0 MOVIE SUMMARY

Yong Goo (Ryoo Seung-ryong) is mentally handicapped but fondly takes care of his

little daughter Ye Seong (Gal So-won). He wants to buy her a Sailor Moon schoolbag and

therefore follows a little girl who can show him a shop that still sells it. But the girl dies,

apparently by a hit to the head with a brick, and Yong Goo is standing above her and has

partly undressed her when a witness sees him. For the police and the media the case is

obvious right away, even the more as the victim is the daughter of the police commissioner

and results need to be available as soon as possible.

In prison Yong Goo is treated everything but friendly because of his crime as well,

but his cellmates led by Yang-Ho (Oh Dal-Soo) soon find out that the death of the girl

actually was just an unfortunate accident and that the police forced the mentally handicapped

man to make a false confession by beating him and making promises. Even the prison warden

(Jeong Jin-Yeong) has doubts about Yong-goo's guilt. Somehow Yong Goo's new friends

then manage to smuggle Ye Seong into prison. The father and daughter happily reunited, but

it was short-lived since the choir she was brought with was set to depart. They were left with

no choice but to have her stay, but the warden officer soon realized her existence and was

sent back to the orphanage while Yong Goo was jailed in seclusion as punishment.

Through their re-enactment, they figured out that it was an unfortunate accident that

killed the little girl. She slipped and the weight of her bag pulled her down and got caught

with a brick that landed on her forehead. Yong Goo explained that he was trying to do CPR

to revive the kid against the police claim of him molesting her. They prepared Yong Goo for

the trial to avoid an imminent death sentence for him but up against the police commissioner

who was the father of the young girl he was accused of killing, it was a no easy task. The last
day of trial, the police commissioner met up with Yong Goo to traumatize and forced him to

admit to the sin he didn’t do or he will kill his own daughter.

In the final trial, thinking only of the possibility that his daughter might be in danger,

he conceded to the crime to protect Ye Seong. The cell inmates sat with Ye Seong and Yong

Goo in their final meal together. The uncles gave Ye Seong her Christmas presents and her

father finally gave her the yellow sailor moon bag. It was an emotional day for the people

around them who understood what was bound to happen. In between the prison bars

separating them, Yong Goo and Ye Seong wept in their last goodbye. Years later, Ye Seong

stood before the justice court to exonerate his father’s name of the crime that took his life

away from her.


2.0. DISCUSSION

2.1 Ethical awareness

Ethical issue that we get in this movie is we cannot judge, accuse or blame people

directly without investigating the real situation. This happens in this movie when Yong Goo

wants to buy a bag for his daughter but he could not find the shop that sold the bag.

Suddenly, Yong Goo was approached by a little girl who bought the last bag in one shop and

told him that she saw another bag store that sell it. Yong Goo followed the girl but along the

way, there was an accident happened to the kid. She was slipped because of the slippery road

and died right away. Unfortunately, a witness saw Yong Goo kissing that girl who lying

unconsciously in order to safe her from dying. Actually, he is trying to do CPR to the kid

because he is one of the rescue teams. Because of the witness wrong statement, Yong Go is

prisoned. People tend to believe everything they see or hear first and not even bothering to

know the real story or having to hear to both sides. Not all that seems bad are totally evil and

not all good seems to be right. That's why we should not limit our minds to the things we see

once. We should open our mind, sight and ears to see the right and the wrong.

Then, other ethical issue in this movie that can be seen where police officer who

brings Lee Yong Goo to the to the crime scene to re-enactment the real situation for the case.

The police officer forced him to ignoring the fact that he tries to help the girl live by doing

CPR, in fact the police officer also forced him to lower his pants to make a situation like he

wants to rape the girl. It is because they want him to take responsibility for killing and

molesting the Police Commissioner’s daughter. It is unethical that the police officer to

instruct the defendant to do something that he not doing especially he was mildly

handicapped person and in fact he was not guilty.


Furthermore, the ethical issue is when Yong Goo enter Cell No.7 as a new person.

While in Cell No. 7, he is being bullied by other members in that cell. They bullied him and

said harsh words to him. Besides that, they also got in a fight with the gang in other cells

while they are doing exercise at the field. Even though in the prison they have groups but

they keep fight to each other. They also oppress another people that weaker and ask them to

listen to their instruction.

Next, the ethical issue it is when someone use his power to get personal information

which is a private document From this movies, we found a scene where the Prison Chief talk

to the detective about who was in charge of the case and he was ask personally to detective

about the case file. He noticed that the report was wrong and unmatched with Yong Goo’s

handwriting due to his mental capabilities. It might be someone that has been manipulated the

report and make Yong Goo as culprit in the case of murdered and minor rape. He also was

investigated by his own even though it was not his job scope. He was actually just a chief of

warden prison. He also takes as personal case because he feels pity towards Yong Goo which

is innocent people.

The lawyer supposed to be a true and fair view as well as to protect innocent people.

The illegal issue in this movie can be seen in the scene where the public lawyer who should

defend and help Yong Goo for the case but he was not taking serious about the defendant. He

was only depending about the fact that the victim is the Police Commissioner’s daughter,

who is a very inconsiderate man and he aware of the possibility that he might lose the case.

The lawyer is not practicing code of ethics where he is supposed to defend and diligence to

help people in need. Even though, the Prison Chief showing the paper that support from

prison for this case, the lawyer still denies and said that it will not help to reduce the

punishment. The lawyer also is afraid to do aright thing and make a right statement because

he does not want to get involved in this cases.


Lastly, it was an action of Police Commissioner that visited Yong Goo before the last

trial. He beaten Yong Goo and asked him to take responsible for his daughter death. He

blamed Yong Goo and he wanted Yong Goo to get punishment even though Yong Goo is not

the culprit. Besides that, the Prison Chief asked the Police Commissioner to give him a

chance to investigate and find proof to prove that Yong Goo was not guilty so that he can

release from prison but the Police Commissioner refused to do so. The day when Yong Goo

will be brought to the court for his case, the Police Commissioner met him and he even did

excessive force to Yong Goo. He wants Yong Goo to admit the crime in front of the judge

that he is the culprit. If he does not want to admit, the Police Commissioner threaten him that

he will kill Yong Goo’s daughter. When question asked by the lawyer’s plaintiff is it right he

is the one who killed the victim, Yong Goo admitted it. Yong Goo willingly admit the

mistake he is not doing because he loves his daughter and does not want same thing happens

to his daughter
2.2 Awareness Stockholder

In this context, stakeholders are the persons who are very important and affected in

the organization. It is because without the stakeholders, the organizational did not exist.

Based on the story, the stakeholders are the people who involved in making the movie such

as the directors and an actor. All the actors have mentioned in 2.1 that have many ethical

issues that they want their audience can take a lesson from the movie that they are making.

Besides, the audience also can be the stakeholder because of they are watching the movie.

They have learnt some lesson and it will affect their view on the ethical issues that shown in

the movie.

There are some of unethical issues that we can conclude from the movie:

2.2.1 Don’t miss judge

Ethical issue that we get in this movie is we cannot judge, accuse or blame people

CPR. She also thinks that Yong Goo is trying to rape that girl because at that time no one else

is there and it is hidden place.


People tend to believe everything they see or hear first and not even bothering to

know the real story or having to hear to both sides. Not all that seems bad are totally evil and

not all good seems to be right. That's why we should not limit our minds to the things we see

once. We should open our mind, sight and ears to see the right and the wrong.

2.2.2 Unethical Behaviour by Professional

Then, other ethical issue in this movie that can be seen where police officer who

brings Lee Yong Goo to the to the crime scene to re-enactment the real situation for the case.

The police officer forced him to ignoring the fact that he tries to help the girl live by doing

CPR, in fact the police officer also forced him to lower his pants to make a situation like he

wants to rape the girl. It is because they want him to take responsibility for killing and

molesting the Police Commissioner’s daughter.

Due to this unethical behaviour, there is constraint faced by the character in this

scene. Yong Goo did as what the police officer told him because he wanted to go home to see

his daughter immediately. This is because the police officer told him if he admit and act like

he was trying to rape the little girl, he will get to see his daughter immediately. However, that

is just a trick by the police officer.

So, there is a few alternatives that can use to handle the police officer unethical

behaviour such as the police officer should not force and instruct the defendant to do

something that he is not doing especially he was mildly handicapped person and in fact he is

not guilty, it has been shown that the police officer has done unethical behaviour. As a

professional worker, the police officer must shows a good behaviour to others. Police should

be fair and consider to treat the disabled person nicely. The police officer must has strong

reason in order to ask Yong Goo to re-act the real situation happened between the little girl

and him.
2.2.3 Bullying People with Disabilities

Furthermore, the ethical issue is when Yong Goo enter Cell No.7 as a new person.

While in Cell No. 7, he is being bullied by other members in that cell. They bullied him and

said harsh words to him. Besides that, they also got in a fight with the gang in other cells

while they are doing exercise at the field. Even though in the prison they have groups but

they keep fight to each other. They also oppress another people that weaker and ask them to

listen to their instruction.

The reason why Yong Goo’s cellmate bullying him is because they hate and angry

towards him when they found out that he is imprisoned for committing a serious crime which

is murder and raping a child. Then, the fight happen between Yong Goo’s cellmates because

each one of them wanted to has power where the strongest one will get to control over their

cell. The strongest one that has the power will bully the weakest and ask them to follow his

instruction.
2.2.4 Manipulated the Report

From this movies, we found a scene where the Prison Chief talk to the detective about

who was in charge of the case and he was ask personally to detective about the case file. He

noticed that the report was wrong and unmatched with Yong Goo’s handwriting due to his

mental capabilities. It might be someone that has been manipulated the report and make Yong

Goo as culprit in the case of murdered and minor rape.

Due to unethical behaviour, there is a few constraints faced by the character in this

scene. The reason why report is being manipulated is because the little girl who died is a

daughter of police commissioner. That’s why the detective is involved in manipulating the

report so that they can accuse Yong Goo and make him a culprit. In this scene, the detective

refused to give Yong Goo’s case file to the Prison Chief because he afraid that the Prison

Chief will know that the file has been manipulated by other party. Then, because the

detective afraid of punishment by the Prison Chief he then gave the file.

Supposedly the detective does not need to cover the fault of others. He should be

honest and tell the truth to the Prison Chief that the file is not written by Yong Goo.

Workplace dishonesty should be distinguished from the workplace unethical behaviour.


2.2.5 Not Practice Code of Ethics in Doing the Task
The illegal issue in this movie can be seen in the scene where the public lawyer who

should defend and help Yong Goo for the case but he was not taking serious about the

defendant. He was only depending about the fact that the victim is the Police Commissioner’s

daughter, who is a very inconsiderate man and he aware of the possibility that he might lose

the case. The lawyer is not practicing code of ethics where he is supposed to defend and

diligence to help people in need. Even though, the Prison Chief showing the paper that

support from prison for this case, the lawyer still denies and said that it will not help to

reduce the punishment.

action because he is afraid to fight with the plaintiff where he knows that the plaintiff is the

police commissioner which has big influence and also can do anything that he wants. The

lawyer still refused the petition of the Prison Chief to defend Yong Goo, even though the

Prison Chief has strong evidence about the case file which shows that it is not written by

Yong Goo.

Before the trial, Yong Goo remembered back that he was told by his lawyer that he

had to confess his offense if he did not want his daughter to die. The day when Yong Goo

will be brought to the court for his case, the Police Commissioner met him and he even did

excessive force to Yong Goo. He wants Yong Goo to admit the crime in front of the judge

that he is the culprit. If he does not want to admit, the Police Commissioner threaten him that

he will kill Yong Goo’s daughter. When question asked by the lawyer’s plaintiff is it right he

is the one who killed the victim, Yong Goo admitted it. Yong Goo willingly admit the

As a professional lawyer, he needs to practice his code of ethics where he is supposed

to defend his client and diligence to help people in need. The lawyer should be committed to

their work.

2.2.6 Power Can Make You Blind

Lastly, it was an action of Police Commissioner that visited Yong Goo before the last

trial. He beaten Yong Goo and asked him to take responsible for his daughter death. He

blamed Yong Goo and he wanted Yong Goo to get punishment even though Yong Goo is not

the culprit. Besides that, the Prison Chief asked the Police Commissioner to give him a

chance to investigate and find proof to prove that Yong Goo was not guilty so that he can

release from prison but the Police Commissioner refused to do so.

The Police Commissioner did that because he wants the offender to be punished for

the death of his daughter. Even though the Police Commissioner knows that Yong Goo does

not do it but he forced him to admit. In this scene, Yong Goo was confessing that he was

guilty because he was threatened by Police Commissioner to do so. He wants to clear his

name from being accused but he thinks that his daughter safety is more important rather than

his life. It may sound a little crazy, but to protect the ones that he loves he is willing to do

anything.

As an influencer person, he should not does something as he please just to satisfy his

feelings. Besides that, he must has strong evidence to prosecute the defendant to commit his

offense. Then, the Police Commissioner must think rationally and do not make decision in an

emotionally unstable condition. He also must not misused his power and authority to blame

someone of a lower rank without reinvestigating the situation properly. The person that has

power should not be blinded by the power they have and use it as long as they can. They

cannot use it to gain more power or even use it against to those lower than them.
2.3 Ethical Reasoning

Ethical reasoning pertains to the rights and wrongs of human conduct. Each person

has standards that are defined by their personal values, which come into play when the person

faces certain dilemmas or decisions. Commonly, ethical differences occurs as a result of

individual interpretation of a subject or event, or may be political or religious in nature.

The issues that incurred in this movie is when there are miss judgement about the

situation that happen without investigate the real reason the person do the action. The miss

judge the real situation are lead where Lee Yong Goo is accused of rape and murder the

young girl. As known in the story, he did not do it, but with his limited mental capacities, he

is not capable of explaining things well. The police officer was force him to ignoring the fact

that he tries to help the girl live by doing CPR, in fact the police officer also forces tell him to

lower his pants to make a wrong situation, as he wants to rape the girl. When being caught,

he has a lousy lawyer and the girl’s father is a police commissioner who wants revenge.

As one saying goes, there is always a genuine truth behind the truth. For the Lee Yong

Goo cases, the argument is happen between the lead character ( Lee Yong Goo) and the

police officer that force him to the action that clearly not the victim action. This situation

shows that people around that saw the action would accuse and blame Yong Goo for doing

the wrong things. The police or the investigator must gather up the evidences to support a

claim. Explain the facts that the investigation had provided but there are always fail to look

beyond what the facts tell us. There are argument when they fail to know the reason and

refuse to listen for the fear that the truth will only hurt us more. We believe what we want to

believe that we rob other people of the chance to be understood and be cleared of wrongful

accusations.
We fail to take consideration that maybe, the other person did not meant for those

things to happen. We fail to see that they are also a victim because their story was never

heard. The thing is, everybody deserves the benefit of the doubt. They deserve justice just

like us. We should not jump into conclusions and we should not be blind, deaf and mute to

what our conscience tells us. We always have to know the truth behind the facts. Failure to

see the truth may lead into a person losing his life or losing the thing that means life to him.

The above situation can be related for the next point where, when someone use his

power to get personal information, which is a private document. It was action by the Prison

Chief talk to the detective about who was in charge of the case and he was ask personally to

detective about the case file. He was notice that the report was wrong and unmatched like the

writing of Yong Goo, due to his mental capabilities. It is would be someone was writing it

and make it Yong Goo as culprit in the case of murdered and rape of minor.

In the movie, they show to us that with the higher position, the person can do anything

they want even though it will be illegal. This issue is not good example because there will be

argument when someone using their power to get what they want. However, Yong Goo was

blackmailed by the Chief Commissioner to lie by admitting he committed his crime or else

Ye Seong will be harmed. Thus, Yang Ho wanting to protect his daughter admitted he

committed the crime he was framed for and was sentenced to death.

The father of the girl that died is a Police who has high position and use power to

settle his daughter cases with using the wrong path. In a world we live in today, there are

people who blinded by the power they have and will use it as long as they can. They would

not even think twice. They will use it to gain more power or even use it against those who are

inferior to them. I hate the fact that these kind of people can get away easily with their

doings. I just despise these kind of people and how they rule it.
Both father try their best to protect their daughter but the differences from the both

action are Yong Goo tried to protect his daughter from being hurt by people and the police

Commissioners protect her daughter pride and his pride also by using the wrong action with

force Yong Goo to admit that he kill her daughter. This clearly shows that, not all people can

do the right thing by using the right path in order complete their mission. We usually get a

little out of hand and forget how to see things in a good way, sometimes a little act of

kindness can actually can change how people see in us but also, on how they can actually see

the world.

In fact, evidence shows that the moral principle or theory a person chooses to apply is

often, based on their emotions not on logic. Their choice is usually influenced by internal

biases or outside pressures such as the self-serving bias or the desire to conform. Therefore,

while we likely believe we approach ethical dilemmas logically and rationally, the truth is our

moral reasoning is usually influenced by intuitive, emotional reactions.


2.4 Ethical Suggestions

Based on Miracle in Cell No 7 movie, there are some ethical suggestions that can be

made to improve a society to be more useful and beneficial to others. We must know both

sides of the story. People tend to believe everything they see or hear at first not even

bothering to know the real story or having to hear both sides. Not all that seems bad are

totally evil and not all good things seems to be right. That's why we should not narrow our

minds to things we only see. We should be better that our sight and ears. In the movie, they

only hear one side of this is unfair on behalf of Lee Yong Goo is a retarded person. He was

not given a chance to speak out what happened. As our human beings must be considerate

and humanity and do not punish someone without hearing the explanations of his side. It is

unfair on his part if he is jailed.

Next, is unethical behaviour by a professional person. A wise person must be professional

in performing the task. In the movie, the police officer forced him to ignoring the fact that he

tries to help the girl live by doing CPR, in fact the police officer also forced him to lower his

pants to make a situation like he wants to rape the girl. It is because they want him to take

responsibility for killing and molesting the Police Commissioner’s daughter. As human

beings, we must take care of the feelings of a person we cannot embarrass in front of the

public. Not because he is disabled we can do it at will.

Next, mentally challenged people are always judged. People who are mentally challenged

are often shunned or called names. It may sound hypocritical to say that we not afraid of them

but deny the fact that they are also humans like us. They can be happy, they can be doing

insane things but they also get hurt. That's why; we should not judge them repulsively. Like

in the movie when Lee Yong Goo went inside the prison of friends in the prison did not ask

first why being included in the prison but they continue to act in a hurry by hitting Lee Yong
Goo when they read their cases. As human beings they are disabled but they have a feeling

like ordinary people do not remember they have no sense of humour as normal. Providing a

courteous service to the underprivileged people in order not to feel excluded and recognize

them as human creatures.

Another suggestion is manipulated the report. Manipulating a document is a bad and

illegal ethic as it can cause innocent people to be arrested or punished. Where the Prison

Chief talks to the detective about who was in charge of the case and he was ask personally to

detective about the case file. He noticed that the report was wrong and unmatched with Yong

Goo’s handwriting due to his mental capabilities. It might be someone that has been

rape. We must be honest in doing the task not because we are afraid or something we are able

to cheat on duty. Responsible attitude can lead to the trust and confidence of others.

Besides that, not practice code of ethics in doing the task. A wise person must be

professional in performing the task without any favouritism. Police should be fair and

consider disabled people with due care. In the movie, where the public lawyer who should

defend and help Yong Goo for the case but he was not taking serious about the defendant. He

Last suggestion is power can make you blind. In a world we live in today, there are people

who are blinded by the power they have and will use it as long as they can. They won't even

think twice. They'll use it to gain more power or even use it against those who are inferior to

them. We hate the fact that these kinds of people can get away easily with their doings. We

just despise these kinds of people and how they rule. In this movie shows because he has

power so he uses his power and tells Lee Yong Goo to admit that he is doing the case.

Otherwise he will do the same with Ye Seong. As a high-ranking man we cannot abuse the

power given. Do not oppress the underprivileged and the disabled because they are also

human beings like us.


2.5 Ethical decision making

Justice

The study of decisions in the criminal justice process provides a useful focus for the

examination of many fundamental aspects of criminal justice. These decisions are not always

highly visible. They are made, ordinarily, within wide areas of discretion. The aims of the

decisions are not always clear, and, indeed, the principal objectives of these decisions are

often the subject of much debate. Usually they are not guided by explicit decision policies.

Often the participants are unable to verbalize the basis for the selection of decision

alternatives. Adequate information for the decisions is usually unavailable. Rarely can the

decisions be demonstrated to be rational. Justice would have been one of a very difficult

problem ever happened in the earth’s civilizations, especially when someone is putting their

self-ego above the truth. The hardest thing is, when those who are selfish take a biggest part

of the judicial institution, while others that voicing the truth were the weak. That is what

exactly happened everywhere around us. And that kind of situations were successfully

portrayed by the movie called Miracle in Cell No 7. There is a scene where the Chief Police

bag to the police commissioner to re-investigate the case because he believes that Lee Yong

Goo is innocent.

This shows that the Chief Police is being fair towards Lee Yong Goo. Not only that,

the police commissioner should show more concern to keep his mind straight in fighting in

justice of people. Although it is acceptable for him to be extremely furious at the death of his

daughter, he should not have killed an innocent victim just to relieve his rage. Authority does

not mean having the privileged to make any innocent man into a murderer. In this movie

there was no justice that happen that time while Ye Seong was still a child. When Ye Seong

was a lawyer she fight and to claim that her father was innocent and to clean her name.
Ethic of Due Care

Based on the movie we are decide on best solution the ethical issue. We are justified

the moral principle of justice and moral right.

Moral right it is ethic modal for the decision taking the evaluates the decisions and

behaviours, there have six of moral right which is life and safety, individual have a right to

live without endangerment or violation of their health and safety. Next it is right to due

process, every individual should have a right to an impartial hearing and fair treatment.

Beside that every human also have a right to free speech they may criticise truthfully the

ethics or legality of action and other. Next, it’s about privacy right every individual can

choose to do as they please away from work and have control of information about their

private life. Conscious freedom, individual may refrain from carrying out any order that

violates their moral or religious norms.

From this case Yong Goo was an innocent person so that he has a right conscious

freedom which is Yong Goo can ignore treated from the police commission that force him to

accept the responsible of killed and rape her daughter. People with higher position and where

high minded are taking advantage to those people with dysfunctional issues. People like

Yong Goo do not have the voice to speak out for themselves. Besides that, Yong Goo also

have a right of provide a basis for justifying one action and for invoking the protection of aid

of other. It is the lawyer should protect him and help him to win his case because he was

innocent person. Furthermore, Ye Seong which Yong Goo daughter have a right to life and

safety, the police commission should not treat him to kill his daughter if he is not admitting

the case, moreover his daughter also is not related with the case and she innocent.
3.0 CONCLUSION
In a conclusion, this movie story has many ethical and unethical issues. The moral

lesson of the movie that can we conclude is about the knowledge of the truth. As one saying

goes, there is always a genuine truth behind the truth. We can gather up evidences to support

a claim. We can explain all the facts that the investigation had provided but we always fail to

look beyond what the facts tell us. We believe what we want to believe that we rob people of

the chance to be understood and be cleared of wrongful accusations. We fail to take into

consideration that maybe, the other person did not meant for those things to happen. We fail

to see that they are also a victim because their story was never heard. The thing is, everybody

deserves the benefit of the doubt. They deserve justice just like us. We should not jump into

conclusions and we should not be blind, deaf and mute to what our conscience tells us. We

always have to know the truth behind the facts. Failure to see the truth may lead into a person

losing her life or losing the thing that means life to him. There is a fine thread separating

things from being right and wrong that it sometimes blurs so we fail to see it. All we can is

that, we just have to look more closely to see.

People who are mentally challenged are often shunned or called names. We should

treated people who are mentally challenged well and do not differentiate them because they

are also humans like us. They can be happy, they can be doing insane things but they also get

hurt. That's why, we should not judge them repulsively. People with higher positions and

where high minded are should not taking advantage to those people with dysfunctional issues.

People like Yong Goo do not have the voices to speak out for themselves. They couldn’t even

protect to those selfish people.
