect.

4.5.16 System- wide requirements


i) The consultant design shall take into account the installations requirements of the system-
wide works such as relevant communications, power supply and emergency power
equipments lifts, escalators, environmental control equipment, medical services and medical
equipments etc. These will include the provision of openings condults, fixing, bases, plinths
and loadings . Provision of earth electrodes , earthing bonds to steel reinforcement to be
catered for as relevant . The consultant shall make provison in its design programme for the
inclusion of these requirements at later date also as all of these may not be finally
determined until after the award of the system wide contracts.

ii) Detailed layouts of all services shall be coordinate and srwn by the Consultant on one set of
Combined Services Drawings” (CSD). CSD means drawings showing the loacations. Layout
and sizes of all services including those diagnosed by Electrical. Telecommunication and
Medical Departments of NR, coordinate so as to eliminate all clashes . These drawimgs serve

routings of all services.

iii) Servies , Electrical Mechanical Drawings”(SEM) means those drawings produced for
executing the service work showing the location sizes and detailed for opening in structural
elements for Mechanical and Electrical facilities and all the services . During desugn and
continuing through the construction phase the Consultant shall revise completed or partially
completed CSD and SEM drawings and architechtural drawings to incorporate the additional
system- wide requirements such as embedded condults floor trunking wall and floor
openings, equipments concrete plinths air conditioning equipments space sleeves hoisting
hooks, earthing , lighting arresters etc and incorporate into the architechtural drawings for
construction contracts.

4.5.17 Consultants shall prepare necessary utility relocation plans, inter-alia showing the pertinent
topographic details existing position and proposed relocation . Design for permanent
diversion of utilities / services shall be carried out by Consultant who shall also obtain the
approval of concerning service/ utility owning authority wherever necessary. Wheredivesion
of utility is required temporarily for construction activity, such as requirement shall be
assessed by Consultant for incorporating in relevant tender documents.

4.5.18 The consultant shall submit to the Employer’s Representative sets of “For Construction “
contract drawings for each contract that have been produced as a coordinate package. The
consultant shall also furnish a schedule of issue of

construction drawings for each tender. Consultant shall also furnish a complete set of soft
copies odCAD files for contract drawings which should be compatible with the Employeer’s
Representative computer system. The ‘For Construction’ contract drawing shall confirm to
the tender drawings, specification and BOQ. Any deviation / Variations with reasons shall be
clearly brought out in writing to seek approval from the Employer’s Representative before
execution.

4.6 APPROVALS AND CLEARNCE

4.6.1 During preparation of the Mater Plan and preliminary Design , Consultant shall be require to
hold consultation with concerned officers of Employer’s Construction organisation , Medical
officers, Divisional officers and Head quarters Officers. Consultants shall present appropriate
alternatives at conpect and preliminary proposal stages and provide comparision on techno-
economic and other considerations keeping in view aims and objectives of this consultancy
and facilitate selection of most appropriate options .Consultants shall be required to make
presentations provide clarifications and undertake necessary modifications and shall assist
Employeer’s Representation in obtaining approval of all concerned authorities.

4.6.2 For the detailed design, Consultant shall be required to hold consultation with concerned
officers of Employer’s Construction Organisation and User Department provide clarifications
to them undertake necessary modifications and shall obtain approval.

4.6.3 Consultant shall incorporate changes in design resulting from the Employer’s design reviews
of the entire design and proof checking and structural designs.

4.6.4 Consultant shall prepare submission as per stipulated formats and to the required degree of
detailing for obtaining approvals of statutory authorities make presentations provide
clarifications carry out necessary modifications and additional detailing in consultations with
the Employeer and obtain approval of all the concerned authorities and Stautory Authorities
such as DDA,NDMC,DUAC,DFS,BARC,DJB and any other authority as applicable on the
proposed design water supply & sewerage connections diversion of utilities or services and
falling of trees if any . Consultant shall incorporate various modifications arising out of
approval process and will formulate a fimal proposal based on the approved plans and
conditions and put up to the Employeer for final approval of the complete scheme and plans.

4.6.5 Consultant shal prepare necessary model as per the requirements of stutory authorities .
Modifications arising out of the approval process shall also be carried out in the model by
modifying the model reconstructing the same as necessary

4.7 ASSISTANCE IN BIDDING PROCESS

4.7.1 Consultant shall prepare Bill of Quantities specifications , cost eseimates and assistance the
Employeer in preparation of tender documents for construction of the civil works in
accordance with tendering program and its phasing decided by the Employer. In general NR’s
Standard Schedule of Rates , Northen Railways Specifications and Non – Schedule (NS) items
prevailing on NR shall be followed . Wherever newNS items are required , Consultant shall
assist the Employer in preparation and approval of scope , specifications and Analysis of
Rates (AOR) od such new NS items.

4.8 ASSISTANCE DURING CONSTRUCTION


4.8.1 Consultant shall continue to associate during construction phase for review on contractor’s
designs of temporary works construction planning and for clarifications updating and
modifications on consultants designs drawings and specifications.

4.8.2 Consultant shall analysis and incorporate in design / drawings the results of load teest on
piles (in casethe same are provided as foundation system)

4.8.3 Consultant shall perform proof checking /review on specified portion of detailed designs to
be submitted by a contractor for construction with contractors detailed design viz.

i Review on shop drawings and fabrications drawings.


ii Review on contractors temporary arrangements drawings
iii Review on contractor’s temporary diversion drawings for services / utilities
Iv Review on design submission by the contractor’s (during construction stage) requiring
coordinate with consultants design

4.8.4 Consultansts concerned professionals shall give necessary periodic inspection once every
month during the progress of the work pertaining to their discipline and as and when
required by the Employer’s representative to verify that the works are being executed
generally in accordance with the working drawings and as per architechtural concept and
advice the Employer’s representative.

4.8.5 Perform changes in drawings / designs for execution if necessary for technical reasons or as
required by Employer and advise Employers on such changes seeking Employers approval as
relevant . Consultants shall maintain a qualified design team for architechtural interior and
engineering services for assistance as and when required during the construction contract
execution to prepare drawings as necessary to in corporate system wide requirements site
conditions clarifications of queries resulting form the design and specifications and
ccoordinations with the various city and government authorities who interface with the
Railway project on design issues.

4.8.6 Employer’s Representative may hold periodic design meetings with the Consultant and
contractor for clarifications / modifications / updating of designs . Consultants shall depute
qualified conversant professional staff of concerned disciplines for such meetings and
provide all the necessary assistance promptly . Minutes of such meetings shal be recorded
and issued with the approval od Employer’s Representative.

4.8.7 Consultant shall incorporate design submissions by contractors requiring co-ordination with
Consultant’s designs. Consultant will update during construction Combined Services
Drawings (CSD) and Services Electrical Mechanical Drawings (SEM) and identify embedded
items
